Association of Parents of Children with Disabilities Monitoring the Quality of Social Services in

Kyrgyzstan

The Association of Parents of Children with Disabilities (ARDI) will monitor various social institutions for

compliance with the minimum standards of social services. Monitoring is carried out to upgrade the

quality of guaranteed social support to children with disabilities through improvement of the state

standards of social services.

The project will cover 15 rehabilitation centers in the seven regions of the country. The Association will

review the results of monitoring, provide recommendations and agree on necessary changes to the

current standards.

The project “Current Standards in Day Care Institutions and Social Service Institutions of the Kyrgyz

Republic” is implemented in partnership with the Ministry of Labor and Social Development of the Kyrgyz

Republic, “Institute of Childhood”, National Network Janyryk and supported through a sub-award of the

Collaborative Governance Program, funded by USAID.

The need for this study resulted from frequent discrepancies in approved technical standards and quality

of services with the real situation. At present, the provision of social services for children and adults with

disabilities in terms of inpatient and day facilities is regulated by minimum standards for social services,

which were approved by the Government of the Kyrgyz Republic Decree № 381 dated July 8, 2014. The

existing standards are called minimal, but they often cannot be implemented given the excessive

demands both to the organizations, as well as to the social services provided.

Monitoring will identify the mentioned inconsistencies, introduce additions and adjustments enabling the

social centers to work in accordance with the standards, provide quality social services and be able to

further pass through the state accreditation.

This project is supported by the Collaborative Governance Program (CGP) promoting effective

collaboration among civil society, the private sector, and the Government of the Kyrgyz Republic, and

the private sector of the Kyrgyz Republic. The Program is funded by the United States Agency for

International Development (USAID) and United Kingdom Department for International Development

(DFID), and implemented by East-West Management Institute (EWMI).
