TENURE SITUATION IN THE OECS

Two main types of informal tenures:

1. Squatting/illegal occupation of land2. Family land – customary tenure

PILOTING METHODOLOGY

Pilots selected – Saint Lucia; Saint Vincent

Two areas in each country selected to

capture informal (squatting) and customary

(family) lands.

Study areas chosen based on annecdotal

data and sampling done in a geographical

cluster-census type methodology.

THE PECULIAR CASE OF LAYOU

Current occupiers are heirs of squatters.

Heirs practice family land governance.

Some occupiers gained “permission” to

occupy from a local government official.

LA CROIX - ACCESSHouses are built on steeply sloping land by which access is by foot on a series of make-shift stair cases or on terraced land.

Vehicular access is not facilitated.
