WASHINGTON ITEMS. Messrs. Mathews & Knowles, the robbery of 'whose store in Georgetown last week has been mentioned, received an envelope by mail which contained $11,000 of the stolen bonds. The firm is now about $5,000 out in money and bonds. Extraordinary efforts are being made to re¬ pair at an early day, the breach in the C. & O. canal at Edwards' Ferry. The heavy rain of Friday night interfered very much to retard the work, having swept away much that had been done. Several regiments and batteries were mustered out of service last week in the Military Depart¬ ment ot Washington. It is also reported that an order will soon be issued mustering out the negro troops in the Northern States, but re¬ taining those conscripted in the South. It is further stated that as soon as Gen. (xranfc re¬ turns to Washington another general order will muster out every general of volunteers not ac¬ tually on duty, or whose services are not needed. There are, at the present time, upwards of one hundred major and brigadier generals who are unemployed. Governor Marvin, of Florida, has ordered an election for delegates to the State Convention on the 10th of October. Senator Wilson, it is said, will on the first day of the session of Congress introduce a bill giving the elective franchise to the^negroes in the District of Columbia. The story of the speedy trial of Mr. Davis is again put afloat from Washington. It is now rumored that his trial will immediately follow the final disposition of the case of Wirz. A writer in the National Intelligencer gives the reasons for the rise in the price of an¬ thracite coal, by which the retail deader is forced to be governed, and makes the following statement: The retail dealer must have an advance of from one and a half to two dollars a ton, or he cannot succeed in making a living. To show the cost of a cargo of coal, to-day, the following is the result ; Coal at Iiav^e de Grace or Philadelphia per ton 9 00 .Freight from Philadelphia, per ton 2 25 Wharfage, weighing, and hauling to c^al yard, per ton 90 Now, add one and a half or (wo dollars for the dealer, and you have the price of coal'and the reason why it is so high.
