Vast majority (90%) live in flats, mainly tenements (82%):

34% private rented (higher than Edinburgh average - 14%)

Notoriously hard to reach group: tenants feel powerless, landlords struggle to see benefits to them

Nearly 20% likely to move soon

• Identify impact (CO2)/ behaviour change

Recalcitrant owners• Tenements Act (Scotland

2004)– majority of owners can decide

repairs and maintenance actions

– an owner can apply to sheriff’s court to annul decision

– Sheriff decides whether improvements/ alterations unfairly prejudice any owners/ or in their “best interests”

• Tenement title deeds prevail

“No one feels happy pushing through an improvement against opposition”
