EU Twinning Project Capacity Building Concerning Presantation and Usage of the General Government Financial Statistics
This is a Twinning Partnership between the Ministry of Economy and Finance of the Republic of Italy and the Ministry of Finance of the Republic of Turkey. Bu Eşleştirme Ortaklığı İtalya Cumhuriyeti Ekonomi ve Maliye Bakanlığı ile Türkiye Cumhuriyeti Maliye Bakanlığı arasında gerçekleşmektedir.

Approach to Component 1 - Improving the Legal Framework An evaluation grid be adopted to analyze national, EU and international provisions and practices, related to public data transparency and financial statistics standards, i.e. aspects such as:
o Coverage and reliability o Frequency and timeliness o Data relevance, quality and integrity o Standard classifications and harmonization requirements o Fiscal risk disclosure and early warning systems o Long-Term Fiscal Sustainability Analysis o Citizens’ budgets
By comparing the results of the national and international review, discrepancies will be highlighted and proposal for legislative revision made. This work will be complemented by additional inputs from each project component.
Italy has recently addressed similar issues, since 2008 and on-going:

Approach to Component 2 - Implementation of Data Mining Methods
Supporting the implementation of datawarehousing and transferring know-how on data mining methods in order to:
o extract and transform available data from GDPA databases (KBS and SAY2000i) into meaningful and useful information
o operating data quality assessments and data cleaning procedures
o enable administrators and managers of information systems, as well as external stakeholders to use the data
Two training sessions on data mining methodologies will strengthen GDPA’s staff capabilities on dealing with large datasets and study visits will promote exchange of experiences.
Italy has relevant experience on big data concerning public finance: RGS’s unitary data monitoring system (BDAP,SIOPE,MOP, etc.) and datawarehousing experience CSI-Piemonte specific expertise in Business intelligence

Approach to Component 3 - Building up an Early Warning System Support the creation of a decision support mechanism and an early warning system, using :
o at the macro level: experience coming from the EU financial and macroeconomic imbalances and surveillance mechanism (MIP)
o at the micro level (single admnistrative units): performance indicators selected for the “score cards“ to be developed under component 4

Italy has gained expertise to comply with both national and international
RGS and Istat produce the data and documents required for the EU surveillance mechanism
RGS runs audits on public administrations through its inspectors CSI- Piemonte’s engagement with local administrations

Approach to Component 4 – Improving the Public Financial Analysis Techniques
This component aims to improve public financial analysis techniques drawing on EU practices as concerns the production of consolidated public finance statistics and individual institutional data:
o Guidelines on public financial analysis techniques’ standards will be drawn
o Increasing staff knowledge of accounting and financial analysis techniques, including ESA2010
o Developing score-card indicators and benchmarks on the performance of single public administration units
Italy has recently addressed similar issues at the central and local level:
Different techniques of data analysis within spending review cycle through expenditure benchmarking, composite indexes,
multivariate scores, regression analysis on standard requirement and costs of municipalities

Approach to Component 5 – Publishing a Citizen’s Budget
Financial data provided by governments are not always understood by the general public and are presented according to aggregates and categories relevant to the administrations but not to citizens. In order to set up a standard layout / template for a Citizen budget the project will explore:
opractices in European countries, IMF, OECD and EU recommendations
opotential users, such as academicians, local branches of international organizations and civil society representatives
o the application of ICT technology to make the Citizens’ budget and/or other policy-driven budgeting representations an interactive tool
Italy has recently addressed similar issues at the central and local level:
On-line open data of the State Budget and Citizens’ budget An environmental budget, ODA budget and (planned) gender budget
There is a specific legislation on transparency requiring local administrations to publish Citizens’ budgets

Approach to Component 6 – Harmonisation to the data dissemination standards
A road map for harmonization to data dissemination standards, mainly through:
o the transfer of practical skills and theoretical knowledge on : o how to reach international and EU standards and best practices, through the
standardization of documentation, a variable inventory, a metadata repository o meeting international standards as concerns regular data transmission o data quality, scope, coverage, comparability, transmission issues, also in order to
reach a broader public and to better serve users o Statistical Data and Metadata Exchange (SDMX) standards
o experimenting innovative dissemination practices (including open data)
Italy holds recent and increasing experience in this field and additionally in:
profiling users to offer customised services/products through dedicated channels leveraging multimedia and digitalisation effectively
monitoring the dissemination process and measuring communication impacts
