Evolution of e-democracy

1) THE INTERNET, A NEW POLITICAL PARADIGM

New Technologies e-Democracy

New and better possibilities to exercise our rights: e-Politics New forms to do politics

e-Vote e-Citizenship

Imagining Internet as a political instrument to convince and to activate citizenship.

Examples: Make Poverty History

all the e-mails about political, social or cultural revendications

THE IDEA OF “PASS THE WORD” IS VERY POWERFUL

The new political theory :

OPC’s: Online Political Citizens

Nowadays OPC’s represents 7% of American Population

10% of European Population

An example:

In the U.S.A,

only 50% of citizens are active in political discussions and debates

only 50% of citizens practice their duty of vote

BUT THE GREAT MAJORITY OF CITIZENS ARE ACTIVE USERS OF THE INTERNET. ONLINE POLITICAL CITIZENS HAVE THE OPPORTUNITY OF REACTIVATING A POPULATION TOO MUCH APATHETICAL.

2) THE POWER OF BLOGOSPHERE

500 blogs in 1995

15 millions of blogs in 2004

Something is moving… (The wall street journal, The Times…)

The example of French Referendum(Franck Ghitalla’s Report)

295 sites about Referendum specifically

161 against the positive vote versus 79 defending YES.

YES was more important in TV but the NO dominated the INTERNET.

The French Referendum proves that exists a relation between ELECTRONIC ACTIVISM and FINAL RESULTS of one’s political campaign.

Vote YES

Vote NO
