    Re: Rules on Allotment of agents to Development Officers

    The revised rules on allotment of agents to Development Officers wereissued vide our Circular Ref. Mktg./ZD/19/2009 dated 10.8.2009.

    We have received suggestions from our Offices to consider certain

    relaxation in the rules on allotment of agents to Development Officers. Thematter was examined and the competent authority has approved the followingone time relaxation in the allotment rules and they are as under:

    1. Clause 2 (v) of circular dated 10.8.2009 provides that the maximum ofagents that can be allotted to a confirmed Development Officer in a yearshall not be more than 5 agents. It has been decided that the agents whohave been allotted prior to the applicability of the new circular dated10.8.2009 should not be counted as allotted agents to a DevelopmentOfficer while arriving at the total number of allotted agents.

    2. As per the present rules, agents recruited by confirmed DevelopmentOfficers and who have become direct due to their exit cannot be allotted toprobationary Development Officers. It has been decided that after allotmentof agents to the confirmed Development Officers, if there are still agentswho have not completed 5 years left for allotment, they can be allotted toProbationary Development Officers subject to consent of the agent/s.However, the maximum number of agents that can be allotted to aprobationary Development Officer as per the circular dated 10.8.2009 andthis circular shall not exceed 5.

    3. The Competent Authority has allowed the following further relaxation in therules for allotment of agents to confirmed Development Officers:

    Not eligible forallotment if there isno net addition of 2

    agents in the lastfinancial year.

    Maximum 5 agents canbe allotted providedthey have recruited and

    activised 5 agents in thecurrent financial year.This would be subject tothe consent of the agentand the concernedDevelopment Officer.

    3. Having 50 agents orabove in theirorganisation as at theend of last financial year.

    Maximum 5 agentscan be allottedsubject to theconsent of the agentand concerned

    Development Officer.

    Additional upto 5 agentsmay be allotted subjectto the DevelopmentOfficer recruiting andactivising equal number

    of agents during thecurrent financial year.This would be subject tothe consent of the agentand the concernedDevelopment Officer.

    4. As per the present rules, an agent who has brought an average FPI of Rs. 5lakhs in the preceding 3 financial years is non-allottable. This condition canbe relaxed upto 10% in FPI in genuine cases on merits by the RegionalManager (Marketing) on receiving specific recommendations of the

    Sr./Divisional Manager in-charge of the Divisional Office and on beingsatisfied that such an allotment would be for the benefit of the concernedagent.
