    In 20!, Progress Iowa released the report ALEC E"posed in Iowawith ProgressNow, Center oredia G !emocracy, Common Cause, and People or the #merican $ay, and laterparticipated in a coalition for the report ALEC v# $ids# %his report see&s to update and continue Progress

    Iowa's multi()ear effort to e"pose ALEC's influence in Iowa# *ur &e) findings include:

    ALEC appears to be on the decline, but the organization continues to reinvent itself and

    adapt.%han&s to transparenc) efforts across the countr), ALEC's corporate membership ma) beon the decline# Lea&ed documents and public statements show that 00 corporate members haveleft ALEC, forcing a budget crisis for the organi+ation# %he corporate e"odus has continuedrecentl), with companies li&e oogle, and e-a) leaving# ALEC has responded b) discussingmoving to attract new corporate industries, and recentl) created an effort to influence localgovernment officials en masse and advance ALEC's agenda# %he ALEC hotline and statewideeducational effort will empower Iowans to pla) a more active role in their local government andstand up to the influence of ALEC#

    ALEC distorted its membership figures to the public. Internal ALEC documents reported on in

    .ecember of 20! show that the organi+ation considers all /0 Iowa legislators to be members,despite the public denial of membership b) ever) .emocratic member of the Iowa legislature#ALEC's response to uestions regarding membership was lac&ing, and response from Iowaleadership was nearl) none"istent# -ecause of these discrepancies and, ALEC's efforts toinfluence legislators in Iowa is more opaue than an) other state#

    In Iowa, Senator Ernst, Governor ranstad, and the state legislators serving in leadership

    positions in ALEC have received more than !"#$,%%% in direct campaign donations from

    ALEC corporations. .ue to the opaueness of independent spending a complete total will never

    be &nown, but ALEC members spent more than !&.' million in independent e(penditures toelect Sen. Ernst#

    ALEC model bills continue to be introduced in the Iowa legislature. Progress Iowa identified

    at least nine bills with ALEC influence from the most recent legislative session# -ills to privati+eeducation, wea&en consumer standards, and the annual iterations of ALEC's 1stand )our ground'model were introduced#

    ALEC continues to promulgate an aggressive agenda of deregulation and corporate cron)ism# ALEC hasshown indications that it will continue to advance its issues in Iowa and across the nation including theprivati+ation of education, the erosion of consumer protections, rigging the courts, and attac&ing wor&ers#Efforts li&e this report are the onl) means to trac& this influential organi+ation#

    Tas: "orce, and overnor Terry -ranstad was a ounding member o #&'C. #llHve have received signiHcant campaign donations rom corporations that haveunded #&'C.

    -eyond those Iowan elected ocials in the upper echelon o #&'C, themembership status o other Iowan elected ocials has raised serious 9uestions.Progress Iowa(s /012 report on #&'Cnoted that the Iowa ?ouse o8epresentatives had sought to enroll all ?ouse members into #&'C, without

    regard to what individual legislators wanted, at ta+payer e+pense. The!emocratic minority caucus re9uested to Bopt out( o #&'C membership, andreceived no response. #nd then things got weird. Internal #&'C documents rom#ugust /012, published by the uardian, listed every Iowan legislator in bothbodies as members.1 inority &eader =mith and a%ority &eader ronstal statedpublicly that no !emocrats in the Iowa legislature were voluntary members and9uestioned how they had become listed as members. #&'C claimed that theIowa &egislature %oined as a body, and its own uture records would re)ect thisJtheir claim proved to be untrue. &egislative records showed that neither body othe legislature had %oined #&'C as a whole in since the legislature had last paid#&'C in /011 or individual memberships./#s o the release o this report, the

    9uestion o whether or when dues have been paid on behal o Iowa legislatorsremains un:nown.=ince the Center or edia and !emocracy launched its #&'C '+posed pro%ect in/011, #&'C(s corporate members have been leaving in droves. #&'C documentspublished by the uardian in !ecember /012 showed that #&'C lost almost 300legislators in a two7year period, and nearly A0 corporate members. In response,#&'C created a plan to recruit corporate members bac:* the BProdigal =onPro%ect( K=icL. This efort sought to bring bac: corporations under the belie thatthe controversy surrounding #&'C, in particular over its promotion o =tand

    constitutional amendment in Iowa, despite the act that the policy isalready written in to Iowa law. In /013, payroll card legislation advanced inIowa, threatening to allow corporations to ta:e ees rom wor:er(spaychec:s. 8ep. !awn Pettengill is the public chair o #&'C(s Commerce,Insurance and 'conomic !evelopment tas: orce, which has passed andpromulgated numerous anti7wor:er legislation. It is e+tremely li:ely thatIowa will see urther anti7wor:er legislation rom #&'C in /015.

    %eopardizes 9uality construction, and accountability or those responsibleor deects. #&'C will :eep pushing to erode government standards o9uality in order to urther the interests o corporate allies producingsubstandard goods.

    / T%= C;t. o, Te Ri'/ ;ansas overnor =am -rownbac: hired #&'Ceconomist #rt &afer to design the ta+ cuts, which have deHned the-rownbac: administration.6 These ta+ cuts ailed, in nearly every sense.;ansas saw lower %ob growth, lower revenue growth, lower wages, worse

    credit ratings, even in comparison with Caliornia, a state that raised ta+es.10

    !/ O++o.in- R%i.in- Te 6ini&;& W%-e/ #&'C has sponsored modellegislation opposing the minimum wage, and praises states that do nothave a minimum wage. $hile Iowa amilies are struggling, students areburdened with increasing student loan debtJ #&'C(s grip on power in Iowaprevented an increase in the minimum wage in /013,16and will li:elycontinue to stymie progress in Iowa.
