The nature of the agreement was a lease for
mining or grazing.

There is a need to formulate and enact a Swazi
Land Administration Act to clarify the mandate of
Chiefs and empower them as important players
in land administration There is a need to establish a single ministry
responsible for all land related matters

areas in consultation with appropriate
stakeholders
