Questions Answers

1. During the pre-bid we were informed the roofing crew would need approximately 40 hours of onsite training. What are the training requirements for project leadership to gain access to the work sites during the project; i.e., Project Manager & Superintendents?

The training listed as mandatory in the J-13 appendix 1 will apply to all personnel. The specifically marked training in the J-13 appendix 1 will be required for those doing the work.

2. The Statement of Work, section 3.2.10 Roof Repairs X-744G C. states, “No fossil fuels are permitted on the X-744G roof”, and 480V outlets are available at ground level. Since an onsite walk down was not possible, can you provide the approximate distance from the available outlets to the work location.

The 480V receptacles are located in various locations throughout the building’s first floor.

3. Statement of Work, section 3.2.10 Roof Repairs X-744G C. states, “All areas where existing gravel is heavy or in piles shall be dispersed as to create uniform areas of gravel”. Will this dispersing/disturbance of the rooftop gravel require active radiological monitoring during these roof activities?

Yes

4. Are there any roof system manufacturer requirements for the membrane materials?

No

5. The J-8 Submittal register lists a “Contractor’s Corporate Safety Plan and Written Commitment to Follow FBP Safety Plan”. Will a contractor’s established Corporate Safety Plan suffice for this requirement or will the contractor be required to develop a project and site specific ‘Worker Safety and Health Program’ that includes all applicable sections of the Attachment J-13 Environmental, Health, and Safety Requirements for On-Site Work and includes the contractor’s work performance as it relates to that section?

The contractor will be required to develop a project specific plan.

6. The J-8 Submittal register lists a “Contractor’s Work Plan”. Is this submittal required to include building and site specific safety requirements with hold points and required signatures from company personnel?

7. Attachment J-13 Environmental, Health, and Safety Requirements for On-Site Work, under section 6.6.6 Temperature Extreme, states that the contractor shall observe the requirements of the Company’s Temperature Extremes Program, FBP-IH-PRO-00069. Please provide this document and explain the work regiment requirements.

Attachment J-13 Environmental, Health, and Safety Requirements for On-Site Work, under section 6.21 Tools, (and SOW section 5.2.13 B) states that the contractor shall use only self-retracting blade utility knives. Will an exception be provided for standard non-self retracting utility blades to be allowed onsite for use during roofing activities? 

An exception is possible with safety approval

9. What are the requirements for eye wash stations on the roof?

There are numerous references to procedures and documents not provided with the solicitation, but required to be followed by the contractor (e.g. FBP-OS-PL-00002, FBP-EM-PR0-00026, FBP-FP-PR0-00004, FBP-FP-PDD-00001, FBP-FP-PR0-00072, FBP-FP-PR0-00005, FBP-IH-PR0-00028, FBP-IH-PR0-00051, FBP-IH-PR0-00069, FBP-IH-PDD-00003, FBP-SM-PDD-00001-F02, FBP-RP-PL-00002, DOE Guide 440.1-18, FBP.OS.PDD-00001, FBP-PM-PDD-00001, FBP-EP-PDD-00008, FBP-NSE-POL-00005, FBP-IH-PRO-00022, FBP-OS-PRD-00002, FBP-OS-PRO-00020-F01, DOE-STD-1090-2011). Please provide copies of all of the required procedures and reference material.

11. The Statement of Work, section 3.2.4 states, “the Contractor shall allow one day for radiological survey and inspection for use and or release of materials and equipment”. If the inbound or outbound surveys take longer than one day will the contractor be compensated for the additional labor and equipment costs for this delay?

No. Please refer to Clause H.40 Delays

12. Attachment J-16 Quality Assurance Requirements includes the requirement to, “4.8 Contractor shall maintain acceptance testing/inspection and at the conclusion of the Work, shall submit the required number of copies thereof to the Company” and the J-8 Submittal Register includes the submittal titled, “Acceptance Testing Reports”. What tests are required as part of this contract?

Any quality related forms completed by the contractor. Also, the test results from the response to question 16 will specifically be required.

13. Attachment J-16 Quality Assurance Requirements includes the requirement to, “4.8 Contractor shall maintain acceptance testing/inspection and at the conclusion of the Work, shall submit the required number of copies thereof to the Company” and the J-8 Submittal Register includes the submittal titled, “Acceptance Testing Reports”. 14. The Statement of Work, section 3.2.11 Roof Repairs X-720. states, “Contractor shall evaluate the existing roof conditions and make additional repair recommendations, beyond the scope described above, to the company for consideration”. Can you provide an estimated time frame from the contractor recommendation to the authorization from the company to perform the repairs?

Recommendations to be considered by the company. Any new scope is to be captured in a new contract or contract modification as determined by the company.

15. The Statement of Work, section 3.2.11 Roof Repairs X-720 A states that the Contractor shall perform repairs to leaks in the roof near roof drains caused by damaged drains, and there are approximately 50 drains. Since an onsite walk down was not possible during the pre-proposal conference, can you provide the approximate number of damaged drains and the approximate sq.ft. of roof repairs necessary around each damaged drain?

Assume 36 square feet of repairs per drain (6’ x 6’ area) and all 50 need repairs.

16. The Statement of Work, section 3.2.11 Roof Repairs X-720 B states that the Contractor, “Must provide a 10 year labor and material warranty to cover failure to prevent water penetration”. Due to the existing conditions of the roof and limited scope regarding drain and roof system replacement, the requested warranty is beyond the typical expectation for the roofing industry. This requested warranty also presents a high risk to the contractor since leaks in the existing roof or portion of the drain outside the scope of this contract are likely to leak in the future.

In lieu of 10 year warranty, please provide a recommended test plan/procedure on how you will validate your installation/repairs and add provisions in your bid to implement this test plan/procedure.

The test results will be submitted to the company.

17. Specification, EVAL-DE-2012-0113 R4 states, “The new vault in the X-720 necessitates the removal of the existing roofing down to but not including the original 18 gauge minimum metal decking. The new vault is an area approximately bounded from column lines 1 - 7 (E-W direction) and A- D (N-S direction). Reroofing of a section 10 feet east of column line 7, running from grids "A" to "C" is also required.” Is this part of this contract to perform?

No.

18. Specification, EVAL-DE-2012-0113 R4, attachment titled X-720 Roof Supplemental Information, under section 3.0 Roof Inspection, states, Weight Restrictions: 300 pounds limit per person and maximum of six persons. a. Will more than 6 persons be allowed on the X-720 building at a time? b. Will more than 300lbs per person be allowable when lifting materials on the roof?

Yes – more weight will be allowed on the roof per a different Engineering Evaluation that will be completed prior to work.

19. Attachment J-13 Environmental, Health, and Safety Requirements for On-Site Work, under section 6.6.9 Ergonomics, states “Do not lift more than 1/3 of your body weight or 50 pounds (whichever is less) without assistance”. Will an exception be provided for this lifting restriction?

No.

20. Specification, EVAL-DE-2014-0284 R0, under section 2.0 SUMMARY OF ROOF STRUCTURAL INTEGRITY ASSESSMENT, Table 1, states, # of workers as 6 and total weight distributed as 1800 for the each of the listed X-744G roof areas (Lower Roof, Middle Roofs, and Upper Roof). a. Will more than 6 people be allowed on either of these sections at a time? b. Will more total weight than 1800 be allowed during this roofing project for the personnel, equipment, and materials?

Yes – more weight will be allowed on the roof per a different Engineering Evaluation that will be completed prior to work.

21. Specification, EVAL-DE-2014-0284 R0, under section 7.0 DISCUSSION OF X-744G ROOF CONDITION, Table 4: Possible Work Requests lists possible work requests (e.g. repair rips in membrane, reconnect downspouts, reroute downspout drainage, close the openings in the Cupola structure to remove nuisance birds, etc.). Are these items included in the work scope of this contract?

a. Determined based on pre job scan of the work area. The contractor are asked to bid the project assuming full radiological controls will be required on the X-744 roof.

Is this solicitation going to go through the eSourcing website, and if so how do we obtain access to the solicitation in order to submit our proposal?
