1 Base InformatIon & IdentIfIcatIon of natIve vs. non-natIve communItIes
The primary source for this analysis is the Vegetation Communities Map provided in Appendix B of the July 2016 Draft Mud Creek Subwatershed Class Environmental Assessment. The preparation of the Environmental Assessment has been an ongoing process, spanning over a decade. As such, we note that the conditions as shown in this figure may no longer accurately reflect existing conditions, however they do provide a single source of data for this analysis. Furthermore, the Landowner Group and their consultants do not agree in all cases with the quantity, quality and location of identified vegetation communities in the July 2016 Draft Mud Creek Subwatershed Class Environmental Assessment.

The information provided above relating to vegetation community characteristics has been retrieved from Table 3: Summary of Ecological Land Classification Vegetation Communities within the Mud Creek Study Area, of Appendix B (July 2016 Draft Mud Creek Subwatershed Class Environmental Assessment). The Vegetation community areas and boundaries were provided by CH2M Hill and their consultants, LGL Limited. The lines provided were not legally surveyed and are approximate limits only, digitized from ortho imagery.
Analysis of Existing Vegetation Communities at 323 Oxford Street West
The majority of existing vegetation communities located in the portion of the Mud Creek Subwatershed that is within the subject lands (323 Oxford Street West) are identified as being of non-native and/or invasive dominant species. These areas are described as being degraded and of poor quality, often having resulted from or maintained by anthropogenic based influences. As presented in the EIS, the FOD5-7 and MAM2-5 are the only vegetation communities identified as being native-dominant and comprise 12% of the vegetation communities within the subject lands.

The Municipal Infrastructure Group Ltd. (TMIG) was retained in 2016 by Sam Katz Holdings Limited to provide a solution for the uncontrolled flooding that occurs on the subject lands, at 323 Oxford Street West, with the intention that the proposed solution would be appended to the final Mud Creek Subwatershed Class Environmental Assessment. TMIG has been coordinating their modelling, calculations and proposed solution with City staff and their consultant team throughout the duration of this exercise.
TMIG Memorandum “Conceptual Design Of Mud Creek Re-Alignment On The ESAM Lands For Informing The Mud Creek Subwatershed Class Environmental Assessment”
The memorandum prepared by TMIG addresses design considerations such as the Beaverbrook Avenue Extension, potential local roadway crossings, the preferred alternative of the Mud Creek Subwatershed Class Environmental Assessment, existing culverts and storm sewers, storm event peak flows, meander belt width, and riparian storage. The proposed corridor provides opportunities for an enhanced creek and vegetation system, and comprises the following areas:

*The Mud Creek EA (July 2016) identifies an existing sanitary sewer that runs parallel to the Mud Creek channel from Oxford Street West to Wonderland Road. This sanitary sewer extends north of Oxford Street West, and is located underneath the channel.
According to the EA, “the 1050mm diameter sanitary sewer was constructed in 1965. Therefore, this sewer is unlikely to be replaced for another 40‐50 years. However, this sanitary sewer does not have a standard maintenance access road to allow for regular flushing.”
North of Oxford Street, the condition of this sanitary sewer is substandard in terms of manhole arrangement, and required upgrades are anticipated in the coming years

The proposed realignment of Mud Creek nearly triples the retained and enhanced Natural Heritage lands located within and adjacent to 323 Oxford Street West, post development, increasing this area from 4.10 ha to 12.73 ha.
Benefits of the Mud Creek Realignment include:
• A potential dedication of +0.38 ha of parkland to the City – part of a 1.92 ha total land dedication.
• A potential 5 m wide buffer block, including a trail +0.42 ha, in addition to the 60 m wide valley corridor.
• A restored meadow marsh, 4.6 x larger than the existing marsh.
• an increase in total native dominant vegetation communities
from 1.56 ha to 8.23 ha (more than 5 x the existing condition).
• a connected and restored channel, over 1 km in length.
• Controlled stormwater runoff.
• Traffic and infrastructure improvements, including the relocation and upgrade of sanitary sewers.
