IntroductionALLAHABADUPGRAMIN BANK, aRegional Rural Bank sponsored by Allahabad BankestablishedundertheRRBAct1976,having itsHeadOfficeatDMColony,CivilLines,Banda, India (hereinaftercalled the Bank) is inviting proposalsfromSystem IntegratorsforRefreshmentofCoreBankingsolutionalongwithrequisitehardwareandprovidingfacilitymanagementservicestothebank.ThisRFP seeks to select a system integratorwhohas the capability and exposure in the fieldofassistingtheBankformanagingCorebankingsolutionandothersolutionsaswellasmanagingthebankshardware,storageandcompute,networkandsecurityarchitectureandITsupporthelpdesk.Thistenderismeantfortheexclusivepurposeofbiddingasperthetermsandconditionsandscopeofworkindicated.Itshallnotbetransferred,reproducedorotherwiseusedforpurposesotherthanforwhichitisspecificallyissued.

    AllahabadUPGraminBankhasastrongpresenceinruralIndiahaving654branches,andspreadover11districtsofUttarPradeshandhavingacustomerbaseofover10million.Thebankhasasoundfinancialbackgroundoftotalbusinessofover14,000crore,ownedfundofRs700croreandprofitearningsinceinception.TheCRARofthebankstoodat12.27%ason31.03.2016

    ThemigrationofallthebranchesofboththeRRBstoCBSwascompletedason25.09.2011. HoweverSGBhassincebeenamalgamatedwithMadhyanchalGraminBanksponsoredbySBIas

    on01.11.2012andisnowoutofpurviewofthisRFP.

    ThecoreinfrastructurefortheCBSofAllahabadUPGraminBankishostedattheBanksDC(Lucknow)andDRS(Bangaluru).

    4. DetailedScopeofWorka. The detailed scope of work is described below and the bidder should go through all the

    requirementsindetail.Thebiddershouldproposeasolutionwhichtakesintoaccountallbusinessrequirementsofthebank.TheBankreservestherighttochangethescopeofRFPconsideringtheBanksrequirements.

    b. TheBidder shouldperformallactivities for successful implementationof theproposed solutionwithintheagreedcontractprice.Thebiddershouldalsopresenttheprofileoftheresourcesandtake into account that resources should have extensive experience in Core Banking Solution(Implementation/ Migration/ Up gradation), Antimoney Laundering solution, Asset LiabilityManagementsolutionandReportingSolutionimplementation.TheprofileswillbeasperAnnexure8.11Proposedteamprofiles.ThebiddershallobtainapprovalfromtheBankforeachpersonnelprior to the actual deployment. Biddermust submit copies of the qualifications, experience,certificationsofthepersonneltobedeputedonthisassignmentinitsletterheadandthebankmayconductaninterviewoftheresourcesoncasetocasebasis.Thebankshallretaintherighttodenyanypersonnelof thebidder to takeup this assignment.     BiddershouldnottransferanyofitsresourcefromBankspremiseswithin6monthsofdeploymentwithoutwrittenconsentofBankofficial.Incaseofinevitablecircumstances,biddershalltakepriorapprovalfromBankanddeployaresourcewithequivalentorhigherworkexperienceatleastonemonthpriortoreplacementofthedeployedresource.Bankwillimposeapenaltyatarateof10%ofitstotalmonthlypayableresourcecostforeachcaseofsuchviolation.

    Thebidderandbidderspersonnelhavingaccesstoinformationonbanksprogramsandsystemsreceivedorgeneratedunderthiscontractshallensurethattheymeetbanksrequirements.

    BiddershallconductadequatebackgroundchecksofthepersonnelwhowillbedeputedatpositionshandlingBankssensitiveinformation.Biddershallsubmitanundertakingthattheyhaveconductedadequatebackgroundscreeningoftheiremployeeswhowillbeassignedthisproject.

    TheexistingwanLinksconsistofHughesVSATlinksatalllocations,BSNLMPLSlinkthroughleaselineat214locationsandotherlinksatDC&DRincludingthereplicationlinks.

    Bidder to suggest in regular intervals if upgradation/downgradation is required in theexisting/newdatalinksofAUPGBincludingbutnotlimitedtotheWANlinks,DCDRreplicationlinks, Internet link etc.mentioned in section 2.3.3.     ShouldtheRRBdecidetoincreasethenumberofbranchesormigrateexistingbranchesfromBSNLMPLStonewMPLSserviceprovider,theRRBreservetherighttoprocurefuturebandwidthandapplicablenetworkcomponentsatleastatthesameratesasthisRFP,iftheRRBdiscoverratesprevailingatthefuturepointintimearenotlowerthanthosequotedinthisRFP.Thebankreservestherighttoregularizetheserateswiththevendoratthetimeoffutureprocurement.

    TheBankexpectthevendortoliaisewithMPLSVPN&VSATserviceprovidersauthoritiesforthe necessary license providingWAN across India.     Biddertoensurethatsufficientbufferarekeptwhilefinalizingthebandwidthrequirementatbrancheswithproper justification in case the requiredbranchbandwidth ismore than thatprojectedinAnnexure8.20Locationwisebandwidthrequirement.

    Thebidderisrequiredtoprovidethenetworkschematic,networkarchitectureoftheproposedsolutionforconnectivity.ThevendorshallsubmitthenetworkplanalongwiththeirproposalforacquisitionofMPLSlinks.

    h. ThebiddershouldconductquarterlysuccessfulDRdrillsandsubmitthedetailsDRdrillreportto

    i. The bidder is required the following activities in order tomaintain the existing AUPGB DataCenter(DC)&ProjectManagementOffice(PMO)situatedinLucknow.

    m. BiddertobuybacktheobsoletehardwarefromAUPGBduringhardwarerefreshandthecommercialhastobeprovidedseparatelyintheBillofMaterial.TheharddiskofthebuybackequipmenthavetobeerasedpriorofremovingfromAUPGBpremisesandsameshouldbecrashed.Biddertosubmitwrittendeclarationregardingthesame.

    n. Allcustomization shouldbedoneby theonsiteapplication support teamofbidderatcustomerpremiseswithintimeperioddefinedinsection8.14ServiceLevelAgreement.However,biddermay take approval frombank for any customization thatwill require involvementof itsoffsitesupportteam.

    o. ThefinalselectedvendorwillhavetoperformaproductbenchmarkatthebenchmarkingcenterasidentifiedbythevendorinpresenceoftheBankemployeesandrepresentativesatnocosttotheBanktodemonstratethattheproposedsolutionprovidestherequiredservicelevelsintermsofnumberofthe necessary transactions per second(TPS) of 180 where all the debit and credit legs of thetransactionwouldbeconsideredasasingletransaction,alongwiththe2500concurrentusers,totalnumberoftransactions ina2hourwindow,numberofaccounts,timetakenforEndofDay,batchprocessingandmeettherequiredresponsetimeasexpectedbythebank.Thisbenchmarkshouldbecarriedoutontheproposedhardwarewiththeproposedversionoftheoperatingsystem,proposedversionofthedatabasesystemandtheproposedversionoftheapplicationsystem.ThebenchmarkinghastobemandatorilycompletedaspartofAcceptanceTesting.Thepaymentofthehardwarewillbedependent on the successful demonstration of benchmarking and submission of benchmarkingreport.

    Thevendorshallensurethatthesolutionprovidedandsizedbythevendoriscapableofmeetingthe Bank's current and future transaction and business volumes. Empirical evidence of theappropriateness of the server sizing by means of comparison with independently assessedbenchmarkeddataonasimilarenvironmentasproposedtothebankwillbemandatory.

    p. Thebidderwillbe responsible forsupply, installation&managementof theAntivirusandHostintrusionpreventionSystem(HIPS)tobedeployedatthebranchnodes.Biddertorenewthelicenseofthepresentantivirus&HIPSsolutionfortheentirecontractperiod.

    q. ThebiddershouldensurethatalltheDataCenterservers&branchnodesareconnectedtotheActiveDirectoryserverhostedinBankDataCenter.

    r. PresentlyBank isusing IPv4 IPaddressacrossthe infrastructure. If it isfeltnecessarythatthe IPdesignneedstobemigratedtoIPv6atalaterdate,thevendorshoulddesignthenewIPv6schemebasedonBanksrequirementsandimplementthesameonthenetwork.InitiallybothIPv4andIPv6will continue simultaneously. TheVendor shall submit a comprehensivedocument for the IPv6address scheme including implementation details for connecting all the branches/offices /ATMs/other locations of the Bank.
