Guiding Criteria.-

State Functions: Promoting social cohesion. Redistribute income and wealth Planning Design and implementation of policies and programs.

Social policies for all Information transparency Territorial approach (family - centered), interinstitutional coordination and

social participation. Involvement of beneficiaries in development programs. (Example:

Improvement of housing) Local social networks integration.

SOCIAL CABINET: Integration:

• All the Ministries related to the social area.

Tasks:• To advice and propose to the Executive Branch, for its

consideration and approval, plans, programs and social projects related to the Ministries that comprise it.

• To analyze, define and agree on priorities and budget allocations related to the social expenditurel.

• To establish strategies and joint action guidelines in Social Public Policy among the various Ministries.

• To coordinate responsabilities and areas of operation with an intergovernmental nature between the national, municipal and sectorial instances with the different organs and public bodies.

NATIONAL COUNCIL OF SOCIAL POLICIES: Tasks:

• Coordination and instrumentation of the agreements and resolutions reached at the Social Cabinet.

INTERAGENCY BOARDS: Tasks:

• They are the natural space in which the various state agencies coordinate and articulate social policies in territory, and, in that context, they must be able to contribute to the design, formulation and reformulation of these policies in the light of local conditions.

STATE UNIVERSITY.- Evaluation of the Policies and Social Programs . Institutional strengthening, through internships with students in the

social area, for:• Strengthening technical resources of the Regional Offices.• Survey of income for vulnerable households to enter social programs.

DEPARTMENTAL GOVERNMENTS.- Joint Management of Social Programs

GOVERNMENT OFFICES IN TERRITORY:

Citizen Service Centers (CSC):• Development of interagency actions to improve procedures and

services provided by the State, to support the decentralization process.

MEC Centers:• MEC Centers are educational and cultural spaces, created to

facilitate access to education, scientific and technological innovation and cultural servicies and products, conducting democratization and decentralization policies for all the Uruguayans

MIDES Regional Offices:• Tasks:

– The institutional representation in the territory of MIDES.

– Implementation of MIDES policies and programs in the territory.

– Articulation and coordination of the various political and social actors in the social policy field.

AREA OF SOCIAL DIALOGUE.- Scope of advisory nature with the possibility of generating proposals

and suggestions in reference to the theme of its competence. Integration: ANONG, FUCVAM, CUDECOOP, AUDEC, Solidarity

Economy Space, Popular Federation of Early Childhood Education Institutes, CNS, Cáritas Uruguay, Production Cooperatives Federation and the American Platform for Human Rights.

SOCIAL COUNCILS.- Spaces of social participation to promote articulation forms and

exchange between civil society organizations and the State in each department.

They are the articulation space for the citizenship demands, for analysis, monitoring and elaboration of recommendations about public policies in territory.

CIVIL SOCIETY ORGANIZATIONS (CSO).-

Participation of Civil Society Organizations (CSO) in the development of social policies and programs, planned and designed by the State for their excution.

Training and strengthening of Civil Society Organizations with a territorial base

CIVIL SOCIETY.-

Involvement of the nearby voluntary work to generate popular organization.

Agreements with the public sector through deals to finance some programs framed in social policies established by the State in the Business Social Responsibility context.

Example: to deepen and expand the coverage of the MTSS Employment Objective Program.
