11. The Engineer is protected from liability under Section 110 of the Civil Defence Emergency Management Act 2002 in respect to his or her services carried out under the direction of the Civil Defence Emergency Management Controller, including liability for Health and Safety.

12. The Engineer shall not be considered liable for any loss or damage resulting from any occurrence during the period where the services are undertaken under the direction of the Civil Defence Emergency Management Controller.

• The frequency of catastrophic disasters appears to be increasing all around the world.

• Increasing world population is leading to dense occupation levels in more marginal habitats.

• These issues combined with modern high speed communication is increasing both the perceived and real impact of disasters on mankind and the built environment.

• Disasters both man-made and natural, some apparently made worse as a result of climate change due to global warming, are resulting in human tragedy and enormous financial losses.

• The world media are regularly bringing us reports of hurricanes and typhoons, floods, mudslides, forest fires, tornadoes, volcano eruptions, and large-scale oil spills, not to mention earthquakes and tsunami, nuclear leakage, mass contaminations and poisonings, war and insurrection.

• The extent of damage potential to infrastructure and to the built-environment appears to be increasing exponentially and along with it, the role of engineers in emergency management, assessment, retrofit and reconstruction.

• Increasingly these roles are filled by private sector engineers – consultants and their employees. Thus there is a need for FIDIC, its regional groupings, it’s Member Associations and it’s member firms to be prepared for future emergencies so that their efforts, following a disaster can be of optimum value.

• It is intended that the guide will provide best practice advice to Members Associations and their member firms, their clients and civil defence/emergency management authorities, both local and national.
