Safety Codes Act

DESIGN, CONSTRUCTION AND INSTALLATION OF

BOILERS AND PRESSURE VESSELS REGULATIONS

1 In these Regulations

(a) “Act”means the Safety Codes Act ;

(a.1) “Administrator”means the Administrator in the Boiler

and Pressure Vessel Discipline appointed under the Safety Codes Act; 

(b) “A.N.S.I.”means American National Standards Institute; 

(c) “A.S.M.E.” means American Society of Mechanical

Engineers;

(d) “C.S.A.”means the Canadian Standards Association;

(e) repealed AR 158/2002 s2;

(f) “contractor”means any one or more persons, whether

incorporated or not, responsible for the construction, modification,

repair or installation, completely or in part, of any boiler, pressure vessel,

pressure piping system or fitting;

(g) repealed AR 158/2002 s2;

(g.1) repealed AR 158/2002 s2;

(h) “heating surface” means 

(i) any part of the surface of a boiler that is in contact with a

liquid under pressure on one side and the products of combustion on the

other side, or

(ii) when used in respect of a pressure vessel, the surface

area which is used exclusively for transferring heat from one substance

to another;

(i) “hydropneumatic tank” means a vessel which contains

both liquid and air, used in conjunction with hydraulic pressure systems;

(j) “initial inspection” means an inspection by a safety codes

officer of any boiler or pressure vessel brought into Alberta;

(k) “liquefied petroleum gases” means any material which is

composed predominantly of propane, propylene, normal butane,

isobutane and butylene either by themselves or any mixtures thereof;

(l) “manufacturer”means one or more persons, whether

incorporated or not, responsible for the construction, completely or in

part, of any boiler, pressure vessel, pressure piping system or fitting;

(m) “M.S.S.”means Manufacturers Standardization Society; 

(n) “pressure”means pressure in kilopascals as measured by

a pressure gauge, directly connected to the equipment of which it

measures the pressure;

(o) “receiver”means any pressure vessel used for the

storage or collection of an expansible fluid;

(p) “shop inspection” means the inspection by a safety

codes officer of any boiler or pressure vessel during and upon

completion of construction in Alberta;

(q) “steam processor” means any vessel which is used for

the purpose of raising the temperature of any material placed therein by

means of steam having a pressure exceeding 103 kPa;

(r) “T.E.M.A.” means Tubular Exchanger Manufacturers

Association.

2(1) The following are exempt from this Regulation and the Boilers and 

Pressure Vessels Regulation (AR 293/94):

(a) a pressure piping system forming part of a heating plant;

(b) a hydropneumatic tank having an inside diameter of 610

mm or less;

(c) the following pressure vessels which form part of an

installation as defined in thePipeline Act  

(i) odorizer tanks;

(ii) dust pots;

(iii) gas drips;

(iv) storage tanks for hydraulic valve operators;

(v) pig traps or scraper traps;

(vi) indirect fired heater coils.

(2) The following boilers and pressure vessels do not require an

inspection/certification permit under section 6 of the Boilers and 

Pressure Vessels Regulation (AR 293/94) if they meet the requirements

of the A.S.M.E. Boiler and Pressure Vessel Code or CSA B51 Boiler,

Pressure Vessel and Pressure Piping Code:

(a) a boiler having a capacity of 0.0425 m3 or less;

(b) an air receiver, air and oil receiver, air filter, air dryer,

cushion tank, hydropneumatic tank, hydropneumatic valve operating

cylinder or pneumatic valve operating cylinder not exceeding 0.3 m3 in

capacity and 1725 kPa design pressure;

(c) a pressure vessel that is not provided with a quick

actuating closure or required by the A.S.M.E. Boiler and Pressure Vessel

Code to be fully radiographed, and where the pressure vessel does not

exceed

(i) 0.15 m3 in capacity and 1725 kPa design pressure, or

(ii) 0.0425 m3 in capacity and 4140 kPa design pressure;

(d) a cooler, filter or strainer used in a lube oil system;

(e) a liquified petroleum gas storage tank not exceeding 10

m3;

(f) a pressure vessel that contains liquified petroleum gases

or compressed natural gas, is mounted on a vehicle and is a source of 

motor fuel for that vehicle or is mounted on a vehicle subject to

theMotor Transport Act and has a capacity of 1.15 m3

or less.

3(1) A pressure piping system having an aggregate internal capacity of 

0.5 m3

or less is exempt from sections 4 and 5 of the Boilers and Pressure

Vessels Regulation(AR 293/94) and sections 7 and 9 of this Regulation.

(2) Notwithstanding subsection (1), the owner or person responsible for

the design and construction, of the pressure piping system referred to in

subsection (1), shall comply with these Regulations.

4(1) Pressure equipment that contains or is intended to contain an

expansible fluid under pressure, has a capacity of 0.0425 m3

or less and is

of a type or class listed below is subject to sections 4 and 5 of the Boilers

and Pressure Vessels Regulation(AR 293/94) as if it is a pressure vessel as

defined in that Regulation:

(a) steam jacketed sterilizers;

(b) autoclaves;

(c) steam jacketed kettles;

(d) air cooled heat exchanger headers;

(e) compressor bottles;

(f) hair pin type heat exchangers;

(g) in-line separators;

(h) fabricated strainers, filters or air dryers.

(2) Pressure equipment that contains or is intended to contain an

expansible fluid under pressure, has a capacity of 0.0425 m3

or less, and

that is not of a type or class listed in subsection (1) is subject to sections

4 and 5 of the Boilers and Pressure Vessels Regulation (AR 293/94) as if it

is a fitting as defined in that Regulation.

(3) Where there is a difference of opinion as to whether

(a) a fitting is a fitting or a pressure vessel, or

(b) a pressure vessel is a pressure vessel or a fitting,

the difference of opinion shall be resolved by referring the matter to the

Administrator whose decision shall be final.

Adoption of Codes and Rules

5(1) The following codes and standards are declared in force in respect of 

pressure equipment:

(a) the following provisions of CSA B51-97, Boiler, Pressure

Vessel, and Pressure Piping Code:

(i) Part 1, Boiler, Pressure Vessel, and Pressure Piping Code

including Appendix I Automotive Propane Vessel Standards;

(ii) Part 2, High-Pressure Cylinders for the Onboard Storage

of Natural Gas as a Fuel for Automotive Vehicles;

(iii) Part 3, Requirements for CNG Refuelling Station Pressure

Piping Systems and Ground Storage Vessels;

(b) CSA B52-99, Mechanical Refrigeration Code;

(c) CSA Z662-1999, Oil and Gas Pipeline Systems;

(d) ASME Boiler and Pressure Vessel Code - 2001;

(e) ASME B31.1 - 2001 Power Piping;

(f) ASME B31.3 - 1999 Process Piping;

(g) ASME B31.4 - 1998 Transportation Systems for

Hydrocarbons;

(h) ASME B31.5 - 2000 Refrigeration Piping;

(i) ANSI K61.1 - 1999, Safety Requirements for the Storage

and Handling of Anhydrous Ammonia;

(j) NFPA 58 - 1996, Liquefied Petroleum Gas Code;

(k) MSS SP-25 - 1998, Standard Marking System for Valves,

Fittings, Flanges and Unions;

(l) TEMA - 8th Edition Standards of Tubular Exchanger

Manufacturers Association.

(2) Any addenda to the codes or bodies of rules specified in subsection

(1) and any rulings or cases issued by the American Society of Mechanical

Engineers shall be deemed to be adopted upon their publication.

(3) The SI (metric) system shall be used when provided for in the codes

or bodies of rules specified in subsection (1) and (2).

(4) Notwithstanding subsection (3), while all physical dimensions shall

reflect the use of the SI (metric) system, pressure equipment designed

and constructed prior to April 1, 1979 may continue to operate with a

measuring system using Imperial or SI units.

5.1 The codes and standards declared in force in this Regulation, and any

codes and standards referenced in the codes and standards, do not make

or imply any assurance or guarantee by the Crown with respect to the

life expectancy, durability or operating performance of equipment and

materials referenced in the codes and standards.

Part 2

Registration and Approval of Designs and Welding Procedures

Boiler, Pressure Vessel and

Pressure Piping System Designs

6(1) Where a person intends to construct in Alberta, for use in Alberta a

boiler or pressure vessel, he shall submit to the Administrator the

drawings and information specified in subsection (2).

(2) The drawings, specifications and other information respecting the

boiler or pressure vessel must be submitted to the Administrator in

duplicate and include

(a) the design pressure and temperature,

(b) details of the arrangement and dimensions of all

component parts,

(c) A.S.M.E. specification number for all materials,

(d) details of construction,

(e) code paragraph under which the boiler or pressure

vessel is to be constructed,

(f) the welding procedure registration number,

(g) a report of any physical tests conducted for the purpose

of establishing the working pressure of the boiler or pressure vessel or

any part thereof, and

(h) such other information as is necessary for a safety codes

officer to survey the design and determine whether it is suitable for

approval and registration.

(3) The drawings, specifications and information referred to in subsection

(2) must bear the signature of 

(a) the owner of the design, or

(b) the person who will be the manufacturer of the boiler or

pressure vessel.

(4) Where a fitting is to be attached to a boiler or pressure vessel but

does not form an integral part of the boiler or pressure vessel, the size,

rating and details of the method of its attachment shall be included in

the drawings or specifications.

7(1) Where a person intends to construct in Alberta for use in Alberta a

pressure piping system, he shall submit to the Administrator the

drawings and information specified in subsection (2).

(2) The drawings, specifications and other information respecting a

pressure piping system must be submitted to the Administrator in

duplicate and include:

(a) flow or line diagrams showing the general arrangement

of all boilers, pressure vessels, pressure piping systems and fittings,

(b) pipe line identification lists showing the maximum

pressures and temperatures for each pressure piping system,

(c) a list of pressure relief devices, including the set

pressure,

(d) material specifications, size, schedule and primary

service rating of all pressure piping and fittings,

(e) the welding procedure registration number,

(f) the pressure pipe test procedure outlining the type,

method, test media, test pressure, test temperature, duration and safety

precautions,

(g) a form, provided by the Administrator, completed by the

engineering designer or contractor which relates to the general

engineering requirements for design and field construction of pressure

piping systems, and

(h) such other information as is necessary for a safety codes

officer to survey the design and determine whether it is suitable for

approval and registration.

(3) The drawings, specifications and information referred to in subsection

(2) must bear the seal of a registered professional engineer and the

signature of 

(a) the owner of the design, or

(b) the person who will be the manufacturer of the pressure

piping system.

8(1) Where a safety codes officer is satisfied that the design of a boiler,

pressure vessel or pressure piping system meets the requirements of 

these Regulations he shall

(a) approve the design by placing a stamp thereon indicating

the registration number and the date of approval, and signing the design,

and

(b) register the design by entering in or causing to be

entered in a ledger the following information:

(i) the registration number,

(ii) the name of the owner of the design and where

applicable the name of the manufacturer or contractor,

(iii) a description of the boiler, pressure vessel or pressure

piping system,

(iv) the dimensions for size where applicable,

(v) the design pressure and temperature where applicable,

and

(vi) the date the design was approved by a safety codes

officer.

(2) Where a design has been approved and registered by a safety codes

officer, a copy of the drawings, specifications or other design documents

approved and registered shall be returned to the person submitting the

design.

9 Any person who proposes to bring into Alberta a new or used boiler,

pressure vessel or pressure piping system the design of which has not

been approved and registered, shall ensure that the owner of the design

or the manufacturer of the boiler, pressure vessel or pressure piping

system applies for its approval and registration as though it had not been

constructed and an application for approval and registration were beingmade under section 6 or 7 as the case may be.

10 Where a safety codes officer is not satisfied that the design of a

boiler, pressure vessel or pressure piping system meets the requirements

of these Regulations he shall send a report to the person who submitted

the design specifying why the design was not approved and registered.

Changes to a Design

11(1) Where

(a) the owner of the design, or

(b) the manufacturer, or

(c) the contractor, or

(d) the owner

of the boiler, pressure vessel or pressure piping system proposes to

make a change to the design that has been approved and registered he

shall submit drawings, specifications and other information concerning

the change, in duplicate, to the Administrator for approval to do so.

(2) Where a safety codes officer considers the change to a design

sufficiently extensive he may require the same information to be

submitted as if the submission were a first application for registration

and approval of the design.

12(1) Where a safety codes officer is satisfied that the change to a design

meets the requirements of these regulations he shall

(a) approve the change by placing a stamp on the revised

drawing or specifications indicating the registration number, date of 

approval and his signature, and

(b) make or cause to be made an entry of the change in the

ledger referred to in section 8.

(2) Where a safety codes officer is not satisfied that a change to a design

meets the requirements of these regulations he shall send a report to

the person submitting the change specifying why the change was not

approved.

Welding Procedures

13(1) Where a person intends to construct, alter or repair any boiler,

pressure vessel, fitting or pressure piping system by welding, he shall

(a) comply with the requirements of the A.S.M.E. Boiler and

Pressure Vessel Code, Section IX Welding and Brazing Qualifications, as

adopted in section 5(1)(d) of this Regulation, and

(b) submit in duplicate to the Administrator, the welding

procedure specifications and procedure qualification records for

approval and registration.

(2) The requirements of subsection (1), clause (b) may be waived by the

Administrator for construction outside Alberta if the welding procedure

has been approved by the provincial jurisdiction where the construction

is conducted, or elsewhere by a person, whether incorporated or not,

approved by the Administrator.

14(1) Where a safety codes officer is satisfied that the welding procedure

meets the requirements of these Regulations, he shall

(a) approve the welding procedure by placing a stamp

thereon indicating the registration number, date of approval and his

signature, and

(b) register the welding procedure by entering in or causingto be entered in a ledger the following information:

(i) the registration number,

(ii) the name of person submitting the welding procedure,

and

(iii) the date the welding procedure was approved and

registered.

(2) Where a welding procedure has been approved and registered by a

safety codes officer, a copy of the procedure that has been approved and

registered, indicating the registration number, shall be returned to the

person who submitted the procedure.

Part 3

Registration of Fittings

and Special Designs

Fittings

15(1) Any person who intends to construct in Alberta a fitting for use in

Alberta in connection with any boiler, pressure vessel or pressure piping

system shall apply to the Administrator for registration of the fitting.

(2) An application under subsection (1) shall be accompanied by

(a) a statutory declaration in a form provided by the

Administrator and duly completed in triplicate by the manufacturer, and

(b) supporting documents in triplicate relating to the fitting

which may include drawings, catalogues, bulletins or brochures which list

therein the manufacturer’s rating, specifications and test pressure, and 

(c) such other matters as may be required by the

Administrator.

(3) Any fitting which is supplied by the applicant shall be identified in

accordance with the standard marking system outlined in M.S.S.

Standard Practice SP-25.

16(1) Where a person applies for the registration of fittings and is unable

to declare that the fittings comply with a code adopted by these

regulations, the Administrator may register the fittings if the applicant

satisfies the Administrator that the fittings have been appropriately

tested by a laboratory satisfactory to the Administrator.

(2) Where an application is made under subsection (1), the applicant

shall specify to the Administrator the service in which the fittings are to

be used or operated.

17(1) The Administrator may require any manufacturer of fittings to

submit samples for examination and testing and any fittings so submitted

shall be returned to the manufacturer, if the manufacturer within 90

days of submitting the fitting so requests in writing and pays all costs in

connection therewith.

(2) If the manufacturer does not request the fitting to be returned to him

in accordance with subsection (1), the Administrator may dispose of the

fitting.

18 Any person who brings into Alberta a new or used fitting which hasnot been registered in accordance with these regulations shall apply to

the Administrator and submit to him the documents referred to in

section 15, subsection (2).

19(1) Where a safety codes officer is satisfied that the statutory

declaration form is properly completed by an applicant under section 15

or 18, the fitting shall be registered by a safety codes officer entering in

or causing to be entered in a ledger the following information:

(a) registration number,

(b) name of manufacturer of fittings,

(c) description of fittings,

(d) identification number of catalogue or supporting

documents, and

(e) date registered.

(2) Notwithstanding subsection (1), a safety codes officer may registerfittings collectively under one registration number.

(3) Where a fitting has been registered by a safety codes officer, the

statutory declaration and supporting documents shall be stamped

indicating the registration number and date of registration.

(4) A copy of the documents referred to in subsection (3) shall be

returned to the person making the application for registration of the

fitting.

Special Designs

20 The Administrator is authorized to accept or provide for methods of 

evaluating designs of boilers and pressure vessels submitted to him for

approval and registration if they are of an equivalent standard of safety

as those codes and bodies of rules adopted as regulations under section

5.

21(1) Where the Administrator is satisfied with a design pursuant to

section 20, he shall approve and register the design in accordance with

section 8 with a number to be known as a limited design registration

number.

(2) Where a design is approved and registered under subsection (1), the

Administrator may specify the number of boilers or pressure vessels

which are permitted to be constructed to that design.

Part 5

Construction and Inspections

32(1) Any person constructing a boiler or pressure vessel in Alberta, shall

during construction make available drawings and specifications relating

to the boiler or pressure vessel that has been approved and registered or

copies thereof to a safety codes officer upon receipt of a request to do

so, including any changes thereto that have been approved and

registered.

(2) A person constructing, modifying or repairing a boiler, pressure

vessel, pressure piping system or fitting in Alberta or any person

submitting his inspection program to the Administrator pursuant to

section 55.01 shall provide the Administrator with a program of quality

control relating thereto.

(2.1) The Administrator shall have a safety codes officer review the

program of quality control to ensure that, in following the program, the

person would carry out the intended activity in accordance with the Act

and regulations.

(2.2) If a program of quality control on the review is found satisfactory by

the inspector, the Administrator shall issue a certificate of authorization

authorizing the person referred to in subsection (2) to carry out the

activities stated on the certificate.

(2.3) In carrying out the activities stated on the certificate of 

authorization, the person referred to in subsection (2) shall implement

the program of quality control as authorized under subsection (2.2).

(2.4) If the Administrator determines that the work done pursuant to acertificate of authorization granted under subsection (2.2) does not meet

the requirements of the Act and regulations, he shall give written notice

to the person referred to in subsection (2) that, from the date specified

in the notice, the certificate of authorization is withdrawn.

(3) No person shall use in Alberta any boiler, pressure vessel, pressure

piping system or fitting constructed outside Alberta, unless the person

constructing the boiler, pressure vessel, pressure piping system or fitting

satisfies a safety codes officer that

(a) the construction was in accordance with the approved

and registered design,

(b) the welding performance qualification tests of the

welders who were engaged in the construction complied with A.S.M.E.

Code Section IX, and

(c) it was inspected and tested in the same or substantially

the same way that it would have been had it been constructed in

Alberta.

33 The manufacturer of a boiler or pressure vessel for use under these

Regulations shall forward to the Administrator a manufacturer’s data

report

(a) conforming with the requirements of the A.S.M.E. Code,

or

(b) in a form acceptable to the Administrator.

33.1(1) All pressure vessels over 914 mm in inside diameter shall have a

manhole opening.

(2) All pressure vessels 914 mm or less in inside diameter shall haveinspection openings in accordance with the codes listed in section 5.

(3) Repealed AR 158/2002 s10.

(4) Notwithstanding subsection (1), where a manhole opening is

impractical because of the shape of the pressure vessel or the service in

which the pressure vessel is to be used, the pressure vessel shall have

two or more handholes with an area of not less than 0.0155 m2

each.

(5) Notwithstanding subsections (1) and (4) where in the opinion of a

person constructing a pressure vessel for use in Alberta or the owner of the pressure vessel, a manhole opening and handholes are not justified

because of the shape of the pressure vessel or the service in which the

pressure vessel is to be used, he shall submit a statement to that effect

to the Administrator in addition to the information specified in section 6,

subsection (2).

(6) Where the Administrator is of the opinion that a manhole opening

and handholes are not justified because of the shape of the pressure

vessel or the service in which the pressure vessel is to be used, he may

waive the requirements of this section.

34 The person bringing into Alberta a boiler or pressure vessel shall

ensure that the report under section 33 has been sent to the

Administrator.

35(1) Subject to subsections (3) and (4), a manufacturer of a boiler or

pressure vessel intended for use in Alberta shall

(a) stamp thereon the Canadian registration number, and

(b) comply with the A.S.M.E. stamping procedure,

but is not required to stamp thereon the official code symbol.

(2) Subject to subsections (3) and (4), a person bringing a boiler or

pressure vessel into Alberta for use in Alberta shall ensure that, if it was

manufactured in Canada, the manufacturer has

(a) stamped thereon the Canadian registration number, and

(b) complied with the A.S.M.E. stamping procedure,

except that the official code symbol is not required.

(3) A person bringing a boiler or pressure vessel into Alberta for use in

Alberta that was manufactured in the United States of America shall

ensure

(a) that the Canadian registration number is stamped

thereon,

(b) the A.S.M.E. stamping procedure was complied with, and

(c) the official code symbol is stamped thereon.

(4) All pressure vessels designed and constructed to the A.S.M.E. Code,

Section VIII, Division 2, shall be stamped with the official Code Symbol.

36(1) Upon completion of an initial inspection or a shop inspection by a

safety codes officer, the Alberta identification number preceded by the

letter “A” in a circle, shall be stamped on the boiler or pressure vessel

adjacent to the stamping required under section 35.

(2) No person shall install a blow-off valve constructed of cast iron on a

power boiler having a working pressure exceeding 700 kPa.

(3) The owner of a riveted longitudinal lap joint boiler or pressure vessel

shall increase the factor of safety after its twentieth year of age by atleast 0.1 each year.

(4) Where a riveted longitudinal lap joint boiler or pressure vessel, except

those subject to section 59

(a) changes ownership, and

(b) is moved to a new location,

the owner shall not operate it or permit it to be operated at a pressure

exceeding 103 kPa.

40 Where any pressure piping system is constructed by welding, the

person responsible for its construction shall furnish to the Administrator,

a declaration on a form prescribed by the Administrator to the effect

that the construction was carried out in accordance with these

Regulations.

Installation

41(1) An owner or person in charge of a boiler or pressure vessel or

pressure piping system shall ensure that the fittings used on or in

connection with a boiler, pressure vessel or pressure piping system areregistered as fittings.

(2) An owner or person in charge of a boiler, pressure vessel or pressure

piping system shall ensure that it is equipped with pressure-relief valves

and other protective devices in accordance with the regulations.

(3) Adjustable parts of pressure-relieving devices shall be fitted in such a

manner so that they can be sealed.

(4) No person shall install, operate or use a boiler, pressure vessel or

pressure piping system that has a safety or relief valve set to open at apressure exceeding the maximum allowable working pressure.

(5) Where a pressure vessel is equipped with a pressure-relief valve and

there is a possibility of the maximum allowable working pressure being

exceeded, the owner or contractor shall ensure that the vessel is

provided with a supplementary pressure-relieving device.

(6) Where a rupture disc is installed as a supplementary pressure-

relieving device as required in subsection (5), the owner or contractor

responsible for its installation shall ensure that it will relieve at a

pressure not exceeding 1.5 times the maximum allowable working

pressure of the vessel.

(7) A safety codes officer may witness the setting and sealing of any

safety or relief valve.

42 The owner of a boiler, pressure vessel or pressure piping system shall

ensure that the safety valves, relief valves or safety relief valves, pressure

gauges and regulating or controlling devices thereon are maintained in

good working order.

43(1) No person shall repair, service or set safety valves, relief valves or

safety relief valves without the authorization in writing of the

Administrator.

(2) An application to the Administrator for the Administrator’s

authorization to repair, service or set safety valves, relief valves or safety

relief valves, shall include the following:

(a) information with respect to the organization, and

procedures of the applicant;

(b) the qualifications of the applicant and his employees

with respect to the repair, servicing and setting of valves;

(c) the form of seal the applicant intends to use and a

facsimile of the proposed identification of the applicant on that seal;

(d) such other information as may be required by the

Administrator.

(3) The Administrator may require the applicant to submit at any time to

an inspection by a safety codes officer with respect to any matter

concerning the organization, operation and procedures of the applicant.

(4) Where the Administrator is satisfied that the applicant is competent

and equipped to engage in the repair, service and setting of safety

valves, relief valves or safety relief valves he shall authorize the applicant

to do so.

(5) When the Administrator refuses to authorize an applicant pursuant to

subsection (4), the refusal shall be in writing and may include a copy of 

any report made by a safety codes officer in respect of the application.

(6) When the Administrator determines that work done pursuant to his

authorization does not meet the requirements of this Regulation, he

shall give notice in writing to the person authorized to repair, service or

set safety valves, relief valves or safety relief valves that from the date

specified in the notice the Administrator’s authorization is withdrawn.

44 An owner or contractor shall ensure that all boilers, pressure vessels

or pressure piping systems are securely anchored so that there will be no

displacement of the vessel or piping when the pressure is released

through a safety valve, rupture disc, vent or by any other means.

45(1) An owner or contractor shall ensure that

(a) all boilers or pressure vessels are installed so that they

are readily accessible for internal and external inspection by a safety

codes officer,

(b) sufficient clearance is provided to permit installation of 

the fittings and pressure piping for the boilers or pressure vessels, and

(c) boilers or tubular heat exchangers are provided with

sufficient clearance to permit replacement of tubes.

46 Where the discharge from the blow-down of any boiler can enter anempty boiler provided with a manhole opening, a check valve shall be

installed by the owner or contractor between the blow-off valve of the

empty boiler and the blow-down header or tank.

47 Before installing any pressure vessel exceeding 10 m3 in capacity,

which is to be used for the storage of liquefied petroleum gas or

anhydrous ammonia, the owner shall provide the safety codes officer

with evidence in writing that the local authority having jurisdiction in the

area of installation has approved its location.

47.1(1) In this section,

(a) “authority having jurisdiction” has the same meaning as

in the Alberta Fire Code 1997, declared in force by the Fire Code

Regulation (AR 52/98);

(b) “thermal liquid heater system” means any one or more

thermal liquid heaters in which a thermal liquid is used as the heat

transfer medium, where the medium is not pressurized by the

application of a heat source, and includes any pressure piping system or

pressure vessel connected in it.

(2) A person proposing to install a thermal liquid heater system in a

building shall, in addition to complying with Part 2,

(a) submit plans for the system to the authority having

 jurisdiction for approval, and

(b) not commence the installation until the approval has

been given.

Inspection

48(1) A safety codes officer may request from an owner or person in

charge of a boiler, pressure vessel or pressure piping system, a

radiographic, ultrasonic, magnetic particle or any other method of 

nondestructive examination or inspection to be performed during the

construction or service life of the boiler, pressure vessel or pressure

piping system.

(2) Where a nondestructive examination referred to in subsection (1) has

been completed or any other type of inspection of a boiler or pressure

vessel has been performed by the owner or his representative, a report

of the nondestructive examination or inspection shall be provided to a

safety codes officer upon request by him.

49 A safety codes officer may take photographic apparatus with him

when he enters any property, place or thing used in connection with anyboiler, pressure vessel or pressure piping system.

50(1) Where a damaged boiler or pressure vessel is to be repaired in

Alberta the Administrator may require the owner or person in charge of 

that boiler or pressure vessel to submit a detailed report setting out the

circumstances which led to the damage to the boiler or pressure vessel.

(2) Where a boiler or pressure vessel is to be modified or repaired the

owner or person in charge of that boiler or pressure vessel shall notify aninspector not less than 24 hours prior to the commencement of the

modification or repair.

(3) The Administrator may require an owner or person in charge of a

boiler or pressure vessel that is to be modified or repaired to submit a

detailed work procedure prior to the commencement of the modification

or repair.

52(1) Where the premises in which a boiler or pressure vessel is located

are locked, the owner shall place a card conspicuously located at the

entrance to the premises giving directions regarding the name, address,

day and night telephone numbers of the persons to contact for obtaining

access to the boiler or pressure vessel.

(2) Where the boiler room of any building of public occupancy is kept

locked, the owner shall ensure that a key to the boiler room is kept on

the premises and that such key is readily available to the safety codes

officer in case of emergency.

53(1) Where an owner or person in charge of a boiler or pressure vessel

provides portable lamps for the purpose of an internal inspection, the

portable lamps shall be connected to a circuit

(a) where the voltage is 12 volts or less, with a current

supplied by transformers of the isolating 2 winding type or batteries, or

(b) where the voltage is more than 12 volts, with a C.S.A.

approved ground fault circuit interrupter of the Class A type.

(2) When portable lamps are used as required in subsection (1)

(a) only C.S.A. approved, properly guarded extension cords

for extra hard usage shall be used with waterproof fittings,

(b) all connections shall be made exterior to the boiler or

pressure vessel, and

(c) sockets, lamp guards and fittings shall be properly

guarded.

(3) Where there is a possibility of explosive gases being present,

hammers used for testing purposes shall be made of brass, copper or

other non-sparking material.

(4) Where there is a possibility of explosive or toxic gases being present

in an area to be entered by a safety codes officer, the owner or person in

charge shall ensure that the area is free of gas and remains free of gas

for the duration of the inspection.

54 Where any boiler, pressure vessel or pressure piping system is being

tested or is first being put into service, the owner or person in charge of 

the testing procedure shall ensure that only those persons required to be

in attendance for the test or initial start-up be present.

55.01 The Administrator may require the owner of a pressure vessel,

boiler or pressure piping system to submit for review his inspection

program for this equipment.

57 Before any pressure piping system is tested, the contractor shall

inspect the system to ensure that the materials, construction,

identification and installation therefor comply with these regulations.

58(1) Prior to the initial operation of any pressure piping system, the

contractor shall ensure that the system is mechanically sound, leak free

and complies with the requirements of this section.

(2) The contractor shall ensure that all safety precautions are observed

when conducting any tests.

(3) All pressure pipe tests shall be conducted by the contractor inaccordance with the pressure pipe test procedure specified in section 7.

(4) All pressure pipe tests shall be conducted using the hydrostatic

method, except as may be otherwise permitted in subsection (3).

(5) When a pressure piping system which includes pressure vessels is to

be tested, the test liquid temperature shall not be less than 15 degrees C,

with the pressure not being applied until all the pressure parts and the

test liquid are approximately at the same temperature.

(6) When conducting pressure tests, the ductile to brittle transition

temperature and the possibilities of brittle fracture shall be considered

by the contractor.

(7) Pressure piping construction and test data report forms provided by

the Administrator or report forms of equivalent standing shall be

completed by the contractor for all piping and delivered to the owner

who shall retain them on file for a period of not less than five years andproduce them upon the request of a safety codes officer.

(8) Subsection (7) does not apply to hot water heating plants operating

at a pressure not exceeding 1100 kPa and a temperature not exceeding

121 degrees C.

(9) A contractor’s completion of construction declaration form provided

by the Administrator shall be completed and submitted to the

Administrator by the contractor on completion of all the pressure pipe

tests of a pressure piping system before the system is put into operation.

59(1) These regulations apply to the owner or person in charge of any

locomotive boiler, traction boiler or antique pressure vessel which is

operated in a parade or used for education or entertainment purposes

and the owner or person in charge thereof shall

(a) subject it to any type of non-destructive examination

which may be considered necessary by a safety codes officer, and

(b) ensure that it has been inspected by a safety codes

officer within the twelve month period prior to its display in an operating

condition.

(2) The owner or person in charge of a boiler in subsection (1) shall be

responsible for ensuring that any steam engine and equipment

connected thereto is in safe working order before displaying it in an

operating condition.

accordance with the Act and regulations made thereunder.
