The Regular Meeting of the Board of Education of the Alvord Unified School

District was called to order at 5:02 p.m. by President Kraft, in the Board Room

of the District Office.

A quorum was established with the following Board Members in attendance:

Hearing Session: President Kraft extended an invitation to the audience to

present matters of concern related to Closed Session items. No one came

forward.

Presentation:

Riverside County Office of Education’s (RCOE) Letter of Response to Alvord

Unified School District’s 2013-2014 First Interim Financial Report: Herb

Calderon, Assistant Superintendent, Business Services, provided a brief

presentation related to the letter of response received by RCOE in response to

Alvord’s 2013-2014 First Interim Financial Report, clarified information and

answered questions.

The Board adjourned to Closed Session at 5:29 p.m. and reconvened to Open

Session at 7:05 p.m. in the Board Room of the District Office.

The Pledge of Allegiance to the Flag of the United States of America was

recited by those in attendance.

3. Approve Minutes: The Board approved the Minutes of the Regular

Board Meeting of January 16, 2014, upon a motion made by Art

Kaspereen, Jr. and seconded by Carolyn Wilson.

The vote was: Ayes – 4 (Pérez, Wilson, Kraft, Kaspereen)

Noes – 0

Absent – 1 (Johnson)

4. Ward 6 Update: Councilman Jim Perry was unable to attend the meeting

due to a prior commitment.

5. Special Recognitions:

a. Student of the Month: Lisset Urbina was selected to represent Foothill

Elementary School as the Alvord Unified School District Student of the

Month for February 2014.

b. Certificated Employee of the Month: Matt Ronayne was selected to

represent Foothill Elementary School as the Alvord Unified School

District Certificated Employee of the Month for February 2014.

c. Classified Employee of the Month: Anton Kritzer was selected to

represent Foothill Elementary School as the Alvord Unified School

District Classified Employee of the Month for February 2014.

d. Volunteer of the Month: Anita Ruiz was selected to represent Foothill

Elementary School as the Alvord Unified School District Volunteer of

the Month for February 2014.

e. Intel Science Talent Search Semi-Finalist – Loren Newton, La Sierra

High School: The Alvord Unified School District recognized and

congratulated Loren Newton, Senior at La Sierra High School for being

selected as a semi-finalist for the Intel Science Talent Search. Loren is

one of 300 semi-finalists selected from among 1,794 entrants

representing 489 high schools in 45 states, the District of Columbia, and

seven overseas schools. Loren is the only recipient selected from

Riverside County.

f. Alvord Educational Foundation (AEF) 2013-2014 Enrichment Grant

Recognitions: The Alvord Educational Foundation recognized the 2013-

2014 Enrichment Grant recipients. AEF awarded 28 Enrichment Grants

totaling $15,878.00 to 13 Alvord schools. The Board of Education

thanked AEF for their continued support of students and staff.

g. Western Municipal Water District Solar Cup Check Presentation: Matt

Buck of The Western Municipal Water District, presented a check in the

amount of $4,000.00 to Gary Packler, Norte Vista High School Teacher,

for Norte Vista High School’s participation in the Solar Cup

competition.

Student Representatives: Fidel Alba, Foothill Elementary School; Nayeli

Gomez, Alternative Education Center; Juan Marquez, Alvord High School;

Tommy Robinson, Hillcrest High School; Danielle Terrell, La Sierra High

School; and Elizabeth Ngo, Norte Vista High School, reported on current

activities at their respective school sites.

AUSD – Minutes – Meeting of February 6, 2014

Hearing Session: President Kraft extended an invitation to the audience to

present matters of concern to the Board. The following individual came forward:

K.R. Zack Earp, representative of the Hometown Heroes organization,

extended invitations to the Board to join the celebration of Ysmael R.

Villegas’ 90th birthday on March 15, 2014, at the Riverside National

Cemetery.

6. Counselor Presentation: The District Counseling Team provided a brief

presentation to the Board of Education, clarified information and

answered questions. The Board of Education, staff and Leigh

Hawkinson, AEA President, recognized and presented District

Counselors with Certificates of Appreciation in honor of “National

School Counseling Week.”

Leigh Hawkinson, AEA President, came forward to recognize and

congratulate the District’s Counselors.

1) The Alvord Educational Foundation awarded the following

Enrichment Grants:

Collett Elementary School for the purchase of soccer

equipment in the amount of $500.00.

Instructional Materials Center for the renewal of District-

wide K-12 Britannica on-line subscription in the amount of

$500.00.

2) The Riverside Optimist Youth Club donated $750.00 to Student

Services in support of the Homeless Education Program.

3) The following individuals/company donated funds totaling $150.00

to Norte Vista High School’s AVID Club:

Agreement #2013-14-01.

9. Discuss Request to Change Regular Board Meeting Date: Following

discussion, the Board of Education changed the February 20, 2014,

Regular Board Meeting to Thursday, February 27, 2014.

10. Review Approval Process – Requests to Attend Conferences: Herb

Calderon, Assistant Superintendent, Business Services, made a brief

presentation related to arranging conferences, paperwork and approvals

required and addressed consequences for not following the process.

Following the presentation, President Kraft distributed incomplete

Conference Request Forms and questioned why they were processed

after the fact, had incomplete budget codes and were not approved by the

appropriate administrator.

President Kraft requested that Dr. Salazar send out a communiqué

related to the process, expectations and consequences; and requested that

a report be provided to the Board on how much has been budgeted for

conferences this year and what has been spent to date.

Mr. Pérez expressed disappointment that procedures are not being

followed and stated that this practice needs to stop immediately. Mr.

Pérez would like to see a limit placed on conferences and stated that

conferences that serve the best interest of the students are the only ones

that should be attended. Mr. Pérez requested that the Board Policy on

conference attendance be revised to change the requirement for the same

gender to share a room.

AUSD – Minutes – Meeting of February 6, 2014

Mr. Kaspereen stated that this practice of not following procedures

related to conference attendance needs to be corrected.

Leigh Hawkinson, AEA President, stated that an important piece is

missing in the conference request procedure and that is to provide a

rationale for attending the conference.

Dr. Salazar will send a communiqué to his Cabinet level

administrators clarifying the process, expectations and consequences for

not following conference request procedures.

Brian Gernertt, President of CSEA Chapter 339, thanked Dr. Salazar

for helping to effect positive changes related to professional

development for classified employees.

11. Information Technology Department’s Facilities, Infrastructure,

Data/Equipment Safety and Webmaster Updates: Mr. Johnson requested

that staff focus on his requests and not the restructuring of the

Information Technology Department. Mr. Johnson stated that he

understands the need for additional personnel; however, he is concerned

about the facilities that staff and equipment are housed in, are there

backup procedures in place in the event of an emergency, does the

building have the proper sprinkler systems in the event of a fire, what is

the bandwidth, and what is the status on filing the Webmaster position.

Mr. Johnson stressed that he wants the Board to be presented with the

best long-term scenario, not just what is needed right now.

Steve Marx, Director, Information Technology, clarified that there is a

data backup system in case of a fire or other emergency. Back-up is done

every night. Mr. Marx clarified that Mr. Calderon is currently looking at

moving staff to another building. Mr. Marx addressed the District’s

bandwidth and stated that in June the District will have another data line

going to the Riverside County Office of Education (RCOE).

Mr. Calderon stated that WLC Architects will be bringing a proposal

to the Board related to the needs of the Information Technology

Department.

Mr. Johnson asked when the Board would have the proposal from

WLC Architects.

Mr. Calderon expects to receive the proposal next week and will

agendize it on February 27, 2014.

Mr. Pérez stated that the Board needs an opportunity to review the

proposal.

13. Discuss and Review Employee Accounts Receivable Debt:

Mr. Kraft stated that in order to maintain confidentiality this item

should be appropriately agendize by staff on a future agenda.

Leigh Hawkinson, President of AEA, expressed concerns related to

staff being called and requested that the Board direct Human Resources

to not to contact staff regarding this issue.

The Board requested that Human Resources Development cease

calling staff until the Board has had an opportunity to review the facts in

an appropriate setting and provide direction.

Mr. Pérez requested that the teacher previously contacted be notified

about the Board’s direction to staff.

English Learner Advisory Committee minutes are available for review.

16. Summary of Conferences and Trainings: The Summary of Conferences

and Trainings was received. .

Mr. Kraft stated that in addition to the requests he made under Item 10

related to conferences, he would like a report on any departments that

have exceeded their budget for conferences.

José Luis Pérez ~ “Bless You (someone sneezed), that is my comment!”

Carolyn M. Wilson ~ Mrs. Wilson requested that staff provide an update on the

approved consultant agreement for VTD related to working with Fiscal Services

staff and stated that she would like to know what progress has been made, have

all employees had an opportunity to provide input with the consultant and are

they finding the consultant services beneficial. Mrs. Wilson requested an item on

the next agenda for discussion related to Management Health Benefits. Mrs.

Wilson will provide an update on the Anti-Bullying Committee in April.

Greg Kraft ~ Mr. Kraft referred to the recent incident at Orrenmaa Elementary

School and complimented the Riverside Police Department (RPD), staff, the

Superintendent, Board Members and District Security on their assistance. Mr.

Kraft was amazed by the RPD and how quickly and efficiently everyone reacted

to this emergency. Mr. Kraft stressed how important it is for everyone to be

vigilant on their campuses.

Ben Johnson ~ Mr. Johnson thanked the Board for approving his attendance to

the National School Boards Association Advocacy Institute. Mr. Johnson stated

that the focus was on being advocates for education and there were 700 Board

Members from various districts in attendance and one day was spent going to

Capitol Hill to advocate for education. Mr. Johnson participated in the Martin

Luther King Walk-a-Thon along with Bernice King, Dr. King’s daughter.

COMMENTS

AUSD – Minutes – Meeting of February 6, 2014

Art Kaspereen, Jr. ~ Mr. Kaspereen announced that the Stokoe Museum Art

Show runs until the middle of March and encouraged everyone to attend. Mr.

Kaspereen sent his condolences to the family of Jed Young an Alvord teacher

and Assistant Principal at Wells Middle School who recently passed away after a

long illness. Mr. Kaspereen also sent condolences to the family of a former

Alvord student killed in a car accident on Riverwalk Parkway and Collett last

week. Mr. Kaspereen requested that staff provide information related to student

referral process from schools within and outside the District. Mr. Kaspereen

stated that he wants clarification on which department should be making the

referrals.

Dr. Salazar ~ Dr. Salazar thanked the strategic planning group and stated that

two additional meetings have been scheduled for March 10th and 24th. Dr.

Salazar stated that the Strategic Planning Sessions have been very rewarding.

The Board approved extending the meeting beyond 10:00 p.m. upon a motion

made by Ben Johnson and seconded by Carolyn Wilson.
