1.0 INTRODUCTION
Kymore Cement Works (KCW) of ACC limited had proposed to install new clinkerisation plant-2.7 MTPA at Ametha, expansion of existing Limestone mine (from 5.445 MTPA to 9.495 MTPA) & Captive Power Plant (from 50 MW to 85 MW), Waste heat recovery boiler (10 MW) with coal washery (0.405 MTPA) at Kymore Cement Works, Tehsil Vijayaraghavgarh, district Katni, Madhya Pradesh. Ministry of Environment and Forest & Climate Change (MoEF&CC) had granted Environmental Clearance (EC) for the above project vide letter no. J-11011/175/2008-IA.II(I) dated 24th November, 2011. The copy of the EC letter enclosed as Annexure-I. The approved units capacities and mine expansion details as per 2011 EC are presented in Table-1. Further, the existing EC is valid till November 23, 2018.

1.1 Current Project Proposal
ACC has proposed to set up new grinding unit of 2.0 MTPA in the existing land 101.17 ha area earmarked for new green field clinkerisation plant. The clinkerisation plant will be located within the existing mining lease area. Existing EC is valid till 23rd November, 2018 hence ACC also has applied for extension of validity of EC till 23 Nov 2021.

1.2 Present Status of Project Implementation
ACC had to commit resources for setting up new Clinkerisation unit at Jamul as it was mandated by Government to shut down old kiln and setup state of Art integrated plant for the betterment of the environment. Therefore, deployment of resources in Ametha project had to be differed. Now the state of art Jamul plant is commissioned and ACC has now decided to go ahead with setting up Ametha integrated plant covering clinker unit and also 2.0 MTPA grinding unit.
Market demand in the eastern sector was more robust than in central sector. Central sector market had not picked up as expected by us at the time of submitting proposal for setting up plant at Ametha proposal.

Market demand in central sector is huge and due to improvement in market situation in UP we are proposing to set up standalone grinding station at Tikaria-II for which Environmental Clearance is already in place. Ametha clinker unit is the source of Clinker for the proposed standalone grinding unit at Ametha and Tikaria-II project as well. At present project design is in advanced stage of completion. ACC has proposed to complete the construction of Ametha integrated project covering both clinker and grinding unit within 29 months from the receipt of amendment in the Environmental clearance for 2.0 MTPA grinding unit with extension of validity of existing Environmental Clearance and other approval. Project implementation schedule is presented in Annexure-II.
1.3 Location of the Project and Environmental Settings
Ametha project is located near Ametha village, Tehsil Vijayaraghavagarh, Katni district, Madhya Pradesh state. The project site is located 30 km away from the district head quarter Katni. The nearest rail station is Jukehi railway located at 9.5-km from plant boundary in WSW direction. The site is 120 km away from Jabalpur city, which is also the nearest airport. The plant site is located on a flat terrain and no topographical changes are anticipated due to the proposed of 2.0 MTPA grinding unit. No-ecological sensitive habitats like national parks, biosphere reserves, wildlife sanctuary, health resorts and defense installation are present within 10 km radius of the Ametha project.
Detailed environmental settings for the proposed grinding unit is given Table-3. Index map, and location map showing proposed project site and surrounding features within 10 km area are presented in Figure-1 and Figure-2 respectively.

2.0 REQUIREMENTS OF THE PROPOSED GRINDING UNIT
Additional raw materials, water, power, land, machinery, man power requirement for proposed project of 2.0 MTPA grinding unit are presented in the following sections.
2.1 Raw Material
Details of raw material requirement along with estimated quantity (maximum) for grinding unit, likely source of raw materials and mode of material transportation for setting up 2.0 MTPA grinding unit are given in Table-4.

2.2 Water Requirement
Since this is dry process, water requirement during the manufacturing of cement is minimal. The only source of water consumption is cooling of plant machinery during grinding. Closed loop system is in place along with cooling tower. The additional water requirement in closed cooling system is about ~35 m3/day. Only the make-up water will be added to compensate the evaporation losses. The water requirement for the proposed cement grinding unit, will be met from the existing sump of operating mines since 1949 and water reservoir created at worked out pit of existing mine by rain harvested water.

2.3 Power Requirement
The additional power requirement for the 2.0 MTPA grinding unit will be 10 MW, and it will be meet from the Kymore Captive power Plant (CPP)/grid.
2.4 Land Requirement
The area required for the grinding unit will be 5.3 ha, and it will be set-up in the existing land of 101.17 ha area earmarked for new green field Clinkerisation plant which will be located within the existing mining lease area, which is in operation since 1949. Hence no additional land is required. The mine lease is owned / leased to ACC. Mine is already in operations since 1949.
2.5 Manpower Requirement During operation phase of 2.0 MTPA grinding unit about 60 people will be employed.
2.6 Plant and Machinery Requirement Details of equipment requirement for setting-up 2.0 MTPA grinding unit along with capacity and proposed Pollution Control Devices (PCD) are given in Table-5.

Proposed grinding unit is state or art dry process grinding unit. Project will be provided along with facilities for unloading, storage, handling and covered storage for raw materials. All pollution equipment will be designated for meeting outlet particulate emission level below 30 mg/Nm3. The cement dust collected in the pollution control devices is recycled back to the cement manufacturing process. In addition to the above, additional bag filter system along with ventilation systems

will be installed to control the fugitive dust generated from material handling areas, transfer points and other operational areas.
2.7 Project Cost The estimated capital cost for setting up 2.0 MTPA grinding unit will be Rs. 200 Cr. Key changes in environmental parameters w.r.t. project requirement due to EC amendment and EC granted are given in Table-6.

2.8 Cement Manufacturing Process
Cement manufacturing process: Cement manufacturing / grinding involves principally of grinding and blending of clinker with a definite proportion of Gypsum along with fly ash to produce finished product PPC. Few additives may be added during the grinding process to improve the performance of cement. The unit broadly comprises of the following sections. 1. Cement Mill section 2. Packing section 3. Dispatch section
A cement grinding plant for grinding 2 MTPA will be provided along with facilities for unloading, storage, handling for raw materials. The project provides for installation of cement silos and Packing plant for packing of cement in bags. Mechanised loading of facilities shall be provided to for loading operation. Electronic packer machines will ensure better weight compliance also.
Process selection: The process selected for the grinding system is the state of the art modern Mill Technology. This technology is suitable for the production of cement using flyash etc.
Plant operation and maintenance. The entire plant will be operated from a central control room (CCR) by operators, who will be assisted by specialists in plant maintenance. The plant will be highly automated and use state-of-the-art

systems to achieve world class economies in terms of fuel and power consumption and manpower productivity. On-line condition monitoring systems such as vibration sensors, bearing temperatures etc. shall be provided to keep track on the health condition of the major equipment and auxiliaries. Continuous particulate matter monitoring system are installed in the stacks and the readings are monitored by the CCR operators. Manufacturing process flow diagram is given below.
3.0 IMPACT ON AIR ENVIRONMENT
Air quality modelling exercise was carried out to determine the pollution loads considering the emissions from the various sources such as clinker unit, CPP, coal crusher and mining activities which were approved in earlier EC and also considering 2.0 MTPA grinding unit which is proposed under EC amendment. Environmental clearance granted for clinkerisation unit for emission limit of 50 mg/Nm3. As per new emission norms for cement industry, ACC have now decided to design all our ESP and bag filter of clinkering unit to the emission Standard of

30 mg/Nm3. Also ACC will comply with the New Emission Standard for cement industry for SO2 & NOx of 1000mg/Nm3 and 600 mg/Nm3 respectively.
3.1 Air Dispersion Modelling Study 3.1.1 Details of Mathematical Modelling
For prediction of maximum Ground Level Concentrations (GLC’s), air dispersion modelling software (AERMOD version 9.4.0) point and area sources options were used. AERMOD is steady state advanced Gaussian plume model that simulates air quality and deposition fields upto 50 km radius. AERMOD is approved by USEPA and is widely used software. It is an advanced version of Industrial Source Complex (ISCST3) model, utilizes similar input and output structure to ISCST3 sharing many of the same features, as well as offering additional features. The model is applicable to rural and urban areas, flat and complex terrain, surface and elevated releases and multiple sources including point, area, flare, line and volume sources.
Dispersion modelling using AERMOD requires hourly meteorological data. Site specific data is used for executing modelling studies. The site specific meteorological data is processed using AERMET processor.
3.1.2 Model set-up
The model set-up details are presented in Table-7. The predictions of point/stacks (clinker unit, CPP, coal crusher, and proposed grinding unit) and area sources (mining activities) incremental concentrations of particulate matter (PM) pollutant due to emission loads of existing and proposed project installations are estimated based on site specific meteorological conditions. The details of emissions expected from various stacks (point sources) in various units and from mines area sources considered for modeling are given in Annexure-III.

Hourly meteorological data have been recorded at site for post-monsoon season of 2016. The site specific meteorological data was converted to the mean hourly meteorological data as specified by CPCB and the same has been used in the current AERMOD modelling.

3.2 Emission Sources Input Data Considered For Modeling
Emission sources input data for modeling have been calculated for the comparison based stack emission limit values of 2007 (i.e. 50 mg/Nm3) and 2018 years (i.e. 30 mg/Nm3). Following Tables 9(A)-9(E) present details of emission source data considered for various modeling scenarios.

From the above results, it can be observed that incremental and resultant concentrations of PM reveals a significant decrease in the ambient PM10 levels due to implementation of emission limit of 30 mg/Nm3.
It is to be noted that even after inclusion of proposed grinding unit of 2.0 MTPA, the maximum Ground Level concentration (GLC) were found to be 2.7 µg/m3 and the resultant GLC was found to be 37.9 µg/m3, which is well below the CPCB ambient air quality limit of 100 µg/m3 for PM10.

3.5 Conclusions
• No additional land is required for the setting up of 2.0 MTPA grinding unit. • Utilization of clinker in same unit will result in reduction of 1.24 MTPA clinker
transportation. • Additional power requirement of 10 MW will be met from Kymore Captive
Power Plant. • The additional water requirement of 35 m3/day will be met from the existing
sump of operating mine and water reservoir created at worked out pit of Bamangon mine. No waste water will be generated.
• Significant decrease in the ambient PM10 levels due to implementation of emission limit of 30 mg/Nm3.
• Marginal increase in ambient PM10 levels were expected by additional of 2.0 MTPA grinding unit.
It is to be noted that Environmental Clearance (EC) was granted for clinkerisation unit based on emission limit of 50 mg/Nm3. It is evident that with implementation new emission standard of 30 mg/Nm3, there is a reduction in ambient air quality levels. From the modeling results, after inclusion of proposed 2.0 MTPA grinding unit, the predicted particulate matter GLC’s were found to be slightly higher when compared with the earlier pollution loads of considered for issue Environmental Clearance. Hence, there is no significant impact on the AAQ levels due to the proposed 2.0 MTPA grinding unit.
