The death toll in the fireat FR Tower in Dhakaraise to 25, police said onFriday as the authoritiesresumed the detailedsearch in the morning.Police deputycommissioner (GulshanZone) Mustak Ahmed ataround 9:40 told mediathat 19 bodies were keptin different hospitals andsix bodies found duringthe search in differentfloors of the building.A total of 24 bodies werehanded over to theirrelatives in the meantime.Identities of the deceasedwere not disclosed by thepolice or otherauthor ities as the f ireservice and civil defenceofficials said they wouldbe continuing search andrescue operations ateighth to 11th floor of thebuild ing until Fridaymorning.

Investigators have foundthat an Indian air defencemissile was fired shortlybefore the crash of a Mi17V5 helicopter at Budgam,near Srinagar on February27, which resulted in thedeaths of six air forcepersonnel and a citizen onground. The investigatorsare examining thesequence of events whichpreceded the crash.The f inal momentspreceding the crash ,including if the IFF(Identity, Friend or Foe)systems were switched onor not, are being carefullylooked at to determinewhat went wrong. The airforce brass, highly placedsources told ET, has madeit clear that it would notshy away from initiatingcourt martial proceedingsagainst personnel if theyare found blameworthy inthe inquiry.ET has learnt that thefocus of the investigationnow is to determine ifmultip le layers ofsafeguards meant topro tect assets f romfriendly fire failed and howsystems need to beimproved to prevent anysuch incident in thefuture. Sources said thatthe missile – believed tobe of Israeli origin – wasactivated after an airdefence alert wassounded over Jammu andKashmir, besides otherparts of the border, after aover 25 Pakistani air forcejets were detected alongthe border on the morningof February 27.The alert, sources said,indicated that Pakistanijets may be trying tobreach the border for astrike on Indian militarytargets and there wereconcerns that armedUAVs available with thatcountry may also havebeen deployed. A slowmoving target like the Mi17 V 5 helicopter couldpotentially be mistakenfor a low flying armedUAV homing into an airbase, according to these

In its officialstatement, the Pakistanimilitary acknowledged theaer ial battle overNowshera but said itsfighters were not involvedin the chopper incident.Mi17V5 is one of thesturd iest choppers inservice across the worldand is not usually proneto technical fau lts ofcatastrophic nature.Eyewitness reported thata loud explosion washeard in the air before thechopper crashed in a trailof smoke, indicating apossib le catastrophicexternal event contributedto the incident.

The Goods and ServicesTax, GST Authority hasclarified that transfer orchange in the ownershipof business will includetransfer or change in theownership of businessdue to death of the soleproprietor. In a circular,Central Board of IndirectTaxes and Customs, CBICsaid, that the transferee orthe successor will beliable to be registeredwith effect from the dateof such transfer orsuccession , where abusiness is transferred toanother person for anyreasons, including deathof the proprietor. It said, the applicant willbe required to mention thereason to obtainregistration as death ofthe propr ietor, in theregistration form, GSTREG-01 to be f iledelectronically in thecommon portal. The legalheir of the dead soleproprietor will be requiredto give application forcancellation of theexisting registration.

The GST IdentificationNumber, GSTIN oftransferee to whom thebusiness has beentransferred is alsorequired to be mentionedto link the GSTIN of thetransferor with the GSTINof transferee. In case ofdeath of sole proprietor, ifthe business is continuedby any person beingtransferee or successor ofbusiness, it shall beconstrued as transfer ofbusiness. In case oftransfer of business onaccount of death of soleproprietor, the transferee or successor will file FormGST ITC-02 in respect ofthe registration to becancelled. CBIC said, amechanism has beenspecified for transferringunutilised input taxcredit. In an another circularrelated to verification ofapplications for grant ofnew registration, the CBICsaid there have beeninstances whenregistration gets cancelleddue to one reason or anyother reason , suchbusinesses prefer to applyfor new registration rather

than applying forrevocation of cancellationof registration. It said,there is possibility thatsuch person might nothave furnished requisitereturns and not paid taxfor the tax periodscovered under the old orcancelled registration. I t added that suchpersons would berequired to pay allliabilities due from themfor the relevant period incase they apply forrevocation of cancellationof registration. Hence, toavoid payment of the taxliabilities, such personsmay be using the route ofapplying for f reshregistration. One can takeseparate registration onthe same PAN in the sameState.CBIC has asked itsofficials to exercise duecaution while processingsuch applications. I tclarified that not applyingfor revocation ofcancellation ofregistration will be deemedto be a deficiency andcould be reason forrejection of application fornew registration.
