M I N U T E S The Special Meeting and Board Workshop of the Board of Education of the Alvord Unified School District was called to order at 5:30 p.m. by President José Luis Pérez in the Board Room of the District Office. The Board adjourned to Closed Session at 5:31 p.m. and reconvened to Open Session at 7:00 p.m. in the Board Room of the District Office. The Pledge of Allegiance to the Flag of the United States of America was recited by all in attendance. 4. Special Recognitions:
a. 26th Annual Spelling Bee Winner: Justin Balido, a seventh grade student at Villegas Middle School was recognized as the winner of the 26th Annual Spelling Bee. b. Reflections 2003-2004 Award Winner: Noelle Whitlock of Orrenmaa Elementary School was recognized for being an Award of Merit winner for photography at the 23rd District PTA Reflections Award Night. Hearing Session: President Pérez extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individual came forward:
Jerry Leslie, Vice President of AEA, thanked the Board for accommodating him by moving the Hearing Session of the Special Board Meeting on April 9, 2004, to the beginning of the agenda. Mr. Leslie continued discussion related to the No Child Left Behind Act (NCLB).
Craig Adams, President of AEA, announced that Karen Kyhn, Executive Director of AEA, was promoted to a regional level position. Mr. Adams complimented the District for the way they negotiate, crediting Paul Jessup and Sue Pickup for setting the example.

AUSD – Minutes – Meeting of April 15, 2004
Action Taken in Closed Session: Zack Earp, Clerk, reported that in Closed Session the Board took action to confirm the nonrenewal of the contract of an Assistant Superintendent, identified by #137370, effective June 30, 2004, and directed the Superintendent or designee to send out appropriate legal notices. The vote was: Ayes – 5 Noe – 0 Board Workshop Facilities Master Plan Update: Paul Jessup, Superintendent, and John Nichols of HMC Group, provided an update on the development of the District’s Facilities Master Plan including enrollment projections and current facility capacity analysis. District Budget Update: Paul Jessup, Superintendent, presented the initial assumptions utilized in the development of the District Budget for fiscal year 2004-2005. Action Items: The following Consent Agenda items were presented for approval: 5.a. Approve Minutes:
Minutes of the Regular Board meeting of April 1, 2004 and the Special Board meeting of April 9, 2004. 5.b. Accept Gifts 1) Rosemary Kennedy PTA donated $1,540.00 to Rosemary Kennedy

Discussion/Action Items: 9. Special Day Class – Alvord High School: Board member Mike McKelroy requested that this item be placed on the agenda to address his concerns regarding a loss of instructional time and whether the students’ Individual Education Plans (IEP) reflect the exact times of the class. Following discussion, the consensus of the Board was to move forward with the class, with the understanding that: the students’ IEPs will be amended to reflect the exact times of the class and, the hours of the class will be flexible dependent upon the needs of each student, upon a motion made by Ben Johnson and seconded by Zack Earp. Review and Discuss Bylaws of the Board 9250(a) Entitled “Remuneration, Reimbursement, and Other Benefits”: Board member Greg Kraft requested that this item be placed on the agenda to discuss payment of Board members for missed Board of Education meetings. Following discussion, it was the direction of the Board that the Superintendent consult with legal counsel and report back to the Board. No action was taken. 11. Appoint Board Representative to Reading First Leadership Team: Board President José Luis Pérez nominated Board member Ben Johnson. The Board unanimously approved the appointment of Ben Johnson as the Board Representative to the Reading First Leadership Team upon a motion made by Mike McKelroy and seconded by Zack Earp. 12. Adopt Resolution No. 39 – Lease State Emergency Portables: The Board unanimously approved adoption of Resolution No. 39 – Lease State Emergency Portables upon a motion made by Ben Johnson and seconded by Mike McKelroy. 13. Sunshine Classified Negotiations: Doris Gale, President of CSEA Chapter #339, and Sue Pickup, Personnel Services Manager, presented this item to the Board.
