Bonjour,
Welcome to the winter edition of Québec Culture, featuring a host of exciting cultural offerings from Québec on this side of the Atlantic.
We begin by inviting all visual arts enthusiasts to travel to Québec City and brave its crisp winter weather to experience Manif d’Art 9 (16th Feb to 21st April), curated by Jonathan Watkins. This unique winter biennal takes over 60 indoor and outdoor locations across the city, including a central exhibition at the magnificent Musée national des beaux-arts du Québec.
On your way, you might also consider a quick stopover for Montréal en Lumière (21st Feb to 3rd March) and discover the joy of our wintertime through a unique programme of performing arts, gastronomy and outdoor family activities including a host of interactive and technological installations fusing art, lighting and technology.
For an even wider selection of festivals and events to add to your diary, please turn to pages 10 and 11 where you will find something for everyone in any art form. Please get in touch with the cultural team if you have any questions or to discuss the option of travel grants for programmers.
We hope to have the opportunity to catch up with you this winter at one of the many cultural activities from Québec on offer in this brochure or indeed at one of our events celebrating La Francophonie this March. This will include the popular Match International d’Improvisation (3rd April, London). Francophiles are invited to enjoy a friendly battle between two teams of actors from Québec and the UK as they mix humour and ingenuity to win the public’s votes. This is an original concept from Québec, best described as a cross between improvisational theatre and ice hockey. These celebrations are an occasion for us to promote the richness and dynamism of the French language in all its diversity and encourage intercultural dialogue. Further events in literature, music and film will be announced in due course on our website.
As always, Maude and her team would love to hear more about any cultural projects in development you may have with Québec. Please don’t hesitate to get in touch.
From all of us at the Québec Government Office in London, we wish you all a very happy and fruitful 2019.
Bonne lecture!

Small Between the Stars
I was invited to see the 2017 Manif d’art and was immediately struck not only by its quality and smartness, but also by its engaging nature. It was refreshingly unpretentious and accessible to visitors. My guide was Claude Belanger, Manif’s Directeur général et artistique, a man who has done an enormous amount for contemporary art in Québec, and we seemed to be very much on the same wavelength, art-wise, so when he asked me if I would be interested in being considered as Guest Curator for 2019, how could I say no?
The theme of this Biennial is inspired by its location, by the fact that easily we can see “through” Québec City to the natural world – the clear imposition of a city onto landscape, and nature seen beyond its skylines – and its timing, which sees a typically hard winter turn into spring. The title, Small Between the Stars, Large Against the Sky, is a paraphrasing of lyrics by Leonard Cohen (Stories Of The Street, 1967). Throughout his life, this extraordinary artist – incidentally from Montréal, Québec - was preoccupied by our place in the natural order. Our cultural achievements, from Cohen’s point of view, should be seen within the context of a much bigger universal picture that challenges conventional ideas of art versus nature, of art somehow transcendent or at least an improvement on what is found in nature. Art instead is an all-too-human institution, and humanity is (despite our tendency to exceptionalism) acknowledged as a natural phenomenon, and so this Biennial draws attention to continuities between art and everyday life. Its proposition is thus more philosophical than ecological, but, given the conclusive scientific evidence for man-made climate change, environmentalist references will be inevitable. Art is likewise man-made, and culturally specific – specifically derived from western humanist culture – and so “first world” (“fine”) art in this biennial will be foiled by art works made by indigenous and aboriginal people (e.g. First Nation and Sami), exemplifying distinctly different understandings of the natural world. The 2019 Québec City Biennial will not be didactic, or overtly issue-based. Our experience in the natural world is, literally, wonderful and this corresponds to a phenomenological “this-is this-ness” and an essential abstraction that is alive and well in contemporary art practice. In other words, the artistic response to stars and skies (and waterfalls and frozen harbours) is not so much one of representation, but rather of the apprehension of where we are, against and between enormities we usually take for granted. Somewhere between the local and cosmic are the regional and the national. Being English, I’m fascinated by the perceived differences between Anglophone and Francophone Canada. These two cultures certainly could be more open to each other and, likewise, the wider world should be encouraged to be more aware of what Québec has to offer culturally. I’m loving this adventure, encountering an extraordinary artistic integrity along the way – to a large extent due to the prevalence of artist-run spaces – and am keen to share it with others. In short, it is a pleasure being small between the stars, against a québécois sky. Jonathan WatkinsCurator & Director of the IKON Gallery, BirminghamGuest Curator 2019 Manif d’art, Québec City
