First, I opened the two images I wanted to use as layers.

I then applied a black layer mask , and use a white airbrush to fade the images into one another

Then, I increased the brightness to wash out the image somewhat.

I then experimented with text placement.

After settling on this placement of text, I added a vignette to the image to make it feel a little more 3 dimensional.
