A competency model refers to a group of competencies required in a particular job and usually number 7 to 9 in total. If someone is assessed at a proficiency level of 3 (mastery), that means the individual has demonstrated the competency level beyond 2 (basic proficiency). It would be rare to have someone assessed at a 5 (industry expert/strategic leadership) because it represents advanced industry expertise.
