Introduction Memorandum of Understanding (MoU) is a negotiated agreement and contract between the
Administrative Ministry/ Department/ Holding CPSE i.e. majority shareholder and Management of the
Central Public Sector Enterprise (CPSE) on selected parameters having targets decided normally before
the start of a new financial year and results evaluated after the end of the year to measure the
performance.

MoU Approval Process Approval process will be as follow:
Stage 1: In case the CPSE is a Subsidiary company, then the MoU will be prepared by it and the holding
CPSE can only view the MoU. For the other cases, CPSE will prepare MoU and Ministry can view the
same.
Stage 2: After finalizing MoU at CPSE/Subsidiary level, the CPSE will press “submit” button, which locks
the MoU, after this CPSE will not be able to change MoU but can view it.
In case of subsidiary, Holding CPSE will get access to edit/approve the MoU. After approval of
Holding CPSE, press “submit” button then, It will go to administrative Ministry/Department
In case of holding CPSE/independent CPSE, it will directly go to administrative
Ministry/Department.
Stage 3: Administrative Ministry/Department can edit/approve MoU. After finalizing MoU, ministry will
press “Approve” button, which locks the MoU. After this Ministry will not be able to change MoU but
can view it. After approval by Ministry, it will be forwarded to DPE which can modify/approve it.
Stage 4: After conduct of MoU meeting and issue of minutes, DPE will press “Approve” button, which
locks the MoU. However, it will be the responsibility of CPSEs to correct the figures strictly as per
minutes of IMC meeting.

Accessing MoU User has to perform the following steps to access the MoU application:
Step 1: Type the URL of the application https://mou.gov.in in the address bar.
Step 2: Press Enter button. A window appears, displaying the login page for MoU, as shown in
Fig.MoU.1:

Step 3: Type the User id in UserName text box and password in Password text box (Fig.MoU.1)
Step 4: Click the Login button (Fig.MoU.1), as a result user will log into MoU application.
On successful login, the MoU home page will be displayed, as shown in Fig.MoU.2

Home Tab Home tab represents the default starting page of MoU site. The MoU home page contains brief
information about Memorandum of Understanding (MoU).
Prepare MoU Prepare MoU tab consists of five options mapping the five sections of MoU. Each sections further
consists of different options that helps the user to see various input screens for various components of
MoU as shown in Fig.MoU.3

Section 1
1. Section1 Consists of CPSE Brief Description.
When user selects the option, as shown in Fig.MoU.4, as a result the screen appears is shown in
Fig.MoU.5

Section 2
Section 2 has two sub parts, which are Main Parameter and Evaluation Criteria of the CPSE.
1. Main Parameter
When the user clicks the Main Parameter option, the Main Parameter page appears, as shown
in Fig.MoU.6

To add a main parameter perform the following steps:
Step 1: Click the Add ( ) button as shown in Fig.MoU.6, as a result, page appears, as shown in
Fig.MoU.7

Step 2: Select the new main parameter that needs to be added and click the
( ) button to save the newly added Parameter as shown in Fig.MoU.8

2. Criterion: For each main parameter there may be one or more criterions. The screen for
managing criterions is shown in Fig.MoU.9

To add a criterion, perform the following steps:
Step 1: Click the Add ( ) button as shown in Fig.MoU.9, as a result Add Criterion for Year page
appears, as shown in Fig.MoU.10

Step 2: Click the “DPE Provided List” button, as shown in Fig.MoU.10, as a result the screen
appears as shown in Fig.MoU.11

Section 3: Trend Analysis
This section facilitates entry of trend values.
The CPSE enter trend values of the Criterion, as shown in Fig.MoU.16
In Trend value part CPSE enters the target and actual values of last five years and estimated value of
current year.

Section 4 Definition & Methodology
This section comprises of Definition & Methodology of MoU system. Let’s learn about it.
Definition &Methodology: This option helps the user to find, add or update the Definition of
Criterion.
To add the Definition of Criterion, perform the following:
Step 1: Click the ( ) button under Definition and Methodology for Year, as shown in
Fig.MoU.17, as a result Add Definition & Methodology appears as shown in Fig.MoU.17

Step 2: Choose the Criterion and fill the Deviation from the Definition or New Definition
comments for the selected Criterion and click the ( ) button, as shown in Fig.MoU.18.

As a result the Definition & Methodology for Criterion gets saved and user can use it for
reference, any time.

Section 5: Adjustment of Targets and Mandatory Compliance
This section facilitates for entry of price variation formula, other adjustments in targets and freezing
applicability of compliances.
This section comprises the Adjustment of Targets and Mandatory Compliance option.

By choosing Adjustment of Targets, CPSE may enter Relevant Criterion for adjustment, Affecting
Elements for adjustment and value at the time of Draft MoU and may upload document as the
requirements of CPSE.
To add the Adjustment of Targets perform the following steps:
Step 1: Click the ( ) button as shown in Fig.MoU.20, as a result the screen appears is
shown in Fig.MoU.21

Step 2: Choose the required fields like Relevant Criterion for adjustment, Affecting Elements for
adjustment, value at the time of Draft MoU and other fields and click the ( ) button, as
shown in Fig.MoU.21.

To freeze the Mandatory Compliance perform the following steps:
Step 1: Choose mandatory compliances whether applicable or not applicable as shown in Fig.MoU.22

Input Achievements Input Achievements tab displays the data on screen for inputting the achievements once the CPSEs has
submitted the draft MoU and finalised by DPE.
Input Achievements tab comprises of one option as Final Achievement shown in below Fig.MoU.23

a) Final Achievement: This option gives the report of the CPSE achievements for the year to user, as shown in Fig.MoU.24.

Submit Final achievements at CPSE level.
Step 1: On login, home screen will appear as shown in Fig.MoU.23
Step 2: Click on Input Achievement and then click on Final achievement button as a result shown
in Fig.MoU.23.
Step 3: Input Achievement screen will open as shown in Fig.MoU.24, enter the achievement
value against each individual criteria
Step 4: Click on ( ) button. After click on save button, CPSE must fill Compliances.
Step 5: Click on ( ) button. Step 6: As shown in Fig.MoU.25, Choose compliances whether it is Compiled or not complied.

Step 7: Click on ( ) button to upload the supporting document as shown in fig.26

Step 8: Click on ( ) button, as shown in Fig.MoU.26.
Step 9: Click on ( ) button, as shown in Fig.MoU.24. After Clicking of this
button no further modification can be done at CPSE level.
Note:
The application allows multiple uploads each with maximum size of 5 MB.
Once the achievements have been submitted it cannot be changed at CPSE level.

Evaluate Performance Individual CPSE may use the Evaluate Performance tab to see their composite score (composite score is
calculated by applying certain predefined algorithms). All CPSE may use the Final Score tab to see their
final composite score before and after negative marking.
The value of composite score is calculated in two steps:
Calculating Raw Score from achievement value.
Multiplying the Raw Score with Weight of Criterion.
The Department of Public Enterprise will eventually rank the CPSE based on the Final scores which is
done in two parts
Final evaluation
Final evaluation calculates the composite score (before and after negative marking) on the basis of final
achievement as shown in Fig.MoU.27

Note:
User can print the Evaluation/Achievement report by simply clicking the Print Achievement Report
(PDF/Excel) ( ) button, if report is required in PDF/Excel format.

Final Score
Click on ( )button to View Composite Score and rating ( before and after negative
marking ).

Print Report Print Report tab helps the User to generate different reports for selected time period. It includes reports
like Achievement Report and View Complete MoU/Achievement Report. There is a provision to print
these reports in PDF or Excel Format.
Print Report tab comprises of following reports:
a) Section wise MoU Report b) View Complete MoU Report
Let’s learn about these reports one by one:
a) Section wise MoU Report: This report helps the user to generate the MoU report section wise for the selected time period.
To generate the Section wise MoU report, perform the following:
Click the Section Wise MoU Report option under “Print Report” tab, as shown in Fig.MoU.29
Select the year and section for which the MoU Report needs to be generated and click the (
) button.
As a result, Performance Evaluation Report for selected section and time period appears, as shown in Fig.MoU.30.

b) View Complete MoU: This report helps the user to generate the MoU report for selected time
period.
To generate the Complete MoU report, perform the following:
Click the View Complete MoU option under Print Report tab, as shown in Fig.MoU29.
Select the year for which the MoU Report needs to be generated and click the ( )
button.
As a result, Performance Evaluation report for selected time period appears, as shown in
Fig.MoU.31

Background Docs CPSE can view and download important OMs and the guidelines issued by DPE for selected financial year
under this tab.
To view the guidelines, perform the following steps:
Click the View/Upload guidelines option under Background Docs tab, as shown in Fig.MoU.32.
