NH&RA focuses on much more than just affordable housing. In an organization whose membership pursues a diverse set of development activities, it is helpful for those who work in specific niche

areas to have regular opportunities to share experiences and knowledge with others who share their interests. To facilitate this, NH&RA has formed several membership councils that

meet separately or in conjunction with our quarterly conferences. Council participation is a critical component of NH&RA membership.

NH&RA Councils have been active advocates on issues and have produced significant work including best practices and industry

standards, draft regulations, white papers, position papers and more.

The Developers Council — A peer network of developers where discussion focuses on topics ofmutual interest, including development opportunities, project ideas, construction, business management,executive compensation, succession and other pertinent issues. Participation in the Developers Council is limited to DEVELOPERS ONLY. Convenes at: NH&RA Fall Forum, NH&RA Annual Meeting

Council For Energy Friendly Affordable Housing (CEFAH) — A working group of some ofthe major owners and managers of affordable housing seeking to achieve policy changes to facilitate owners’ abilities to retrofit and upgrade properties to achieve a higher degree of energy efficiency andutility cost savings. CEFAH has identified areas where significant savings can be found and is working withpolicymakers to obtain regulatory and legislative changes that will make such improvements feasible andpermissible. Items on the CEFAH agenda include adjusting HUD policies governing the use of replacementreserves and residual receipts, establishing a supplemental loan program for energy retrofit financing, andeducating housing officials on which energy efficiency improvements make sense to support. Historic Preservation Development Council (HPDC) — A joint effort between NH&RA and the National Trust for Historic Preservation formed in 2001 to focus primarily on how the historicrehabilitation tax credit can be better utilized as a financing source to renovate older properties. HPDCbrings together active participants in certified historic rehabilitation transactions including developers,investors, lenders, government officials, consultants, as well as legal and accounting professionals to discuss the most pressing legislative, regulatory, financial and transactional issues facing the industry and to build consensus on solutions. Since its formation, HPDC has played a significant role in an arrayof legislative and regulatory efforts addressing certified historic rehabilitation. HOPE VI Developers Council — Brings together the most active developers and advisers in HUD’sHOPE VI program to help address ongoing issues with the capitalization and operation of mixed-financeproperties developed under the program. The group is comprised of developers, owners, operators, financiers and consultants involved in public housing redevelopment who get together to discuss the mostpressing legislative, regulatory, financial, transactional and operational issues facing the industry and tobuild consensus on solutions. This council convenes regularly to design solutions to pressing issues facingpublic housing redevelopment. Current topics include the implementation of unit transformation poli-cies, addressing funding shortfalls, program reauthorization and more. Convenes at: NH&RA Fall Forum,NH&RA Annual Meeting

National Council of Affordable Housing Market Analysts (NCAHMA) — A cadre of leading market study professionals organized to address the need for uniform standards. Since its creation,National Council of Affordable Housing Market Analysts has been setting the industry standard for realestate market research and analysis. NCAHMA works to bring accountability and consistency to marketstudies for affordable housing properties and other residential real estate. Created to provide a peer network among real estate market analysts and underwriters who focus part of their practice on affordablehousing properties, NCAHMA is a membership council within NH&RA devoted to education, information,and resource sharing. NCAHMA works to increase awareness of benefits and value of properly conductedmarket analyses. Convenes at: NCAHMA Annual Meeting

New Markets Tax Credit Council — Brings together active participants in new markets tax credittransactions including CDE executives, investors, developers, lenders, government officials, consultantsand legal and accounting professionals to discuss legislative, regulatory, financial and transactional issues facing the industry and to build consensus on solutions. The Council is an active advocate for theextension of the of the New Markets Tax Credit program on Capitol Hill and meets regularly with keyU.S. Department of Treasury staff. Additionally, the Council hosts New Markets Tax Credit Symposiatwice a year and convenes regularly via periodic face-to-face meetings and monthly conference calls.Convenes at: NH&RA Annual Meeting
