ASTAR- OVERVIEWASTAR,theArcticStrategicTransportationandResourcesstrategicplan,willidentifyaseriesofcumulativebenefitsthatmightbederivedthroughtheconnectionsofcommunitiesintheNorthSlopeandNorthwestArcticBoroughs.

Thesecumulativebenefitswillincludeincreasedculturalconnectivity,reductionincoststoNorthSlopecommunitiesfordrygoods,fuelandconsumables,decreasedcostforrehabilitationoflegacywellsintheNPR-A,moreefficientdevelopmentofstateandfederalhydrocarbonresourcesandincreasedeconomicactivityprovidingjobopportunitiesfortheregion.

ASTARwillprovidetheimpetusforrapiddevelopmentofrecommendationsfor“shovelready”projectsinshortorderfosteringeconomicinvestmentintheNorthSloperegion. TheidentificationofcumulativebenefitswillprovideapositiveoffsettotheBureauofLandManagement’sidentificationandfocusoncumulativeimpactstodevelopmentintheregion.

ASTAR- OBJECTIVES

Theidentifiedprojectswouldprovidecommunityconnectivityandconnectivityforresourcedevelopmentandremediationthrough:• Useofalandscapeapproachtoidentifyandevaluatestrategicarctic

resourcesintheNorthSloperegion;specificallycommunityinfrastructure,resourcedevelopmentpotential,andregionalconnectionneeds

• Collaborativeworkwithcommunities,theNorthSlopeBoroughandotherkeystakeholdersintheregiontodevelopasharedvisionandsupportresponsibleresourcedevelopment

• Identifyingpotentialdevelopmentopportunitiesthatofferthemostbenefittotheregion,sothattheseprojectscanbeadvancedtothepre-implementationstage.

• Connectingcommunitiesandresourcestobeabletomaximizeinvestmentdollarsformaximumpublicbenefit.

• TherecentStateandfederalleasesalesintheareahaveseenenormousinterestandactivity

AkeydeliverableoftheASTARprojectwillbeastrategicplanningdocumentthatprovidesalandscapelevelinfrastructureanalysisusingacumulativebenefitsapproachforthedevelopmentpotentialofthenorthsloperegion.Theresultingdocumentwouldidentifyandevaluate:• Arcticresourcesandtheirdevelopmentpotential• Opportunitiesforcommunityconnectivityandinfrastructure• Projectsthatmaximizeregionalbenefits• Opportunitiesforrepurposingexistinginfrastructuretoservenew

needs• Opportunitiestoworkmorecollaborativelywithcommunitiesand

stakeholdersintheregiontodevelopasharedvisionforresponsibledevelopment
