ORGANIZED IN 1867 COUNTY SEAT-CHARLEVOIX

Charlevoix has a total area of 1,391 square miles, 417 miles of it is land and 974 miles of it is water. The population as of the 2010 census is 25,949.

The county government operates the jail. Maintains rural roads, operates the major local courts, keeps files of deeds and mortgages, maintains vital records, administers public health regulations and participates with the state in the provision of welfare and other social services. The county board of commissioners controls the budget but has only limited authority to make laws or ordinances. In Michigan, most local government functions-police and fire, zoning, tax assessment, street maintenance, etc. are the responsibility of individual cities and townships.

CHARLEVOIX COUNTY HISTORY Michigan became a state in 1837 and 30 years later, in 1867, Charlevoix County came into being. From 1837 when Michigan became a state until 1867, this area was a part of the historic Michilimackinac country and was known as Emmet County. Until the 1840’s only an occasional fisherman, trader, hunter or missionary was known to have traveled along its shores where only Indian villages were found. In the 1850’s when small villages started to spring up along its lakes and rivers, Little Traverse, now known as Harbor Springs, became the county seat of Emmet County which extended from the Straits of Mackinac to Grand Travers Bay. By 1860 all the major communities in the area were small villages. As the Civil War ended in the mid 1860’s their populations grew and various forms of government were adopted.

It was at this time that the residents of the area, which was to become Charlevoix County in 1867, became dissatisfied with the treatment they were receiving from Emmet County officials and took steps to organize their own county. According to early records, the supervisors in the vicinity of Charlevoix obtained a majority vote of the board in 1867 to move the county seat from Little Traverse (Har- bor Springs) to Charlevoix. However, in order for the removal the phrase “county site” instead of “county seat” was used and the presiding judge ruled that the county seat remain in Little Traverse. Early accounts relate the following story of the action that resulted in the birth of Charlevoix County:” At the next meeting of the board of supervisors, the northern Emmet County supervisors, three Indians and Dennis T. Down- ing, Emmet County Clerk, convened at 11:00 a.m., near the Village of Bay Shore and immediately adjourned the meeting until the next day at Little Traverse. The Char- levoix delegation of supervisors arrived at Bay Shore at 1:00 p.m., the usual meeting time, to find the board had moved to Little Traverse. By walking all night, they arrived in time for the board meeting the next day and with their majority vote they again voted the county seat to be moved to Charlevoix. All business was immediately adjourned and the Charlevoix delegation returned home. Downing then went to Lansing where he introduced a bill in the legislature to make Charlevoix and Emmet Counties separate counties. Charlevoix became the county seat of the new county. In 1897 Charlevoix gained three extra votes from the islands in the Beaver group which became part of Char- levoix County after Manitou County, which was dissolved in 1869, became a part of Charlevoix County. In gaining three townships in the Beaver group, Charlevoix County lost three of its northeastern townships, Resort, Springvale and Bear Creek townships.
