In many ways, the Pittsburgh region has com-pleted the economic, environmental and qual-ity-of-life transformation begun 30 years ago.We bottomed out in 1983, with an unemploy-ment rate over 18 percent. Throughout 2013,our jobless rate outperformed the state and the
nation as a whole. We’re closing the year with the largest workforcein regional history – about 100,000more people employed than at ourindustrial peak in 1979.We are enjoying the fruits of three decades of hard work by countlesscivic leaders. Our traditional industries – advancedmanufacturing, fi-nancial and business services and energy – have been retooled andaremore competitive than ever.We’ve invested in people through our35 regional colleges and universities to create whole new industries inhealthcare and life sciences, and information and communication tech-nologies.And we’ve built an enviable quality of life, enriched by artsand culture, outdoor recreation and a commitment to sustainabilitythat puts Pittsburgh among the five U.S. cities with the most LEED-certified “green” buildings.All of these efforts have paid off. In recent years the Pittsburgh regionhas ranked among the top 10 in the country in terms of business ex-pansion and attraction. These are raw numbers, unadjusted for therelative size of these places, which is even more encouraging.Nowwe face a new challenge: educating, training, attracting and re-taining all the skilled workers we’re going to need in the years aheadto fill the new jobs that are being created and to replace retiring Baby
Boomers. We’re seeing this on our job search engine within Imag-inePittsburgh.com, where the number of open jobs across the 10-county Pittsburgh region numbered around 25,000 at last count.TheConference is addressing this opportunity in a variety ofways, in-cluding through our robust talent attraction and retention initiative,which includes ImaginePittsburgh.com. We’re also working withpartners in workforce development to increase the supply of trainedworkers in the region. One such program, ShaleNET, has been sucha success that the federal government has increased its investment toexpand it to other states.To build the workforce of the future, we must also eliminate the bar-riers that are preventing people and places from succeeding.We havechampioned increased state investment in transportation infrastructureand public transit to make it possible for goods to get to market andfor people to get to work.And we are working directly with commu-nity leaders through our newStrengthening Communities Partnershipto encourage Conference members to invest in neighborhoods andmunicipalities that have potential to succeed.Asmy term as chair of the Conference comes to an end, I am pleasedby the progress we have made and even more excited about our re-gion’s potential. I look forward to continuing to work to provide sus-tainable prosperity for everyone in our region.

Employers are investing and creating jobsin the Pittsburgh region.Employment is at an all-time high in the 10 counties of southwestern Pennsylvania. One big reason is the growing number of employers that are expandingand locating here. In recent years, the Pittsburgh region has ranked among the top 10 places in the U.S. for business investment. Companies are attractedby our talented workforce, competitive business climate and high quality of life. Here is just a sampling of companies in five key sectors that are expandingwith plans to hire.
Advanced ManufacturingPPG Industries, Inc. PPG will establish a headquarters for its architecturalcoatings business in Cranberry Township, Butler County and expand its R&Dtechnology center in Harmar Township,Allegheny County. Its $14million in-vestment will result in 300 new jobs for the region.
German-ownedVEKA, the world’s largest manufacturer of PVC profiles usedfor windows and doors, selected its U.S. headquarters in Fombell, BeaverCounty for an expansion to accommodate growing demand for its innovativeenergy-efficient products. The project will generate more than $6 million incapital investment and add 38 new jobs.
EnergyAquion Energy, Inc., developer and manufacturer of the newAqueous Hy-brid Ion (AHI) batteries and energy storage systems, opened a full-scale300,000 square-foot manufacturing facility in Westmoreland County atRIDC Westmoreland located in East Huntingdon Township. A spinout ofCarnegie Mellon University, the company expects to create 300 high-techmanufacturing jobs by the end of 2015.
Financial & Business ServicesAs part of a growth strategy,United Lender Services, a provider of mortgagesolutions for both originators and servicers nationwide, relocated its head-quarters to Park Place One in RIDC ParkwayWest in Findlay Township, Al-legheny County. The company occupies 48,000 square feet and plans to hire160 additional employees.
Healthcare & Life SciencesM*Modal, one of the nation’s leading healthcare technology providers of ad-vanced clinical documentation solutions, expanded its Squirrel Hill (city ofPittsburgh) office from one to three floors, adding 27,000 square feet and 120jobs. Growth of its voice-recognition technology for updating electronicmed-ical records drove this expansion.
Information & Communications TechnologyNess Technologies, a global provider of IT solutions and services and end-to-end, commercial-grade software development solutions, opened its firstU.S. software development center in Southpointe,Washington County in 2013with room for 200 software engineers.

Building on a generation of civic leadership andinvestment, the Pittsburgh region hasmade realprogress in recent years creating a path to sus-tainable prosperity. WithPeoplesNaturalGasCEO Morgan O’Brien preparing to take thehelm as chair beginning in 2014,we’re also tak-
ing stock of the progress we’ve made against our current 2012 - 2014agenda in each of our strategic priorities. There is unfinished businesswe are committed to address in 2014 even aswe consider the years thelonger-term future.Together we have beenworking to EnhanceOpportunity for employ-ers and individuals in our region by better-connecting them to oppor-tunity. As O’Brien puts it, “The results speak for themselves: ThePittsburgh region has emerged in the ‘Top 10’places in the country forbusiness expansion and relocation, including No. 1 in the Northeast.”To continue these successes, we will be working in 2014 to put intoplace a regional site development fund. The new fundwill support thedevelopment of infrastructure essential to provide “shovel-ready” sitesfor companies expanding in the region. In addition, we will be ex-panding our successful ShaleNETworkforce developmentmodel andramping up our ImaginePittsburgh.com talent attraction and retentioninitiative. Thist will include targeted outreach to markets across thecountry and to people already here who may be interested in seekingtraining and education to fill the thousands of open jobs throughout the10 counties.Our strategic priority to StrengthenCommunities is also bearing fruit.Since its launch in June, the Strengthening Communities Partnershiphas attracted investment through the Pennsylvania NeighborhoodPartnership Program tax credit for McKees Rocks and Wilkinsburg,two of the five communities identified during the initial phase of thisprogram. Thanks to the enthusiastic support of our members, we areplanning in 2014 to expand this effort to includeConnellsville, FayetteCounty; Economic Development South focusing on Mt. Oliver andKnoxville; and the city of Washington, Washington County. We arealso encouraged that the legislature is considering reform ofAct 111,which governs binding arbitration in public safety employee union
contracts across the Commonwealth. The need for reform is critical toaddress ballooningmunicipal pension obligations and to allow Penn-sylvania municipalities to thrive in the years to come.We remain committed to our strategic priority to EnergizeTomorrow’sEconomy.Although Pennsylvania hasmade significant progress overthe past decade to improve its economic climate, competing stateshave not been complacent. The Commonwealth must complete thephase out of the Capital Stock and Franchise Tax. And we need tocontinue to foster conversations among the energy industry, govern-ment and environmental organizations. Our region is recognized glob-ally as a leader in improving both its economy and the environment.By working together we can continue to make progress as we unlockthe enormous potential of our energy resources –while beingmindfulof environmental stewardship and sustainability.There is plenty of work to do next year. But 2014 is also a time forstrategic thinking:Where andwhat dowewant to be by the end of thedecade?As we begin our 2015-2017 agenda setting effort, early nextyear we will be reaching out to Conference members, partners andcivic leaders to ask this question, and to work together to develop aplan to get there.If we remain committed to our ideal of sustainable prosperity, our re-gion will remain a location of choice for generations to come.
