Environment clearance (EC) for Lara STPP, Stage-I has
already been accorded vide MoEF & CC’s letter no. J
13012/79/2007-IA.II(T) dated 13.12.2012 for a capacity of
1600 MW (2x800 MW). The project is in its advanced
stage of completion, Unit 1 (800 MW) expected to be
commissioned by March, 2017 and planned for
Commercial Operation (COD) in April, 2017.
Lara STPP, Stage-I is linked to Talaipali Coal Mining
Project of NTPC and production from the coal block is
expected in November, 2019.
In view of the above NTPC applied for “Bridge Linkage”
vide letter dated 11.02.2016 as per Ministry of Coal (MoC)
policy guidelines published on 08.02.2016. M/s Coal India
Ltd. (CIL) has in-principle decided to allocate coal from
Lakhanpur Coal Mine of MCL and Korea Rewa Coal Mine
of SECL in its meeting for grant of Bridge Linkage held on
29.04.2016. The same has been communicated vide
Office Memorandum (OM) no. CIL/S&M/Power/174 dated
09.05.2016.
Further the same Bridge Linkage was approved by

Ministry of Coal and communicated to CIL vide Letter
dated: 02.06.2016.
Under these circumstances, NTPC needs to transport the
coal from the above mentioned coal blocks (Lakhanpur
block & Korea Rewa block) to Lara STPP by road
(approx. to and fro distance-115 Km).
4. New Expansion/ Modernization Amendment in EC is sought for:
� change in coal source from Talaipali Coal Mining
Project to Lakhanpur Coal Mines of MCL and Korea
Rewa Coalfields of SECL, and
� transportation of coal from Lakhanpur coal block to
Lara STPP by road.

then on State Highway and finally entering into
MCL mining area. In order to reach Lakhanpur
Mines, trucks/ dumpers shall follow the internal
approach road of MCL.
b) Exit: In order to exit, the loaded trucks/
dumpers shall run on internal mine road/
existing single lane road of Lakhanpur Mines
(approx. 7-8 Km) which is connected to
NH49/200 at Lakhanpur area Mandir (Exit
Point shown in sketch). Then the trucks/

dumpers shall run on NH49/200 upto
Rengalpali Chowk and then follow the
approach road of Lara STPP to reach the site.

Lara STPP.

construction or operation? Yes Coal for Lara STPP is to be obtained from
TLCMP of NTPC located in Chhattisgarh
through MGR system. As the coal from TLCMP
will be available from November, 2019 onwards
only, bridge linkage has been facilitated by
MoC from Lakhanpur and Korea Rewa blocks
of MCL and SECL respectively till TLCMP is
operational.
In view of the above, NTPC plans to transport
coal from Lakhanpur and Korea Rewa coal
blocks to Lara STPP by road network.
Existing National Highway/ State Highway is
being used for transportation of construction
material and the same shall be used for coal
transportation also.
Considering the bridge linkage from Lakhanpur
mines for both the Units (2x800 MW), coal
(grade G-13) requirement (90% of normative
requirement) would be approx. 15,554 MT/day
for which approx. 2074 truck trips having
average capacity 15 MT for to and fro distance
of 115 Km is anticipated. This will generate
additional traffic on road.

there will not be significant difference in air quality
predicted in EIA due to change in source of coal.

CPD dated 11.04.2016.(iii) Letter No. FU-35/2014-IPC dated 15.01.2015 of Ministry of Power.(iv) CIL's letter No. CIL/S&M/Power/185 dated 16.05.2016 and another letter no. CIL/ S&M /
Power/188 dated 17.05.2016 followed by Corrigendum vide letter No. CIL/S&M/Power/207dated 27.05.2016.
In reference to the above, I am directed to state that Coal India Ltd. has sent offer of coal supply under Bridge Linkage to different power plants. But for each power plant they have offered a range of Grade of Coal. As such for each unit of a power plant, 'Agreed requirement of Coal' i.e., 90% of 'Normative Requirement' have been calculated for each grade of coal (within the offered range of grade of coal) separately considering supply of total quantity of coal of that pa1ticular grade only and not that all the quantities mentioned against each grade of coal for a particular unit of a plant are to be supplied. For example, in SI. No. 1, in case of Unit 8 of Koradi TPP, the Agreed Requirement of Coal has been calculated as 1.624709 MT if G8 grade coal supplied OR l .730678 MT if G9 grade coal supplied OR 1.851379 MT ifGlO grade coal is supplied and not that 1.624709 MT of G8 grade+ 1.730678 of G9 grade+ 1.851379 MT of GlO grade coal is to be supplied. Accordingly yearly quantities under bridge linkage have been calculated for all the cases.
Therefore, based on the above mentioned letters of CIL, Ministry of Power and minutes of the special meeting of SLC(LT) held on 18.03.2016 the statement for quantification of "Bridge Linkage" is enclosed herewith
as Annexure - I, for your kind perusal and necessary action please.
