Justice K Chandru, however, said that the police could inspect the spas and take appropriate action in accordance with law in case of any activity prohibited by law. The judge was partly allowing an application arising out of a civil suit from Influence Lifestyle Stores Private Limited on Anna Salai, represented by its managing director V Nareshkumar, seeking to restrain the police in any way from disturbing or interfering with the peaceful conduct of its business, pending disposal of the suit. Influence Spa at 91 Poonamallee High Road, near Dasaprakash Hotel offers various spa therapies by males and females for clients belonging to both genders. According to the applicant, he had appointed many trained therapists from both sexes and there was no illegality in a trained therapist belonging to one sex doing massage to the customer of the opposite sex. Such a practice was in vogue all over the world and there was no legal prohibition in doing so, he argued. The police said that the City Police Act made it mandatory for the applicant to obtain a licence. To prevent nefarious activities, which might be carried out covertly in the name of spa centres, some control was necessary. The applicant was planning to open a massage parlour and there was every possibility of attracting men of questionable character and anti-social elements to the parlour. Such parlours were already ordered to be closed by the police, they argued. Partly allowing the application, the judge observed that in the case of spas offering both gender massages, there was no law regulating the field. In sections 34 and 35 of the City Police Act, there was no reference to spas. Hence, it could be clearly seen that the police, as on date, had no legal right to prevent a health spa being operated by any citizen of the country, even if it was done by persons belonging to the opposite sex. As pointed out by the Supreme Court, majoritarian impulses rooted in moralistic tradition cannot impinge upon individual autonomy,’’ the judge said and added that the police were at liberty to take appropriate action if any criminal activity was carried on in the spas. Padmapadacharya is one of the excellentdisciples of Shri AdiSankaracharya. One dayPadmapada decided to do penance for the darshan ofLord Nrisimha. He went to forest for doing the tapas. Inthe forest he met a kirataka (hunter) and he reveredpadmapada as his master. Every day he used to comeand greet his master with sincere love and affection.Gradually, the life of the hunter became a totalsurrender to the feet of the master. In his mind Guruand God became one and the same.

One day he noticed that the master is doingtapas. He enquired the master and came to know that

the master is doing tapas for the lion faced God (lordNrisimha). So, he decided to fetch that God for hismaster. He did not understand how difficult it is to seethe God. All he knows is by having the darshan of Godhis Guru's desire will be fulfilled. So, with all sincerity he

began his search. As thetime progresses, searchingfor the God became theonly purpose of his life. Herelentlessly and tirelesslycontinued his search.The flame of divine lovecompletely cleaned him ofall the impurities.At last, Lord Narayanashowed his grace on himand appeared as Lionfaced God. He immediatelytook him to Padmapada.P a d m a p a d a w i t h

uncontrollable joy fell on the feet of Lord Nrisimha. Lord

Nrisimha explained to Padmapada that the innocent,pure, unselfish and single minded devotional love ofthe hunter without a trace of ego won him over. Asmentioned in Sai Satcharita,"Once you surrender atGuru's feet with single minded devotion, not only theGuru, but God himself will be moved. Such is themarvel of Guru worship, which the guru- devoteesshould experience themselves."

The main purpose of worship of God is toenable everyone to feel the joy and bliss of divine loveand to become one in that love. As this goal appearstoo steep for many in the world, lot of steps have beenprescribed to reach the Goal. Sri Sai advised Sraddhaand Saburi as the fundamental keys to open thetreasure chest of divine love or knowledge. Sraddhagives the self-confidence and Saburi allows staying atpeace with day-to-day events. Some times during thetimes of crisis in life it becomes very difficult to hold onto these two keys. (Sraddha and Saburi). At thosetimes, it is always good for us to remember theassurance of Sri Sai."The Sky is overcast. But, it is sure

going to rain and bring forth the harvest."

Love Triumphs

There are problems we as a nation have 

learnt to live with: money laundering, black money,counterfeit currency, narcotics and terrorism. All of them are inter-linked and their sources are well known. Yet we have not been dealing with them effectively.

We react, or rather over-react, whenever there is a major terror strike or drug/fake currency seizure, and then soon forget it instead of making serious efforts to root out the problem. Frequent seizures of counterfeit currency have ceased to stir the national conscience. Newspapers try to shake the powers-that-be by repeating the Naik Committee’s startling revelation made a few years ago that counterfeit currency amounting to about Rs 1,69,000 crore was circulating in the country till the year 2000. The figure has not been updated since then.

While the government in general and the RBI in particular seem to be helpless in tackling the national menace, counterfeiters have refined the art 

of printing Indian rupees of 500 and 1,000 denominations so much so that fake notes have 95 per cent features of the genuine ones.Leave alone a shopkeeper making fruitless efforts to see whether a Rs 500 note presented to him is genuine or not, even a trained banker often fails to distinguish the fake from the real. There are reports of banks handing over counterfeit notes to customers and ATMs becoming distribution centres of such currency. Such is the fear of being in possession of illegal currency that every 500 and 1000 rupee note is viewed with suspicion.

Yet this has not woken up the government to the destructive effect the deadly combination of drugs, counterfeit currency and terror is having on society and the economy. Government agencies fight their own battles without coordination. Laws are not stringent enough. Telgi got away with just seven years’ jail for the Rs 50,000 crore stamp paper scam.After 9/11, the US paid as much attention to internal 

security as to wiping out sources of terror funding.The destablising role of economic terrorism needs to be better understood and countered in this country.

T h egovernment has decidedto impose road safety taxranging from Rs 250 toRs 2,000 from August 1.The new tax will be Rs250 for two-wheelers, Rs1,500 for cars and vans,and Rs 2,000 for heavyvehicles.

E x t e n d i n g t h e C i t yBeaut i f i cat ion scheme, Chennai

Corporation today announced a ban onpasting posters and graffiti on the walls ofnearly 250 bridges and sub-ways fromAugust 1.

The corporation has recentlybanned posters and wall graffiti on thearterial roads of Anna Salai and KamarajSalai as part of the scheme.

Come August 1, the ban wouldbe extended to cover 227 Corporation-maintained bridges and sub-waysincluding those over the Coovum andAdyar rivers and Buckingham canal, andstate highways bridges, CorporationMayor M Subramaniam said.

"This ban will be applicable toaround 250 bridges and sub-ways inChennai," he said in an official releasehere.

Zonal officers of the civic bodywill meet those involved in the poster

business, especially the workers, andsensitise them about the corporation'sscheme, he said adding that from July 31posters and writings would be removed.

As part of the city beautificationscheme, the corporation had earlierannounced various measures, includingimposing fine on those dumping garbagein public places and a ban on use ofplastics on the famous Marina Beach herewhich would come to effect from August15.

The city beautification was beingdone on the directions of Tamil NaduDeputy Chief Minister M K Stalin, who hadenvisaged a "Singara (beautiful)Chennai" when he was Mayor a few yearsback.

Honestly, thinkabout it, when was thelast time you spent am o m e n t o r t w osurrounded by silence,when you could perhapsfeel your pulse, wereaware of your own

breathing or could ‘hearyourself think’.

Admittedly suchoccurrences are hard toc ome by . My on l yexperience which comesclose to this was on aspelunking adventureduring my school days .A group of friends and Ihad ventured aboutinside a cave in Kodaiand as I stopped to catchmy breath while myfriends went on ahead, Iturned off the torch lightand stood completelystill. And for the first timein my life, I becameacutely aware of not onlywhat pitch black means,

but also the utter silencewhich surrounded me.That was probably theonly time that I was atcomplete peace.

S u c hh a p p e n i n g snotwithstanding, the factof the matter is that intoday’s world we can’t dowithout the noise. It has

almost become a causeand effect type scenario.Take for example themob i l e phone y ourteenage son/daughter

owns which has theability to play and recorda host of ring tones. Theonly problem is that afriend from school has aphone which has twice asmany ring tones andbetter sound quality toboot.

B e f o r e y o uknow it you are beingbadgered for a couple ofgrand extra for themonth’s pocket moneys o t h a t y o u rson/daughter can get abetter cell phone. Andwhile you acquiesce notwishing to let youroffspring down, little doyou know that soon you

will be listening to ‘mobilephone jam sessions’which never seem to end.

That’s just onee x a m p l e o f h o wingrained noise hasbecome in our society.Another example whichsets us apart from manyaround the world can befound on our roads, morespecifically our buses.From shrieking horns topressure horns thatwould make your heart

  jump a beat, the noisecreated by the busesplying Pakistani roads is

  just incessant. That’sperhaps why drivingduring a transport strike

is like heaven for anyenthusiastic motorist.Not only are the roadsmuch easier to navigatebut they are also muchquieter.

And the noise isnot limited to the roadseither. Thanks to thosewho pretend to supply uswith electricity, the curse

of the generator is truly upus and by the looks of it heto stay. And if the nog e n e r a t e d b y t h emachines is not enough, y

have the constant buzzingthe air conditioning, tclicking of the mouse, thumming of the office printand of course a group of yocolleagues who just need excuse to engage in banter

When you are finahome, and you wish for sompeace and quiet, your eldturns on the music loenough for the entneighbourhood, your wdecides she needs to wathe latest Indian soap, but ii m p e r a t i v e t h a t sunderstands each and evedialogue so up goes tvolume, and if you happenhave a baby or toddler in thouse s/he decides that itthe right time to c ry.

Come to think ofyour baby’s crying is perhathe only noise that you haencountered during the entday which actually measomething.

So finally you sedown to a good night’s sleto allow your weary ears athe auditory system rest. Bafter what seems like tshort a time, you are jarrfrom your slumber as tneighbourhood cat decidto jump on the roof of yoneighbour’s car setting of tcar alarm. It seems like eternity before the alarmswitched off. And if thwasn’t frustrating enougt h e n e i g h b o u r h o owatchman does his roundsnight either tapping a thwooden stick on the grouor occasionally blowing whistle.

S o m e h o w ymanage to get through tnight and wake up not rested as you would hahoped for. And once again tcacophony of the day awayou.

This unfortunathas become the sad truabout the world in which wlive today. Although on tface of it we can claim to ham a d e t e c h n o l o g i cadvances that make

simpler, easier and ovemore efficient but we hapaid the heavy price of sompeace and quiet. Rather thf a u l t t h e g a d g e t atechnological advances, need to look at the way whave incorporated them inour lives.

While there is doing away with the noiseis perhaps the right time twe start controlling better that we can begin to hear tplanet and ourselves moclearly.

The MSTs willbe issued by the StationMaster/Booking Officeon collection of thephotocopy of the incomecertificate and should bepreserved for futurereference.

But, at the timeof issue of ticket, theo r i g i n a l i n c o m ecertificate will be verified.
