OVERVIEW

The days of the first GSM deployments are long gone. Mobile Operators now rolling out GSM base stations benefit from a mature technology, but in turn face much harder competition and fainted ARPUs. Turning their focus from Telecom Features to Total Cost of Ownership (TCO) matters, these Mobile Operators realize they don’t need to use the same engineering principles like used during the first wave of GSM deployments, and that they may want to do things a new way.

Thus, whereas most initial GSM deployments were using Indoor Base Stations, Outdoor type of Base Stations has now become one of the key building blocks of a state-of-the-art network solution. Efficient Outdoor Base Station cabinets enable fast and easy deployments, whatever the environment constraints (site topology, climate, infrastructure constraints, etc.) with drastic reductions of operators’ investments and operational expenses compared to shelter usage.

Alcatel-Lucent has long been a strong promoter of Outdoor Base Stations, has a long track of experience of designing and shipping Outdoor Base Stations, and is constantly enriching its Outdoor BTSs portfolio to anticipate Mobile Operators wishes and specific constraints.

1 OPERATOR’S CHALLENGE: MINIMIZING BSS TOTAL COST OF OWNERSHIP (TCO)

The days of the first GSM deployments are long gone. Mobile Operators now rolling out GSM base stations benefit from a mature technology, but in turn face much harder competition and fainted ARPUs.

This increased pressure drive Mobile Operators to take greater care of all costs induced by the equipment that they’re investing in. They want to master all direct and indirect costs, they want to master costs drifts, etc. In a word: they want to ensure benefiting from the lowest total cost of ownership (TCO) for their investment.

BTS site solution being the main driver to a BSS’ TCO, Alcatel-Lucent first focuses on Base Stations. Alcatel-Lucent answer to Mobile Operators TCO challenge is centered on Alcatel-Lucent Outdoor Base Stations.As a matter of fact, whereas most initial GSM deployments were using Indoor Base Stations, Alcatel-Lucent is convinced that Outdoor type of Base Stations has now become one of the key building blocks of a state-of-the-art network solution. This paragraph describes Alcatel-Lucent range of Outdoor Base Stations.

2.2 An “All in One” Outdoor design

The entire portfolio of Alcatel-Lucent Outdoor BTSs is based on an “all-in-one ” outdoor concept:

Integrated heating unit

Integrated cooling systems

Integrated protection against humidity, sand, dust, solar radiations,

earthquakes, vandalism

Integrated AC/DC power supply support (rectifiers included in the BTS for AC

versions)

Integrated support of all power generation systems (possibility to connect to all

solar panels, wind wheels, gensets, etc. systems, in DC or AC)

Integrated support of all power back-up systems (up to 2 90 Ah batteries

integrated in the BTS cabinet itself. Possibility to connect to additional batteries in a

side “EBCO” cabinet (External Battery Cabinet Outdoor) or to any other additional

power supply backup system)

Integrated transmission thanks to free 19” Units space ready to receive

2.3 Featuring Alcatel-Lucent BTSs 3 powerful modules

The full range of Alcatel-Lucent Outdoor BTS is based on the same set of only 3 standard modules:

Twin TRX available in all frequency bands, GPRS and EDGE capable

ANC Antenna Network Combiner (ensures the combiner and duplexer functions)

SUM: Station Unit Module (ensures the control functions of the BTS)

These modules are common to Outdoor and Indoor Alcatel-Lucent 9100 Macro BTSs, and are ready for GERAN Evolution (SW upgrade only).

The new generation of Alcatel-Lucent TRX “Twin TRX” is an ultra-compact TRX module that can be used in all Alcatel-Lucent BTS cabinets. The entire module, containing the functionality of 2 TRXs, has the same size as a single TRX of the previous generation. One same module can be used configured by O&M to work in either one of 2 operating modes:

when used as 2 different logical TRXs, the Twin TRX module brings a very high compactness: up to 24 TRXs per Alcatel-Lucent 9100 Macro Base Station Outdoor (MBO-2) cabinet

Coverage Mode: when using the 2 TRXs of a same Twin TRX module together as one logical TRX,

this enables the Transmit Diversity functionality. This feature provides a very high equivalent output power, up to 113 W in rural environments and 175 W in dense urban.

3 BENEFITS TO THE OPERATOR’S: HUGE TCO SAVINGS

How does that Outdoor BTS portfolio help the Mobile Operators answer their TCO challenges?

Alcatel-Lucent Outdoor BTSs are designed to enable any network architecture, and to minimize the Total Cost of Ownership (TCO) of any site on which they are installed, whatever its topology, climate, infrastructure and accessibility constraints. Alcatel-Lucent long track of Outdoor BTS deployments, especially in Emerging countries, has enabled to identify the 4 main criteria that enable to reach such flexibility and TCO performance:

Making heavy shelters and air conditioning solutions useless

Ensuring minimum site acquisition, civil works and site rental costs

Minimizing power consumption costs

Minimizing backhauling transmission costs

3.1 Making heavy shelter and air conditioning useless

Shelters are big and heavy, and air conditioning equipment consume a lot of power. Outdoor BTSs therefore bring huge TCO savings compared to [Indoor + shelter + air conditioning] solutions:

CAPEX savings (less site acquisition and civil works effort)

OPEX savings (reduced power consumption and site rental costs).But benefiting from these savings require an outdoor solution good enough to match [indoor + shelter] solutions.

3.1.1 Ability to run under a wide range of ambient temperatures

During the 1st wave of GSM deployments, one of the main reasons why operators chose to rely on shelter solutions was that they wanted to be sure that the telecom equipment would not suffer from the very cold or very hot ambient temperatures in their country. Alcatel-Lucent designs its Outdoor BTS to make this reason no longer valid. All outdoor cabinets are equipped to enable smooth operation even in the most extreme climatic conditions:

The maximum ambient temperature allowed (55°C, valid even for a full MBO-2 3x8 configuration running at full traffic capacity) uses the Direct Air Cooling System (DACS)

by Alcatel-Lucent. This system relies on a very efficient filter (provided by the GORETM

company) to enable direct air exchange between the inside and the outside of the BTS –thus providing higher cooling efficiency than air exchanger solutions- while ensuring that no sand, humidity or dust can enter the interior of the BTS.

3.1.2 Ability to stand environment and vandalism constraints

The second constraint that used to force mobile operators to choose costly [indoor + shelter] solutions is the risk that humidity, sand, dust, earthquake or vandalism could harm the BTS equipment.Alcatel-Lucent therefore provides Outdoor BTS solutions that ensure the maximum protection against all these constraints:

3.2 Ensuring minimum site acquisition, civil works and site rental costs

Once the conditions are met to avoid [indoor + shelter + air conditioning] solution, the mobile operator still needs to ensure that he benefits from the lowest site acquisition, civil works and site rental cost.

Therefore, the Outdoor BTSs provided by Alcatel-Lucent provide an unprecedented compactness. Thanks to the Twin TRX module (that gathers 2 logical TRXs inside a module the size of a standard 1 TRX module):

9112 CBO reaches 3x2 macro TRXs configuration with a footprint of less than 0.5

m² and weight under 150 Kgs

9100 MBO-1 reaches 3x4 macro TRXs

9100 MBO-2 reaches 3x8 macro TRXs

The 9112 Compact BTS Outdoor (BTS) can be installed on all roofs, mast, poles, etc. Offering the same radio performances as all other Alcatel-Lucent macro BTSs, it is the ideal solution for small / medium capacity suburban or rural deployments.

Overall, the “All-in-One” design of Alcatel-Lucent Outdoor BTSs enable them to be installed whatever the environment constraints. Possibilities of installation gather:

Such compactness increases the deployment options that the mobile Operator can get to install the site. It decreases the impact (visual, weight, volume) of the site, easing the site negociation procedures and decreasing time to market. Civil works are also made much easier: the BTS can be installed on steel or concrete base, with access on one side only (front). Finally, reducing the impact of the site will also reduce the rental cost of the site, which is a very important OPEX contributor.To always continue anticipating its customers’ needs, Alcatel-Lucent is developing:

an even lighter “Ultra Light BTS” (3x2 Macro TRXs in a weight of 70 Kgs), planned in

2008

a distributed BTS, planned in 2009.

3.3 Minimizing power supply costs

When adding the cost of power supply equipments (rectifiers, batteries, gensets, etc.) and the energy bill itself (electricity or fuel for the genset), powering up the BTS equipment installed on a site can represent up to 35% of the total site TCO in certain circumstances (especially in hot environments). The overall design of the radio sites shows that 2 factors greatly influence these power supply costs:

The telecom equipment ability to stand harsh climatic and environmental

environments (to avoid air conditioning very high power consumption costs, as

explained already above)

The telecom equipment ability to consume less power, both in normal running

mode, in idle and in backup conditions.

Alcatel-Lucent has identified very early the importance of reducing power consumption, and has always offered best-in-class performances in this field. The latest Twin TRX module further decreases power consumption compared to previous generation TRXs: 17% gain in GSM 900 MHz, and 35% gain in GSM 1800 MHz. An independent certification body, TELUS (see next figure), has established that the very low power consumption of Alcatel-Lucent 9100 Macro BTS equipment is a key differentiator. These performances enabled Alcatel-Lucent to recently win wide BSS contracts in India, where this aspect had been key for supplier selection.The table below gives sample figures of Alcatel-Lucent 9100 Macro BTS power consumption, 30% to 70% lower than current competition. Power consumption in idle mode will be further reduced in 2008 thanks to a specific “Dynamic Power Save” feature.

This very low power consumption enables the operator to leverage any innovative power production or power storage solution. Solar panels, wind wheels, but also fuel cells, air compressed storage, flywheel gensets, etc. become feasible.

One of the most widespread and secured solution is solar panels, whose CAPEX can become very important if the required power consumption is high. Alcatel-Lucent Outdoor BTSs enable to avoid building solar panel fields the size of a soccer field. Already more than 200 BTS sites have been built with Alcatel-Lucent Outdoor BTS coupled with solar panels.

3.4 Minimizing transmission costs

Finally, transmission costs are often a big share of the Mobile Operator’s TCO. Optimizing the transmission TCO requires adapting transmission solutions to specific site situations.

For this purpose, Alcatel-Lucent Outdoor BTSs are designed to use any backhauling transmission type, from leased line to satellite and microwave transmission. Alcatel-Lucent 9100 Macro BTS cabinets can directly house microwave IDU or Abis compressors. In case of satellite transmission, Alcatel-Lucent proposes compressor solutions that enabled to save up to 50% rented satellite bandwidth. Coupled with an autonomous power supply solution (no refuel solution like solar panels coupled with wind wheel), these solutions enable to set up local sites in remote areas (remote villages for instance) with a profitable business case.

Finally, Alcatel-Lucent 9100 Macro Base Stations are fully Hardware ready for native IP in the BSS (software update only). The SUMX control board already features Ethernet connection ports, enabling the operator to leverage a wide portfolio of backhauling options, and to break the linear dependency between traffic and transmission costs.

3.6 Use case

As detailed above, Alcatel-Lucent Outdoor BTSs are designed to reduce the overall site and network Total Cost of Ownership (TCO). The use case below is one example to show the range of savings that can be reached. These very high savings largely compensate the extra cost of the Outdoor cabinet itself compared to the Indoor cabinet.

4 A SOLUTION DEPLOYED WORLDWIDE IN THE MOST SEVERE CONDITIONS

Alcatel-Lucent has introduced Outdoor GSM BTS cabinets already in 1999. Today, these Alcatel-Lucent Outdoor BTS represent a real success. They have been deployed on all continents, including in the most difficult environments. Picture below lists some of Alcatel-Lucent Outdoor BTS references:

5 CONCLUSION

Mobile Operators face very high pressure to lower the Total Cost of Ownership (TCO) of their BSS. Alcatel-Lucent proposes Outdoor Base Stations that enable to lower the BSS TCO in the range of 40%.

QoS Handling: User and Service differentiationPrior to B9, the BSS was able to provide “Best Effort” quality of service only, where all data transfers were allocated telecom resources regardless of the subscription and the used application. Only the MS capability (multislot class, EDGE /non-EDGE capability), the capacity available for PS, and the PS traffic load at a given point in time in the cell and have an influence on the throughput allocated to the transfer. Operators need to offer attractive services such as video or audio clips download, but he needs to guaranty a minimum quality of service in order to make these applications as fun as promised. Interactive applications such as WAP or WEB-Browsing also require also to minimizing of response time perceived by the end user, otherwise the user will quickly give up. Without the QoS feature in the BSS the user perceived quality for these applications might be downgraded, while some other applications (e.g. e-mail download, FTP) will be granted a better quality for which the end-user is not so sensitive.
