INTRODUCTION
A PEEP INTO MY MANIFESTO: My Moral, Ethical and Professional Foundations
am a true believer in God because I know that in the affairs of men, it has always been 'Only God' and Iwill ever be 'Only God'. I practice the Scriptural values of faith and truth. At a time of an observed paucity of sound moral values, the cannons of my leadership continue to be honesty, truth and justice with service to humanity. These are the values that shape and distil my thought. Indeed, my professional training and practice in the banking and finance sector provide the developmental foundation that has sharpened my skills in driving economic development: with nearly 20 years career with Zenith Bank PLC, my tenure as the Governor of Akwa Ibom State has been a blessing to my State and the nation at large. My political leadership, truly, fulfills what the scriptures say in Proverbs chapter 4, verse 18 that: “The path of the just is as the shining light, that shineth more and more unto the perfect day”.
It is my desire, therefore, to continue to bring sound financial management, purpose-driven leadership and direction to Akwa Ibom State for another four years.
RENEWED POLICIES: Akwa Ibom State Strategic Industrialization Master Plan Study It is my intention to bring a full-blown “'New Development Blueprint” for Akwa Ibom State, which will support the on-going industrialization initiatives. This will be captured as a Master Plan Blueprint that will offer the roadmap and strategies for achieving the goals of my First Term Manifesto which were:

There will be a need for the Manifesto Implementation to be guided by an overarching Master Plan that will be formulated by experts and from Stakeholder Buy-in Validation Workshop, which will be staged in accordance with World Bank standards. Our target will be to produce a Master Plan that will also meet potential donor agency standards, in order to attract external funding from donor agencies into the State. This master plan will also signpost the huge investment opportunities in the State for investors.

was elected as the Governor Iof Akwa Ibom State on April 11, 2015 and was sworn into office on May 29, 2015. I hail from Awa-Iman in Onna Local Government Area of Akwa Ibom State. I graduated from the University of Lagos with Second Class Upper Degree in Accounting and also hold a Masters Degree in Corporate Governance from Leeds Metropolitan University in the United Kingdom. This makes me one of the few experts in that critical aspect of the corporate world. I am a technocrat who came into the public sphere as a “professional in politics”, as opposed to a professional

Nigerian Inter-Bank Settlement System (NIBBS). I was the rst indigene of Akwa Ibom/Cross River States to be appointed into the board of AFC.
In July 2013, I joined the Government of Akwa Ibom State as Secretary to the State Government, a position in which I acquitted myself creditably, leading to the good people of the State believing that the destiny of continuous greatness and forward movement of the State resides in my hands. On April 11, 2015, having won the primaries to emerge the PDP gubernatorial candidate, I was massively elected the Governor of Akwa Ibom State, from where I have brought my 'can-do' spirit to bear, challenging the people to rise ('Dakkada'), assume greatness and new approach to
doing things. This philosophical and moral rebirth has been happily embraced by the people of the State.
In three and half year as Governor, and in spite of the recession the nation has faced, I have worked hard to full my campaign promises predicated on the Five-Point Agenda upon which my 2015 campaign was based. This is exemplified in my scorecard which forms the first section of my 2019 manifesto.
I have laid a foundation for an industrialized State by attracting investments into the State. I have also done so many community development projects and empowered thousands of youths, women and the less privileged. My philanthropic gestures, especially in churches are legendary.

All awarded by the Federal Ministry of Youth and Sports.
Prior to assuming my current position as Governor, Akwa Ibom State, I was a much-sought after and frequent guest on CNBC Africa where I often gave insightful analysis on policy issues, banking sector performance and the economy generally. I am a respected voice in international nancial institutions, and my thoughts on a number of issues align with those of the Wall Street nancial mavens. I am happily married to my beautiful wife, Martha and we are blessed with four children.

In 2015, I promised that, as Governor of Akwa Ibom State, I will create thousands of jobs across the State so that unemployment rate could be drastically reduced in Akwa Ibom. Today, I am standing tall with a smile on my face because I have keep to that promise. Shortly after my assumption of office as the Governor of Akwa Ibom State, I set up a technical committee on Foreign Direct Investments to promote, midwife and enhance the flow of foreign investments to the State. With this Committee, dozens of industries have so far been established, many others are ongoing while a greater number are in the pipe-line and will materialize as I return in 2019. Starting from Africa's largest syringe factory in Onna to Fertilizer blending plant in Abak, and from ongoing plywood manufacturing factory in Itu to the ongoing Ibom Deep Seaport and the Ibom Industrial City, I can say that my administration has recorded life-touching achievements in creating jobs through establishment of industries spread across the State. Roads and Transportation:
The industrialization agenda of my administration would not have been actualized if road network was not given priority attention. Between 2015 and now, my administration has recorded an impressive milestone on road infrastructure and the transport sector. With numerous roads constructed/rehabilitated, 40 bridges built by my administration and the construction of Underground Drainage System at Nsikak Eduok Avenue, St. Luke's Hospital, Etim Umana Street, Uyo and Ravine site at Anen Atai Junction along Calabar-Itu Highway, I have proven that my commitment towards creating an enabling environment for investors and industries in the State is irrevocable. So far, land stride achievements recorded by my administration in the area of road, other infrastructure and transportation are:

Rural and Riverine Area Development:
My administration conceptualized Akwa Ibom State Rural and Riverine Area Development Master Plan (AK-RDMP) to bring about sustainable and people-oriented rural and riverine area development intervention. The implementation of this AK-RDMP by my government has so far addressed infrastructure deficit which we met on ground in electricity, water, healthcare, education and rural security. The achievement recorded in the area of rural area development is as follows:• As at 2015, during a research towards birthing the Akwa Ibom Rural Development Master Plan, out of the
2240 gazetted villages of the Akwa Ibom State, 772 had no electricity, representing about 34.5% deficit. Presently, with several interventions through the various government agencies, partnership with private sector and donor agencies, in terms of fresh electrification, completion of abandoned projects and upgrades, over 350 communities have been lit up, reducing the deficit from 34.5% to less than 20%. Some of the electrification projects executed by my administration include:¾ Electrification projects at Onna Local Government Area: Ikwe Group of Villages¾ Electrification projects at Ikot Udo Ide, Nsit Ubium Local Government Area¾ Electrification projects at Ikot Obio Atai, Itu Local Government Area¾ Electrification projects at Ikot Akpan Ibesit, Oruk Anam Local Government Area¾ Electrification Projects at Ibianga Ikpe, Oruk Anam LGA.¾ Electrification Projects at Iwere Clan, Ini LGA¾ Electrification Projects at Itak Eyulor, Mbo LGA¾ Electrification Projects at Ifa Ikot Idang, Uyo LGA¾ Electrification Projects at Nung Ukim Ikono, Uyo LGA¾ Electrification Projects at Ikot Ekang, Itu LGA
• In less than four years, this administration has changed the narrative on access to potable water in rural communities in Akwa Ibom. Consequently, rural water deficit is on a very low percentage.

Environment and Mineral Resources:
My administration has worked hard in the past three and half years to ensure safe and clean environment, and has also harnessed our mineral resources to the benefit of the State. Many achievements have been recorded and they include:
• Re-Introduction of Monthly Environmental Sanitation with improved level of cleanliness and participation in the exercise such that in a recent survey carried out by “Clean Up Nigeria”, Akwa Ibom State and Uyo Capital City were adjudged the Cleanest State and Cleanest State Capital in Nigeria.
• Improvement on the waste evacuation process in the State capital. Signing of Agreement with P and A Environmental Solutions Limited on the establishment of Municipal Solid Waste Management and Recycling Plant in Akwa Ibom State.
• Keeping a clean environment through daily sweeping of roads, vegetation and liter control, and desalting• Facilitation of Akwa Ibom State participation in the Nigeria Erosion and Watershed Management Project
(NEWMAP) a World Bank Assisted Project.• Facilitation of the installation of Early Flood Warning System by NEWMAP in Oron LGA• Facilitation of the installation of Hydro-Meteorological Systems by NEWMAP and Cross River Basin
Authority in Abak, Onna, and Etinan.• Prioritization of 10 intervention sites and selection of three sites for immediate intervention. These
three sites are: St. Luke's Hospital gully erosion site; Etim Umana gully erosion site; IBB flood control project.
I. Etim Umana Gully Erosion Site• Implementation of emergency intervention to avert a potential major environmental disaster in Uyo
metropolis.• Securing the final approval of the engineering design for the site by the World Bank• Completion of four mandatory safeguard studies namely: Environmental and Social Management
Plan, Monitoring and Evaluation Baseline Data Collection, Livelihood Needs Assessment, and Resettlement Action Plan (RAP).

• Implementation of the Resettlement Action Plan for the site to facilitate the implementation of erosion control works

iii. IBB Avenue And Environs Flood Control Project• Final version of engineering design re-submitted after being reviewed severally by the World Bank
to obtain the most cost-effective technical design • Mandatory safeguard studies namely: Environmental and Social Management Plan, Monitoring
and Evaluation Baseline Data Collection, Livelihood Needs Assessment, and Resettlement Action Plan (RAP) are in advanced stages.
• Successful hosting of the first Akwa Ibom State Climate Change and Clean Energy Summit/Expo and developed a Roadmap for Sustainable (Green) and Resilient Economic Development for Akwa Ibom State. The Roadmap highlighted strategies and mechanisms that the State Government in collaboration with development partners will implement to foster low carbon and high economic development while building climate resilient society.
• Hosted a Side Event at COP22 in Marrakesh, Morocco, where His Excellency presented Akwa Ibom State's Roadmap for Sustainable Development to foreign investors.• Establishment of Mineral Resources Environmental and Management Committee (MIREMCO).

My administration identified health care reformation as a major driver that could enhance Akwa Ibom State economic development and therefore, made the provision of qualitative healthcare delivery services a priority, in line with my five-point agenda. From 2015, I have recorded the following achievements in the health sector:
1. Primary Health Care DevelopmentGOVERNANCE, OWNERSHIP AND LEGISLATION: Assent to the bill on the establishment of Akwa Ibom State Primary Healthcare Agency/Board. Appointment of the Executive Secretary and constitution of the Board for effective take off of the Agency is in process.
Saving One Million lives Performance for Results (SOML P for R), My administration has been working with support from the Federal Ministry of Health on implementing programme on maternal new-born and child health on all the pillars of:
• Malaria, • Nutrition, • Immunization, • HIV/AIDS, • Essential drugs, • Logistics management, and • Infrastructural development in strengthening Primary Healthcare
Malaria ProgrammeThree Million, three hundred thousand (3.3 Million), Long Lasting Insecticide Nets (LLINs) supplied with funding from the American President Malaria Initiative (PMI)/United States Agency for International Development (USAID) to be distributed to every household in Akwa Ibom State. Arrangements are on-going to recruit 16,000 indigenes of the State for the campaign.

HIV/AIDS Programme Under my administration, Akwa Ibom State has received 727 test kit packs on HIV/AIDs. The objective is to ensure that all women attending antenatal clinics are counselled, tested and result collected as a strategy to combat HIV/AIDs.
Maternal, New-Born &Child Health (MNCH) • Conducting maternal, Newborn and child health week where all programmes on primary
healthcare are emphasized including Nutrition and Immunization • The State is in receipt of thirty two (32) motorcycles from WHO for all diseased notifications and
surveillance officers in the thirty one (31) local government areas for active disease surveillance and notification

hospitals• Paper work by and on patients is significantly reduced• Makes patients' referrals online possible, quick and easy• Durability of patients records assured
