1. CALL TO ORDER

Introduction of Members and Guests.

Technical Committee 1.11 was called to order at 1:12 PM by Vice Chair Tom Lowery. Technical Committee member introductions were made and an attendance sheet was circulated. The membership list was reviewed and a quorum was established with 6 out of 8 voting members present.

2. APPROVAL OF MINUTES AND REVIEW OF ACTION ITEMS

The drafted minutes from the Denver, New York, and Seattle meetings were sent out via e-mail and approved via email before this meeting.

3/4. TC MEMBERSHIP and COMMITTEE APPOINTMENTS

Armin Hauer resigned the subcommittee position of co-chair for Programs effective 1/27/15. Billy Rhinehart accepted the position of co-chair for Research effective immediately.

5. CHAIR REPORT: Terry Davies

The section 1 breakfast meeting notes are included in these minutes in Appendix I. Terry reminded everyone to keep their ASHRAE BIO up to date and the TC was reminded to keep their website up to date. The program deadline for the Atlanta summer conference is Feb. 9. ASHRAE is not receiving many nominations for the Hightower and Research awards. The average speaker rating at the Seattle conference was 3.5 out of 5. Some committees are utilizing virtual meetings (phone conference and web meetings) with success; however, approval must be requested and granted prior to the conference. All speakers for the Winter 2016 meeting in Orlando must use the ASHRAE presentation template and be submitted on time. Lastly, roster updates are due tonight at midnight.

6. SUBCOMMITTEE REPORTS

A. Standards: Armin Hauer

Armin is concerned there is no or little dialogue between committee members between TC meetings.

90.1 is referencing horsepower quite often, housekeeping clean-up for nameplates NEMA large motor regulation, increasing efficiency almost at induction motor limit,

working to expand scope to include more general purpose motors, Paul to send out new standard.

Small motor regulation is effective in spring 2015. NEMA is looking for DOE to provide more clarity to rules as to what is affected. Regal Beloit is issuing a document on how they are interpreting rules.

DOE pump ruling, wire to water, there is agreement between DOE and manufacturers DOE air compressor rules DOE fan rules These three (pumps, fans, air compressors) are getting together with electric utilities

trying to start programs and labeling methods Ceiling fan regulation from DOE for very large fans, rate them wire to air at one

point, full speed and counting standby power consumption against rating, not looking at variable speed operation or part load rating, suggestion to help point them to a standard to help them

AHRI and AMCA for fan rule making, bonus for variable speed rating or penalize for full load efficiency?

No new energy standards in Europe, tier 1 in place for 2 years and pushing for tier 2 implementation

NEMA, UL, and IEC in process of harmonizing standards No news from Canada No new IEEE stds AHRI 1210 – no manufacturers certified yet, no one reached the finish line yet,

several are in process, very rigorous process, standard is up for a review period (missing DVDT tolerance and other comments)

ASHRAE 205P, Standard Representation of Performance Simulation Data for HVAC&R and Other Facility Equipment 1. PURPOSE: To facilitate sharing of equipment characteristics for performance

simulation by defining standard representations such as data models, data formats, and automation interfaces.

2. SCOPE: This standard applies to data used in the performance simulation of any HVAC&R or other facility system, equipment, or component.

Mark Hadimen is chair of this committee, Rick suggest our TC should participate to reflect models of VSD’s, pilot standard with chillers, unitary, and fan device, focus seems to be on efficiency, Steve Taylor optimization schemas.

NEMA, DOE, AHRI, all seem to be doing things in parallel. Rick asked, do we want to let everyone else dictate our industry or should we be leading – lots of discussion, what are the efficiency curves for individual components and then how to put them together to determine overall system efficiency. Rainer brought up IPLV rating came about because there are infinite operating points.

Armin to investigate ASHRAE 205P and how our TC can/should get involved (just Armin or form a subcommittee?)

B. Research: Rick Heiden

Rick presented and the TC reviewed the RTAR titled, Assessment of HVAC Equipment Idle Power Consumption as a Percentage of Built Environment Energy Load. A copy of this RTAR is also shown in Appendix II.

Motion: A motion to submit the above RTAR was made by Rick with a second from Tom. A vote was taken and the motion passed 6-0-0.

Rick announced the goal to have the next RTAR on the method of test for characterizing motor thermal properties ready for submission at the Atlanta meeting.

Details from the Research sub-committee meeting report are attached in Appendix III.

C. Programs: Armin Hauer co-chair (resigning 1/27/2015) , Rob Buckingham co-chair

One seminar (#39) titled, Efficiency Prediction of Motors and Variable Speed Driveswith Compressors and with Fans, was approved for Chicago and held this morning at 8AM. This seminar was submitted twice for Chicago, once with two speakers and once with three speakers while changing the track. Armin chaired this seminar and the attendance was approximately 114. Listed below are the presentation titles and speakers for Seminar 39.

Armin resigned his co-chair position for Programs and nominated Rob Buckingham to solely chair the Program sub-committee.

Terry stated TAC only approved approximately 50% of the submitted programs for Chicago. It would be great to understand why only 50% were approved.

The following are the tracks for Atlanta and Orlando. ASHRAE is looking for ideas for future tracks as well.

Atlanta – Summer 2015 Track 1: HVAC&R Systems and Equipment Track 2: HVAC&R Fundamentals and Applications Track 3: Research Summit Track 4: Refrigeration Track 5: Building Operation, Maintenance and Optimization/Commissioning Track 6: Indoor Air Quality Track 7: Modeling throughout the Building Life Cycle Track 8: High Performance Buildings Track 9: Moving Advanced Energy Design Guidance to the Mainstream

Orlando – Winter 2016 Track 1: Systems and Equipment Track 2: Fundamentals and Applications Track 3: Design Build Track 4: International Design Track 5: Standards, Guidelines and Codes Track 6: Cutting-Edge Technologies Track 7: The Great Debate Track 8: Modern Residential Systems

The group discussed some ideas for a basic session possibly for Atlanta. What it means to tune/optimize a drive to a motor? Motor and drive tuning/optimization topics How to “characterize” a motor and drive combination? Motor and drive setup Motor and drive selection

Deadline for Atlanta seminars, forums, and workshops is Feb 9th. Terry to arrange a conference call for further discussion on the topics listed above.

D. Handbook Chapter 45: Tom Lowery & Deep Gupta

Since our last meeting, Tom sent updated copy around with edits and comments (Ken and Armin already provided comments). Terry suggested to have a teleconference in a couple of months (around March) to go over them. The next published version isn’t due for another two years. Terry also suggested sending the handbook chapter for everyone to provide comments.

E. Membership: Jerry Edwards

Terry passed around the roll-on-off roster for review during the meeting.

RAC: Art Giesler TC 1.11 currently has two projects: standby power and MOT for motor thermals RAP (research advisory panel) forming, 18 month commitment, 3 year slot Updating RTAR forms Bringing in 1+ million dollars per year mainly from the show

MTG.EAS: Energy-Efficient Air-Handling Systems for Non-Residential Buildings Disbanded (see their motion & vote) List of ideas is publicly archived. (No changes on the part of TC 1.11).

Collaboration with TC 5.1 is in place primarily through AMCAAMCA is putting everything in place to measure, report, and certify w2a data.AMCA 210, AMCA 211.

Plea for continued collaboration with other TCs.

NEMA/UL Motor Committee Liaison – Paul Lin NEMA has made comments back to the NEC. UL and NEMA have agreed to standard, UL 61800-5-1.

NEMA/UL Committee Liaison – Tom Lowery NEMA committees will hold a joint session in Clearwater, FL in March.

9. OLD BUSINESS

10. NEW BUSINESS

TC 1.9 is holding Workshop 6: Smart Inverter Standards, to Manage Your Smart Building While Connected to the Smart Grid tomorrow at 9:45AM.

Terry thanked everyone for coming to the meeting.

11. ANNOUNCEMENT OF NEXT MEETING

Chairman Terry Davies announced that the next meeting would be held in Atlanta, Georgia in June 2015 at the same time on Tuesday.
