APD Notables...

Southeast Area Command...The Southeast Area Command continued •its Operation Hot Spot initiative in October; directingfieldofficers,powerteamandImpactdetectivestoproblemareasidentifiedthroughpredictive analysis in an effort to reduce crime and improve the quality of life for area residents. Output measures have been extremely high, and give an indication of the success of the effort.Southeastofficersweretaskedwithanumber•of major events in October including protests nearUNMandNobHillareaandtheairshowatKAFB.Theairshowattractedbetween60,000and70,000attendees.OnOctober20,DetectiveK.Sandyfrom•theViceUnitwroteadetailedandelaborateoperation plan to address prostitution concerns in the Southeast Area Command. The operation wasperformedinresponsetonumerouscitizen and business complaints. Detective Sandyplannedtohavetwoseparate“john”operations, a prostitute sting operation, and a uniformed presence conducting zero tolerance patrol.Alloperationswererunsimultaneously.With a combined effort from the Vice Unit, the Undercover Gang Unit, the Uniformed GangUnit,theCriminalIntelligenceUnit,theSoutheastpowerteamandOfficerJ.Lopezofthe Southeast graveyard shift. The plan resulted in24misdemeanorarrests(18were“johns”),eightfelonyarrests(sixwereprostitution-related),13gangcards,13carstowed,35movers,onefirearmrecovered,onemissingpersonfound,andoneprostitutewasadmittedintolong-termrehab.OnOctober15,OfficerT.Melvinwas•dispatched to a northeast location in reference to an aggravated battery against a household member.Thevictimwasseverelybeatenbyherson,whothenlefttheresidenceremovingallofhisclothing.OfficerT.MelvinandSgt.L.Wohlgemuthlocatedthemaninsidealocalgrocerystore.Themanwastazedandtakenintocustody.OnOctober27,OfficerT.Melvinwas•dispatched to Yale Boulevard SE and Gibson Boulevard SE in reference to a larceny of a suitcasefromalocalmotel.OfficerT.Melvinwasabletoobtainthelicenseplateofapickupwithoutofstatelicenseplates.OfficerT.Melvin broadcasted the information of the

offendervehicle.Officerslocatedthevehicleand suspects nearby. The victim’s suitcase wastossedoutofthevehiclepriortoofficer’scontact;however,thevictim’sblanketwaslocatedalongwithamalesuspect.Thevictimidentifiedthemanwhowasarrestedforfelonylarceny and conspiracy to commit a third or fourth degree felony. OnOctober15,officerswereflaggeddown•atYaleandCentralby“OccupyBurque”protestors.Theyadvisedofficersthatamalecame into their camp and tried to stab several of them.Theypointedoutthemaletoofficers,andtheyalsoadvisedofficerstobecarefulbecausehewasarmedwithaknife.Officersconfrontedthemanwhowastryingtofleethesceneandrefusedtoobeycommands.Ataserwasutilizedontheman,andhewastakenintocustody.OnOctober23,OfficersA.TapiaandT.•Economidyweredispatchedtoasoutheastlocationinreferencetoamalesubjectwhopointed a gun at neighborhood children. Through their investigation they located the subjectandthegun.Themalewasbookedforfelony aggravated assault.

Foothills Area Command...

TheJamesJosephDwyerMemorialSubstation•opened for business in October. The police facilityislocatedat12700MontgomeryBoulevardNE,justeastofTramway.Citizenscanmakepolicereports,pickuppolicereports,request crime statistics and neighbor crime information at the location. Scott Maddox is the Crime Analyst operating the substation and isavailableMondaythruFriday,10:00a.m.to3:00p.m.OfficerMeyerscreatedatacticalplantoclean•up the area around Dunes and Dorado SE. He recognized that much of this area had become a dumpinggroundforalltypesofunwanteditems,creating hazards and encouraging criminal elements.Heutilizedfocusedpatrols,aswellasgraffitiandlitterreferrals.Hisactionsresultedintheremovaloftenyardsalesigns,sixgraffitireferrals, one criminal trespass notice, and seven litter referrals.OfficerLockeidentifiedaclusterofauto•burglariesandvandalismthatwasoccurringinaFoothills apartment complex. Utilizing random andstationarypatrols,OfficerLockesaturatedtheareawhennotbusywithcallsorotherduties.Duringhishoursonwatch,noburglariesor

the victim.OfficerJ.Rogilliorespondedtoashopliftingata•locallargeretailer.OfficerRogilliolearnedfourotheraccompliceswerestillinsidethestore.OfficerRogilliobeganconductingsurveillanceusing the retailer’s camera system and located the accomplices. He called for assistance andtwooftheaccompliceswerearrested,buttheothertwofled.Heconductedfurtherinvestigationandwasabletoidentifythetwothatfled.Twooftheoffendershadanextensivecriminal history, including shoplifting.

Valley Area Command...Graveyardofficersrespondedtoanautoburglary•andOfficerRobertolocatedtheoffendervehicleandtheoccupantsfledonfoot.OfficerRobertoalongwithotherTeam7officerswereabletotaketwoofthesubjectsintocustody.Graveyardofficersquicklysecuredaperimeter•around a commercial burglary in progress locationandtookonesubjectintocustody.Team9officersweredispatchedtoapersonwho•wasthreateningtojumpoffabridgeatPaseodelNorteandInterstate25.OfficerWesenbergwasabletousehisCITskillstotalkthemandownfromthefenceandhewassafelytakenintocustody and transported for a mental evaluation. ThePowerTeamworkedallmonthonnarcotics•issues around the Valley Area Command. The Team made eight felony arrests and 14 misdemeanor arrests, all narcotics related.Dayshiftofficersassistedwithand/or•participated in several community events last month including the Balloon Fiesta, Home Depot’sChildren’sSafetyFair,NationalWalktoSchoolDay,theopeningofanewbikeparkin the far North Valley and the Valley Area Command’sOfficerAppreciationDay.Valleycommandstaffcreatednumeroustraffic•tacticalplansregardingconcernsthatwerebrought to the staff’s attention by citizens. The tacticalplansresultedinmorethan120citationsbeing issued in problem areas. Impactdetectives,ValleyCrimePrevention•andNiTedetectivesworkedonatacticalplaninOctoberforalargeretailshoppingarea.TwosuspectswerearrestedforAutoTheft.TheValleyAreaCommandImpactTeamwere•alsoaskedtolookintoreportsofincreasedprostitution and drug activity in the area of 4th and Menaul NW. The Team made ten felony arrests, three misdemeanor arrests and three 3

vandalismwerereported.HealsoidentifiedanissuewithdrunkdriversalongtheEubanksection of the Foothills Area Command. By performingrandompatrols,hewasabletoarrest27drunkdrivers,issue57citations,andseize12vehicles.OnOctober19,OfficerSmithrespondedtoa•shooting in the southeast portion of the area command.Agroupof4-5malesubjectsrantoafour-plexapartmentnearbyandfiredmultipleweapons.Thesubjectsinsidewereunharmed;however,over20differentprojectileimpactswerelocatedontheexteriorwall.DuetoOfficerSmith’s efforts and thorough investigation, a primarysuspectwasidentifiedandtheAPDGangUnitwasabletotakeoverthecase.OnOctober4,OfficerLeeassistedDetective•K.MillerwithatrafficstopalongInterstate40inresponsetoanerraticvehicle.Contactwasmadewiththedriverwhoappearedtobeundersome type of narcotic. The driver admitted to usingherointwohoursbeforedriving.Whenthesubjectwasplacedunderarrest,hewasfound to have a loaded needle of heroin in his frontpocket.Thesubjectalsohadhisfive-month-oldsoninthevehicleatthetimeofthestop.OnOctober1,OfficersLee,LopezandMills•weredispatchedtoCentralAvenueinresponseto a disturbance. While en route, the caller statedamalesubjectforcedhiswayintotheirhotelroomandthreatenedthemwithaknife.Whenofficersarrived,theymadecontactwiththe victims and obtained detailed information about the offender. They located the offender in adifferenthotelroomandtookhimintocustody.Theofficersalsorecoveredtheknifethatwasusedintheincident.Thesuspectwasarrestedforaggravatedburglary,aggravatedassaultwithadeadlyweaponandintimidationofawitness.Thesuspecthadanoutstandingfelonywarrantin Espanola NM, for child molestation.OnOctober6,officersweredispatchedtoa•northeast location in response to a residential burglary that had just occurred. A neighbor statedhesawanunknownmalekickinaneighbor’s front door. The suspect left the scene beforeofficersarrived,butthewitnesswasableto obtain a license plate number and vehicle description.Officerswereabletotracktheoffenderandgethimintocustody.Thewitnesswasabletopositivelyidentifyhim.Allthestolenpropertywasrecoveredandreturnedto

warrantarrests.The Cruiser Tactical Plan continued to net •numerous citations throughout October. To date, over1,690totalcitationshavebeenwrittenthisyear. Team5officersconductedatacticalplanusing•rooftopsandnightvisionoptics.Officerswereable to observe criminal activity that resulted intwofelonyarrests,oneofwhichwasanaggravateddeportedfelonwhohadbeenontherun for over a decade.Swingshiftofficerswereresponsiblefor112•felony arrests in October.

Southwest Area Command...TeamOnebriefedatmotelsonIliffforthefirst•tendaysofOctober.OfficerJ.Garciaarrestedafemaleforautoburglarywhichleadtoseveralothersuspectsbeingidentifiedonburglarycharges.OfficerBrownwasdispatchedtoacallwhere•City employees had observed and photographed three suspects burglarizing a residence. Using thephotos,OfficerBrownwasabletoidentifyallthreesuspectswhicheventuallyleadtoarrestwarrantsbeingissued.DuringOctober,TeamTwofocusedon•keepingthetouristcommunitysafeduringtheAlbuquerqueInternationalBalloonFiesta.Officersbriefeddailyatalloftheareahotelsandalsosomeworkedovertimetoensurethatthosevisiting Albuquerque had an uneventful visit. Therewerenoautoburglariesduringtheninedays of the Fiesta.OfficersNagy,Rodriguez,MarquezandMadrid•conducted a burglary tactical plan in Beat 124 on October28.Theofficersworkedinauniformedcapacityutilizingtwounmarkedvehicles.Theofficerswereabletogainvaluableinformationduringthetacticaloperationandarrestedtwoindividualsforoutstandingburglarywarrants.Theofficersalsorecoveredonestolenvehicle.OnOctober15,OfficersMyersandGunderson•wereflaggeddownbybystandersinresponseto a shooting in the Northeast Area Command. OfficersMyersandGundersonwereabletoutilize information from the mother of one ofthevictimsaswellinformationgainedfromFacebook.OfficerMyersusedthegangmonikersgiventoherbythevictim’smotherandwasabletoidentifyandshowdetectivesphotos of those involved holding guns and takingpicturesofnarcotics.OfficersMyersand

Gunderson assisted Gang Unit detectives on the eventual capture of all the suspects involved in the shooting.OnOctober10,fieldunitsrespondedtoa•domesticviolencecallinwhichtheoffenderwasthreateningtokillhisgirlfriendwithahandgunand then shoot himself. The offender escaped butDetectiveGriegowasabletoobtainanarrestwarrantforhim.DetectiveGriegocontactedtheoffendertospeakwithhimabouttheincidentbuttheoffenderwasveryagitatedandstatedthathewasnottakinghisprescribedmedicationandwouldkillhimselfbeforehewenttojail.TheCITUnitwascontactedandaskedtohelpwiththe arrest due to the offender’s history of mental illness. Detective Griego located the offender at theCNMCampusandtheROPUnitwascalledtoassistintakinghimintocustody.OnOctober31,DetectiveGrantrespondedto•anautoburglary.Theoffenderwasarrestedbyfieldunitsandfoundtoberelatedtoaburglarythathadoccurredaweekprior.Onthatcall,severaloffendersescapedfromthebackofaresidence prior to a perimeter being established. Theoffenderadmittedthatsheknewwhereoneoftheoffenderswasstaying.DetectiveGrantand Killinger responded to the location and conductedaknockandtalk.Severalsuspectsweredetainedandamalewasidentifiedasoneof the outstanding offenders from the burglary incident.Hewasbookedforafelonywarrant.Anothermalewasarrestedforpossessionofacontrolled substance.Severalqualityoflifetacticalplanswere•conducted at bus stops in the area command. Theplansweredirectedatpeopleloiteringatthestops and to act as a deterrent to criminal activity and other unpleasant incidents. Numerous contactsweremadewiththeloiterers.Officersissued one misdemeanor citation and made one felonyarrest.Aftertwomonthsofspecificfocusresulted in a drastic drop in calls for service, and freedupofficersforothercalls.OnOctober8,OfficerHolguinansweredan•aggravated assault call at a local hotel. A male subject had threatened an on site security guard withwhatappearedtobealivehandgrenade.OfficerHolguinrespondedtothecallandobtained the necessary information from the on-sitesecurityguard.SecurityguardsinformedOfficerHolguinthatthesubjecthadstatedtheobjectwasalivehandgrenadeandmademovementswhichdemonstratedhimremoving

thepin.OfficerHolguincoordinatedwithotherrespondingofficersandsafelyexecutedthearrestonthesubjectwithouttheuseofforce.Itwaslaterlearnedthattheobjectwasatoyreplica.

Northwest Area Command...Watch1officerscontinuedtobeaggressivein•allareasofenforcementinOctober.Thewatchcompiled19felonyarrest,35misdemeanorarrests,16domesticviolencearrestsandwrote22 criminal summons for various offenses. Watch1officersissued846movingcitations,completed47DWIarrests,and82parkingcitationswereissuedalongwith34handicapparkingcitations.273offensereportswerehandledalongwith1,733callsforserviceandthewatchalsoinitiated557on-siteactivities.Watch 1 continued to address quality of life, •community and criminal activity issues by initiatingover80tacticaloperations.Theoperationswereconductedthroughoutthe command and included hot spot areas, commercial burglaries, auto burglaries, business andapartmentcomplexchecks,graffitiandpublicparkchecks.WatchIIofficersconductedcontinuoustraffic•tacticaloperations,nettingsignificantresultsinbothcitationsandareductionintrafficincidents.Requestsfortrafficenforcementremainhighthroughout the command by both residential and commercial partners. Tactical operations involvingday-shiftbicycleofficershaveresultedin narcotics and property crime arrests.Team2officersinitiatedapanhandlingtactical•operation that resulted in numerous contacts withindividualswhowerereferredtoCOASTand other social services. Elevated attention wasplacedonlocationswhichhadanincreaseinpropertycrimes.TheNorthwestImpactTeam,aswellasbicycleofficers,saturatedtheareasidentifiedbytheCrimeAnalysisUnitaspotentialhigh-criminal-activityareas.TheNorthwestImpactTeamcontinuedto•implementtheirresidential/autoburglaryPOPprojects to identify suspects and clear cases whereminimalinformationwasprovided.WatchIIIofficershandlethelargestamountof•callsforservice.Watchtacticaloperationsweredevelopedtoaddresstrafficandqualityoflifeissuessuchasgraffitianddisruptivebehaviors.

Northeast Area Command...InearlyOctober,Northeastofficersresponded•toafatalityonInterstate40whena23yearoldmanwaskilledwhileattemptingtochangehistireonI-40westboundjustwestofCarlisle.Team1officersdidanexcellentjobblockingoffthefreeway,securingthescene,identifyingwitnesses,andtakingtheoffenderincustody.OfficerAshleyLealwasselectedasOctober’s•AlbuquerquePoliceDepartmentOfficerofthemonth.OfficerLeal’sawardstemsfromatleasttwodifferentincidents.Thefirstoneinvolvedatrafficstopwhichnettedanoffenderwhohadoutstandingfelonywarrants,andpossessionofcocaine.Onanotheroccasion,OfficerLealwasabletogaincustodyofanarmedsubjectwhowascausingadisturbanceataconveniencestoreand tried to stab a store employee. Once the offenderwastakenintocustody,itwaslearnedhehadtwoknives.OfficerLealwasrecognizedby several community and department organizations during the month.OfficerShaneTreadawaywasselectedasthe•Mayor’sHerooftheWeek.TherecognitionstemsfromanincidentwhereOfficersTreadawayandGarciawereabletolocateamissingjuvenilewhohadbeeninthecustodyofa21-year-olddrug-usingsuspect.DetectiveBakerreceivedaphonecallfroma•victimwhosevehiclewasbrokenintonearherhome. The victim stated that she discovered many of her stolen items on Craigslist. DetectiveBakercalledtheoffendertosetupa time to see the items. When the detective arrives,thetwooffendersweretakenintocustody, including their vehicle. A large amountofstolenpropertywasrecovered.Bothoffenders are still in custody. DetectiveRoach,whileoffduty,observedan•individualtryingtocashworthlesschecks.He stepped in and started an investigation. Detective Roach ended up conducting a search warrantattheoffender’sresidence.DetectiveRoachconfiscatedtwocomputers,fourcellphones, stolen tools and a small amount of methamphetamine.Theitemsweresecuredthroughhisexecutionofasearchwarrant.Team5officersquicklyrespondedtoacall•ofpowerlinesdownacrossI-25atJeffersonwhichshutdownbothdirectionsoftravelatthebeginning of rush hour. Due to the immediate responseofunitsandthequickdiversionoftraffictoalternateroutes,dangerfromthelines

wasmitigatedandtrafficwasabletoresumewithin40minutes.Team6officerscontinuedtobeactivein•addressingproblemswithintheNortheastArea Command. Throughout October, the Teamconducted19differentfieldbriefingstotarget problem areas. The Team’s aggressive enforcementresultedin61felonyarrests.Theofficersalsoconductedseventacticalplansduring the month to target problem areas.OnOctober19,OfficersM.MartinezandC.•Chavez responded to a local hotel in response toadisturbancecall.Officersdiscoveredthata male subject had become intoxicated and decided to jump from the second story hotel railingontothehoodandwindshieldofanotherguest’spickuptruck.Therewasextensivedamagetothevehicle’shood,windshieldandwindshieldwiperarms.Whenthevehicleownersawwhatthemalesubjecthaddone,heyelled at the male subject. The male subject thenjumpedoffofthetruck,wentbacktothesecondstoryandbeganaphysicalfightwiththeelderlyvehicleowner.Thehotelclerkheardthecommotion and investigated the disturbance. ThehotelclerkthencalledAPD.Whenthemalesubjectsawtheclerkonthephoneheranfromthehotel.OfficerMartinezwasabletoapprehendthemalesubjectwhileen-routetothehotel.Itwasdiscoveredthatthemalesubjecthadalsobrokensomeofthefurnitureinsidetheroomhewasrenting.

Scientific Evidence Division...During September and October, the Biology •LabacquiredY-STR(maleDNA)quantificationkitsforlabusage.Becauseofthestringencyofthisnewtechnology,itishopedthatthekitscanlocate male DNA in CSP cases faster and more accurate than the normal, conventional methods. TheBiologyLabbeganthevalidationprocessandbarringcomplications,willbeon-linewithinthree months.Controlled Substances Unit scientists assisted •undercover operations by converting cocaine saltintococainebase(crack)forreversebuypurposes. This simple chemical technique not onlyallowedtheofficerstoconductimportantanti-crimefunctions,butalsoeducatedeveryoneinvolvedregardingwhattolookforwhenindividualshaveengagedinthistypeofchemistry.TheFirearmandToolMarkUnitcontinuedto•

maintaincurrencywithcasework,whileatthesametimefindinganewandinnovativeusefortheDepartment’s3DLaserScanner.TheUnitusedthisdevice(inconjunctionwithDopplerradar)topreciselytrackthepathsofprojectiles,whichperforatedcommonmaterialssuchaswindshields,drywall,andsimulatedtissue.Whilethisisafirststepinalong-termproject,theearlyresultssuggestthatthedatawillbevery important for crime scene investigation, andwillprovideamorescientificfoundationforaccuratelypredictingthepathsbulletstake,andhowmuchtheyaredeflectedinshootingincidents.InOctober,IdentificationTechnicians•processed58casedispositions;91employmentbackgroundchecks;35firearmsrequests,and58FBIbackgroundinvestigations.298RAPsandphotosweredistributed,12newAPDapplicantswerefingerprinted,1,858fingerprintswereclassifiedinAFISand1,526newandoldarrestswereprocessedintotheTIBURONCriminalHistory Record during normal shift operations.TheEvidenceUnitreceived3,311evidence•items,duplicated636audio/videorecordingsandsupported68pre-trialviewingsinOctober.TheUnitreturned289itemstotheirowners,disposedof1.262items,andrecovered$723.78inauctionincome.Anadditional3,181itemshavemetfinaldispositionprocessingrequirements and are pending destruction court orders.

Communications Division...The APD 911 Communications Center staff •answered67,668incoming911and242-COPScallsinOctober.Therewere26,602callsansweredfor911and41,066callsansweredfor242-COPS.911Operatorsanswered89.61%ofthe911callswithin10seconds(nationalstandardis90%,APDstandardis93.37%);operatorsalsoanswered94.31%ofthe242-COPScallswithin30seconds(APDgoalis90%answeredwithin30seconds).Thebuildingsecuritysystemwasupgradedfrom•analogtodigitalandadditionalcameraswereinstalled.TheTelecommunicationsOperatorIIposition•(dispatch)waspostedonOctober18thandisscheduledtocloseonNovember10th.Sofar,over250applicationshavebeenreceived.

Strategic Support Division...APDwasrecognizedatthe2011International•Association of Chiefs of Police conference for twodifferentawardsfortheworklinkedtotwopublic-privateinitiativesthatseektoaddresscrime and public safety through community partnershipandjointcrimefightingefforts.APDwasrecognizedasafinalistfortheIACPCommunityPolicingAwardforCitieswithapopulationover250,001forthedevelopmentofHospitalityPartnershipwithAlbuquerque’sHotel-Motelindustry.AttheIACPconferencetheworklinkedtothispartnershipwasprofiledasa“BestPracticeinCommunityPolicing”.APDwasalsorecognizedasaTop10FinalistfortheWebber-SeaveyQualityinLawEnforcementAwardforitsworklinkedtobuildingtheConstructionIndustryCrimeAlliance(CICA)withAlbuquerque’sConstruction sector. InOctober,therewere116incidentssubmitted•ontheCONNECTwebsitebyacombinationofbusiness partners and APD personnel regarding criminalactivityduringthemonth;ofthese,67werefromARAPApartners;15wereHospitalityPartners;23byFISOApartners;8byCICAPartners;1byPawn&RecyclingPartners,1LEHotsheetand1byDowntown.Additionally,therewere64AlertUpdateCommentstothesepostings,whichwereprovidedbypersonnelfrom the various partnerships.InOctober,32newregistrationrequests•werereceivedforthemonthforthevariousareascontainedintheCONNECTwebsite.CONNECThadatotalof1,835visitorsin31daysforanaverageof59.194visitors/day.TheOctoberCICAmeetingwasheldon•Tuesday,October11,andtherewere11partnersin attendanceTheOctoberHospitalityMeetingwasheldon•October27attheMCMEleganteandtherewere21 partners in attendance. Presentations at the conference includedtopicssuchas:UsingPublic-PrivatePartnerships to Combat Organized Crime; Fraud

oftheFuture:SmartPhoneTechnologyandCrime; Using Technology to Combat Organized retailCrime;CounterfeitCurrency:Production&Detection;AnAlbuquerqueORCCaseStudy;and,ORCandImpactonSouthwesternBorderStates.Feedbackontheconferencewasverypositive from all attendees and continues to showARAPAasaleaderinthecountryforestablishingeffectivepublic-privatecrimefightingpartnerships.TheCrimeAnalysisUnitcreated176bulletins•andmapsinOctober.TheUnitalsocreated713cyclical reports, maps and threshold alerts.

Professional Standards Division...The Basic Training Unit incorporated the •trainingcurriculumthatwasrecentlyadoptedbytheNewMexicoDepartmentofPublicSafetyLawEnforcementBoard(NMDPSLEA).ThecurriculumwilltakeeffectonJanuary1,2012.TheAPDAcademywillimplementallchangesbeginningwiththe106thCadetclasswhichstartsNovember7,2011.TheBasicTrainingUnitisalsoimplementing“TheFourPillarsofJusticeBasedPolicing”concepttothenewCadets.TheconceptwillbeintegratedintotrainingbyfollowingthefourbasicprinciplesrepresentedbytheLEEDmodel:ListenandExplainwithEquityandDignity.Byaddressingthese four critical human needs on every call, officerswillelevatethequalityofinteractionsandpeoplewillseepoliceashelpingratherthancontrolling.Theresultwillbeimprovedofficersafety and increased community trust.Recruiting efforts continue to increase, •incorporating all segments of our community. InOctober,staffattended11jobfairs/recruiting events, establishing positive contacts withpotentialapplicantsandjobplacementcounselors.ThreenewadvertisementswillbeappearingintheNAACPregionalmeetingagenda,ihirelawenforcement.com,and Albuquerque the Magazine. Recruiting and selection has been completed for the 106thCadetclass,seating46cadetsandoneAlbuquerque Fire Department arson investigator. Testingandselectionhasbegunforthe107thCadet class, the Prisoner Transport Unit, and the upcoming Police Service Aide Class. The Advanced Training Unit completed Phase •2MOEandwillincorporatetwoadditionalmake-updatestoaccommodatepersonnelwhowereunabletoattendregularlyscheduled7

classes. Advanced Training continues to provide MEGGITTsimulatortrainingtoAPDunitsasrequested. The training has also been introduced tocivilianemployeestoassistthemwithverbalde-escalationskills.SeveralcommunitymeetingswerehostedattheAPDAcademy,includingCICA,ARAPA,aneighborhoodblockcaptain meeting and Teen Court.TheWestsideRangepreparedforthe106th•Cadetclassfirearmstraining,ensuringallmaterialsandweaponsareready.RangestaffconductedanM&Ptransitioncourseandcompleteddayandnightqualificationsforofficersreturningfromadministrativeassignment, military, or injury leave. There wereatotalof153officerswhoutilizedtherange for practice.The Tactical Range continued to assist SWAT •withscenario-basedtraining.ThetrainingwasprovidedtoSoutheastAreaCommandofficers,andwillbeprovidedtoallFSBofficersthisyearandcontinuewithnon-uniformedofficersin2012.Therewereatotalof210officerswhoutilized the tactical range for practice including numerous outside agencies. The tactical range isquicklybecomingNewMexico’sonlyregionalfirearmsrange.Thetacticalrangeisutilized by other county agencies, state, and variousagencieswithinthefederalgovernment.Planning has begun to create a state of the art regionalfirearmstrainingfacility.Academystaffattendedthe“Officer/Supervisor•RoleinManagingtheUseofForceIncident”conference.

Support Services Division...The Criminal Nuisance Abatement Unit •(CNAU)posted57unitsassubstandardinOctober,identified16problemproperties,andvisited 242 properties.DetectiveWicklineandDetectiveTreece•conductedawarranttacticalplanforthemonthof October. The plan resulted in three arrests and a parole revocation. One individual arrested hadtwomisdemeanorwarrantsandtwofelonywarrants.Thesecondindividualarrestedhadthreefelonywarrantsandwasaprobation/paroleabsconder.Shewasalsofoundwithasyringeand heroin.Court Services scheduled 79 pretrial hearings, •processed521arraignments,submitted423felonycasestotheDistrictAttorney’sOffice,andsubmitted275summonstoMetroCourt.

The Telephone Report Unit generated •391telephonereportsand134telephonesupplementalreportswhichresultedinatotalmonetarysavingsof$21,000and1,365officerhoursifthecallsforreportsweredispatchedtoField Services.Inaddition,theTelephoneReportUnitreceived•247on-linereportswhichresultedinamonetarysavingsof$9,880andasavingsof642.20FieldServices hours.

Planning and Policy Division...TheboilerthatwasproblematicattheValley•AreaCommandwasreplaced.DevelopmentoftheLeadershipAcademyand•companionofficespacecontinuedinOctober.Painting,windowtint,carpetandfurnitureselectionwerecompleted.Divisionstaffalsocoordinated the selection of a security system andbeganfinalizingthetechnologypackage.Division staff completed the Sharepoint site •thatistaskedwithkeepingtrackofPERFrecommendations.Division staff submitted suggestions of •departmental accomplishments for the Mayor’s State of the City Address to be held in November.

Records Division...TheDataEntryUnitfinishedSeptember,2011•andstartedOctober,2011work.TheUnitconductedthe3rdannual“Turkey•Drive”forJoyJunction.TheReportReviewUnithastwotemporary•employees that are entered accident report face sheets and BCSO offense report face sheets. Theyhaveeliminatedthebacklogforenteringthe accident and BCSO offense reports into Tiburon.

Traffic Division...TheTrafficUnitissued1,237citationsin•October.TheDWIUnitarrested205peoplefordriving•whileintoxicated.TheSeizureUnitconfiscated153vehiclesin•October,totalling$163,323.InOctober,theTrafficUnitmadeninefelony•arrests,fourmisdemeanorarrestsandtwoDWIarrests.TheUnitissued875movingcitations,including53forcellphoneusewhiledriving.TheUnitconducted33tacticalplansin

The Unit investigated200crashes,includingfivethatwerefatal.FromOctober1-9theAirSupportUnitutilized•bothaircraftandflewflightsforeveryBalloonFiestaEventtosupporttrafficandgroundunitsin the egress and ingress of Balloon Fiesta traffic.TheaircraftalsopatrolledtheTFR(TemporaryFlightRestriction)area,preventinganyaircraftfromenteringtheareathatwasnotauthorized. On October 1, Air Support Unit staff set up •andcoordinatedaresponsetoanaircraftwithadeclaredemergency(606-NMSP’shelicopter)at Double Eagle Airport. The helicopter experienced tail rotor failure and circled the airport in preparation for an emergency landing. ASUunitscoordinatedwith606,DoubleEagleTower,AFD,StatePoliceandNMDPSMDTand had emergency services on site ready to assist606.606wasabletolandwithoutinjurytocrewordamagetotheaircraft.OnOctober18,atabout0008hours,Air1•observedadarkcoloredvantravelingatahighrateofspeedeastboundInterstate40overtheriver.Air1keptavisualonthevehicleandstartedunitstoconductatrafficstop.Thevehicle continued at a high rate of speed and failed to maintain a lane several times. The vehicleeventuallyexitedandwentnorthboundon San Mateo. The vehicle came to a sudden stop and entered the intersection, on red light, at bothMenaulandCandelaria.UnitswerefinallyabletoconductatrafficstopatCandelariaandManzano.ThedriverwasfoundtobeDWIandwasarrested.OnOctober25at2320hoursAir1assistedUNM•PD,StatePolice,APDERTandSWAT/K9withthe removal of protesters from UNM’s property in the area of Yale and Central. Several subjects weretakenintocustodywithoutincidentbutseveralsubjectsresisted.Afterthegroupwasescorted off of UNM property several subjects proceededtoblockCentralAvenue.Air1assistedbygivingreal-timeupdatestoincidentcommanders.Air1remainedon-sceneuntilapproximately0140hoursonOctober26.

Special Operations Division...DuringOctober,theBombSquadwasassigned•toprovidesecurityforthe2011InternationalBalloon Fiesta. The squad responded to numerouscallsofsuspiciousbagsonthefield,

aswellasonesuspiciousforeignnationalrefusing to let balloon pilots search his bag prior toaflightthathewastryingtogeton.APD’sBomb Squad also responded to general calls for service at the Balloon Fiesta, including locating childrenwhowerereportedmissing.TheEOD(BombSquad)wasdeployed19times•in October. The call outs included a mailbox explosion in the Northeast Heights, and a subject whothreatenedasecurityguardwithagrenade(whichturnedouttobeinert).OthercalloutsincludedanunknownsubjectleavinglargemortarsandgascontainersatAPD’sTrafficSubstation.ThesquadalsoassistedSWATwithrobotsupportontwooccasions.APD’sBombSquadK-9unitsconductedsweeps•for UNM football games, a loss prevention conference held at the convention center, and twovisitsfromUnitedStatesDepartmentofHomeland Security Secretary Janet Napolitano.TheCanineUnitconducted52buildingsearches•and3areasearches.The Mounted Unit patrolled the Albuquerque •InternationalBalloonFiestainOctober.Dutiesincludedfieldsecurity,clearingareasofpatronsforfireworks,clearingthefieldforballoonoperations personnel before the competition, and public relations for the event. The Mounted Unitwasabletoassistinlocatingninemissingchildrenduringtheeventandwasabletospeakwithseveralhundredpeoplefromallaroundtheworldwhocameuptoseethehorses.HomelandSecuritycoordinatedwiththe•Southeast Area Command, KAFB Counter TerrorismSection,and377thSecurityForcestosupporttheKAFBAirShow/OpenHouseto prevent and mitigate any terrorist activity. Theopenhousewasexpectedtoattract90,000civilians.ThesectioncoordinatedwiththeBernalillo County Homeland Security Section to provide mass decontamination if necessary andsurveyequipmentforweaponsofmassdestruction. The section ensured that Southeast personnelwereequippedandpreparedforaWMD event.Section staff attended the Sunport Emergency •Planmeetingandtheannualtable-topexercise.Section staff provided guidance on evacuation plans and also attended the table top exercise providing our input into APD’s role in supporting an incident at the Sunport.The section attended the MMRS communication •subgroup and steering committee. MMRS

discussedtheacquisitionofnew700Mhzradiosfor hospitals in the event of a major disaster. Thenewsystemwillprovidemorechannelsforvoice communications and internet connection.InOctober,thePrisonerTransportUnit•processed1,716prisonersthroughthePrisonerTransport Center. The Albuquerque Police Departmentarrested1,423prisoners,andotheragenciesarrested293prisoners.ThePrisonerTransportUnitmade208tripstoMDCandaccepted43walk-inprisonersatMDC.The savings in hours and fuel costs for the •monthofSeptemberwas$32,858.

Investigations Bureau...On October 14, the Undercover Gangs Unit •respondedattherequestoffieldofficerstoassiston an attempted murder case. All Unit detectives respondedtoassist,andapprehendedthetwomain offenders. Detective Fisher continued to workonthecase,andtwoadditionalarrestswerealsomade.Theinvestigationalsoresultedintheseizureofover30gramsofheroinandahandgun.On October 18, Detective D. Garcia obtained •atwocountfederalindictmentforamultiple-convicted felon.OnOctober20,theROPUnitestablished•surveillance at a northeast Albuquerque location inreferencetoasuspectedfugitive.TwosuspectswerearrestedwithoutincidentbytheROP Unit.On October 28, the ROP Unit set up surveillance •on a stolen Saturn automobile. The vehicle’s occupantsweretakenintocustodyforreceivingandtransferringastolenvehicle.Thetwoadvised that they had just plead to a separate receiving and transferring a stolen vehicle case wheretheyusedtheSaturntoattendthehearing.DetectiveK.SandyfromtheViceUnitwrote•a detailed and elaborate operation plan to address prostitution concerns in the Southeast AreaCommand.TheoperationwaswrittenattherequestofLieutenantG.Callaghaninresponse to citizen and business complaints. TheoperationwasperformedonOctober20.DetectiveSandyplannedtohavetwoseparate“John”operations,aprostitutestingoperation,andauniformedpresenceconductingzero-tolerancepatrol.Alloperationswererunsimultaneously. Using a coordinated effort from the Vice Unit, the Undercover Gang Unit, the UniformedGangUnit,theCriminalIntelligence

Unit, and the Southeast John Squad. During the overfivehouroperation,thegroupcompleted24misdemeanorarrests(18were“Johns”);eightfelonyarrests(sixwereprostitutionrelated);13gangcardsandtowed13cars.On October 1, Detective Vollmer from the Vice •Unitrespondedtoapossiblehumantraffickingcase.Fieldofficersreceivedinformationthata17-year-oldgirlwasbeingprostitutedbya22-year-oldman.DetectiveVollmerworkedthrough the night and determined the man coercedherintomakingseveral“dates”for$150andattemptedtosellherfor$3,000.ThemanwasbookedintotheMetropolitanDetentionCenteronchargesofhumantrafficking,seconddegree criminal sexual penetration and sexual exploitationofchildren.Hewasheldona$300,000bond.InOctober,EastsideNarcoticscompleted11•felonyarrests,wrotefoursearchwarrants,andsubmitted13casestotheDistrictAttorney’soffice.Eastsideseized84gramsofmethamphetamine, 24 grams of cocaine, and twofirearms.InOctober,WestsideNarcoticscompleted14•felonyarrests,wrote12searchwarrants,andsubmitted 11 cases to the District Attorney’s office.Westsideseizedfivegramsofmethamphetamine,21gramsofcocaine,30.8gramsofheroin,andonefirearm.

Criminal Investigations Division...The Homicide Unit responded to four call •outs during the month of October. One of the calloutswasanactualUCRhomicide.Theadditionalthreecalloutsweremajorcases.TheHomicide Unit sent six cases to the District Attorney’sOfficeforprosecutioninOctober.TheUnitcurrentlyhas57activecases.The Armed Robbery Unit responded to four call •outsandcleared49casesinOctoberwith38ofthosegoingtotheDistrictAttorney’sOfficeforprosecution.Theymadefourarrests,wrotetwoarrestwarrantsandservedtwosearchwarrants.TheRobberyUnithad38newcasesassignedthismonthandreceivedapproximately75newreports.TheUnithas43activecases.TheSexCrimesUnitrespondedtoninecall-•outsinOctober,cleared23cases,andsenteightcasestotheDistrictAttorney’sOfficeforprosecution.Therewere24newcasesassigned.TheUnitservedfivesearchwarrants,andhas45activecases.TheUnitalsoassistedwithseveral

violentcrimescall-outs.TheSexCrimesUnitmade 48 referrals to the provider’s side at the Family Advocacy Center in October.TheFASSTUnitcleared25casesinOctober,•sending 11 of those to the District Attorney’s Officeforprosecution.FASSTdetectivesreviewed244cases.TheUnithassixactivecases.TheUnitclearedtwomisdemeanorwarrantsresultingfromtacticalplanarrestsandserved three restraining orders. The Unit also made10referralstotheserviceprovidersideofthe FAC.Therewere101newrunaways/missingpersons•reported to the Missing Persons Unit in October. TheUnitcleared98totalrunaways/missingperson cases. The Unit sent three cases to theDistrictAttorney’sOfficeforprosecution.DetectivesDyerandWiebewereabletolocateand return a missing juvenile to Arizona.TheCIT/COASTUnitassisted337individuals•inOctober.TheUnitcompleted34homevisitsandmade363referralsforsocialservices.TheUnitalsocompleted23threatassessments,eighthazardfilesandcompletedsevenofficersafetybulletins.InOctober,theCrimesAgainstChildrenUnit•(CACU)received853referralsforreviewandpossibleassignment.TheUnitcleared80casesandsent36casestotheDistrictAttorney’sOfficeforprosecution.CACUrespondedto29call-outsandmadeninearrests.FivesearchwarrantswereperformedinOctober.Detectiveswereassigned68newcasesdistributedamongthe eight detectives assigned to the unit. CACU responded to one child death call out in October and the case is still under investigation. DetectiveZ.WenzassistedwitheightSpanish-speakinginterviewsandtranslatednumerousphone messages and conducted phone calls fordetectives.SergeantWeber,whoservesontheChildFatalityReviewPanel,madeitsfinalrecommendationstotheStateHealthDepartmentforthepreviousyearofreview.TheChildExploitationDetail(CED)cleared•12cases.Ofthose,fivecasesweresenttotheDistrictAttorney’sOfficeforprosecution.CEDassisted the Field Services Bureau by responding to 22 calls and participated in nine investigations withoutsideagencies.CEDalsorespondedtofivecalloutsandcompleted10searchwarrants.CEDdetectivescompleted43computer/cellphone forensic examinations in October. The Child Exploitation Detail taught 89 students at

variousschoolsoncyber-bullyingandinternetsafety. The Child Exploitation Detail requested twosubpoenasforactivepeer-to-peersharingofchild pornography.InOctober,SORDconducted41verifications•ofregisteredsexoffenders,performed60hoursofsurveillance,andcollaboratedwithamulti-jurisdictionaltaskforcefortheHalloweenHoliday.SORDdetectivesprovided20APDofficerassistsandmade28communitycontacts.Sixteenbackgroundinvestigationswerecompleted during the month of October. The Unitrespondedtofivecall-outsinOctober.SORDUnitdetectivesmadetwoarrestsinadditiontoworkingwithBCSOandprobationandparoletoinsurecompliancewithsexoffenderlawsduringthebusyholidayseason.DuringOctober,SchoolResourceOfficers•continued implementing programs and training, includingGREAT,schoollockdowns,andtrafficcontrolplans.MembersoftheSROUnitassistedwiththeBalloonFiestaandreceivedmany positive comments on their performance. OfficerZamora,incoordinationwiththeNationalGuard,establishedaRedRibbonWeektokeepkidsoffofdrugs.OfficerA.Lehockybegan the private school pilot program and conductedseverallockdowntrainingsanddrillswiththeschools.Theprogramwillcontinuetogrowuntilallschoolspublicorprivatehavea representative from APD that they can go to fortrainingorquestions.OfficerT.Baldonadoapprehended a robbery offender and recovered aprojectorthatwasvaluedatthreethousanddollars.
