2018 Key Findings
• Overall political violence risk levels worldwide have increased for the third year in a
row. We have raised 14 country risk ratings and lowered only six.
• The likelihood of interstate conflict, even involving major powers, is at the highest point
since the end of the Cold War. This is due to growing geopolitical competition, and
weak leadership in international diplomacy.
• Transport was the business sector most targeted by terrorists followed by construction.
• The number of terrorist attacks in Western countries in 2017 was roughly double that of
2016. But the total number of casualties in both years was broadly the same, meaning
that the lethality of attacks has fallen.
- 2016, 96 attacks and 1,133 casualties
- 2017, 204 attacks and 1,092 casualties
• Terrorist bombings have become less lethal.
