The purpose of this plan is to provide guidance, establish responsibility, and ensure coordinated operations between State of Washington government officials (state/local) and amateur radio emergency communications organizations

Replace or remove the authority of the local Emergency Management Jurisdiction. The plan only provides support when requested to do so by the local jurisdiction.
