Scope and launch

Commitments and goalsThe governments of the Federated States of Micronesia, the Republic of the Marshall Islands, the Republic of Palau, the U.S. Commonwealth of the Northern Mariana Islands, and the U.S. Territory of Guam committed:

to effectively conserve at least 30% of the near-shore marine resources and 20% of the terrestrial resources across Micronesia by 2020

Important pre-conditions

Financing targets• 2005: TNC assisted Palau to identify SF needs for

PAN

• 2006: Phase I:• TNC and CI each pledged $3M to seed 2:1 match for initial

endowment target of $18M (doesn’t include CNMI & Guam)

• GEF pledged $6M regional grant

• 2007-2009: MCT & TNC assisted FSM, RMI, CNMI, Guam to develop jurisdictional SF plans

• 2009-2010: Phase II:• MCT, MCRO, TNC, local consultants assisted in development

of Regional Business Plan/ Fundraising Strategy

• New total endowment target of ~$55M (includes original $18M)

Progress in Conservation Measures

Identified baseline of existing areas under some form of management

Established standardized regional monitoring methods to assess management effectiveness and training local teams in data collection and analysis

MC regional database is being piloted-PALARIS is leading this effort

Key advantages of Challenge approach

• Opportunity to go beyond “paper parks”:• Ensure long-term sustainability, management

effectiveness• Add new sites faster • Better manage big threats outside protected areas

(e.g. fisheries, coastal development, climate change, invasive species…)

• Opportunity for major commitment of funds / enhanced regional collaboration to maximize resources, providing strong foundation to scale-up and leverage learning (NOAA, DOI, GEF, German BMU, USFS, Packard Foundation, CEPF, TNC, CI, NaturalEquity, AusAID, and others…)
