SHOULD YOU BE ELECTED, WHAT ARE THE THREE SPECIFIC AREAS YOU’D LIKE TO CHANGE, ADDRESS,
IMPROVE OR FURTHER RESEARCH AND HOW SPECIFICALLY WOULD YOU GO ABOUT IT?
1. Eliminate medical benefits for our “PART-TIME” elected officials and transfer those savings to the
Sheriff Road Patrols and Fire Department Budgets; a higher priority needs for those tax dollars.
o Full time employees for the Township deserve a good health care plan and my interest in this
issue is to protect their coverage while negating unnecessary waste of taxpayer money by
having to pay for health care benefits for the “PART-TIME” elected officials in the Township.
o Elimination of the health care benefit for the “PART-TIME” elected officials will save the
Township approximately $40,000/year, which in the first year alone can provide for additional
Sheriff Deputies patrolling our roads while also allowing for much needed maintenance
improvements at the Fire Stations on Nye and Bowhall Roads.
o Although the Ohio Revised Code establishes an avenue for Township Trustees to receive health
care coverage, I personally am of the opinion that it is improper for “PART-TIME” elected
officials to collect “FULL-TIME” health care benefits through the Township, their “PART-TIME”
employer.
o I have a FIVE STEP PLAN to accomplish this goal with step three already initiated.
1. Ask each Township Elected Official to refuse the medical benefit.
2. Ask the voters of the Township to ask each Township Elected Official to refuse the
medical benefit.
3. Contact our elected leaders in Columbus and lobby them to change the ORC to enable
flexibility and control to local township governments to make their own decisions in
relation to providing medical benefits to elected officials.
4. As your Trustee I will propose a Township Resolution in support of revising the ORC to
provide flexibility and control to restrict medical benefits for elected officials.
5. Finally, once the ORC is updated accordingly, as your Painesville Township Trustee I will
propose a final resolution to eliminate medical benefits for elected officials.
o Regardless of how my plan plays out in the future, you can rest assured that I will continue to
collect my health care benefits from my full time employer, thus freeing up those tax dollars for
better uses within the General Fund.
o I have been campaigning on this issue for months and the overwhelming response from the
residents I’ve spoken with is one of complete support in my pursuit to remove this wasteful
government spending.
2. Develop long term plans for both Fire and Road Departments to address capital equipment
replacement/overhaul, and then budget accordingly for the future.
o Work closely with other Trustees, Township Administrator, Fire Chief and Road Department
Supervisor to:
1. identify capital equipment replacement/overhaul needs by projecting the life cycles of
current assets;
2. prioritize replacement of those assets;
3. annually, set aside into Reserve Accounts the funding required to ensure that the
purchases are made with CASH ON HAND and thus to obtain best pricing and negate
potential for debt liabilities.
3. Establish an architectural (visual) “identity” for Painesville Township –through zoning codes -
throughout the commercial districts.
o Implementing a historical Western Reserve District Zoning Code.
1. This type of zoning is what is typically experienced in the communities southeast of
Cleveland, notably, in Aurora, Twinsburg and Macedonia.
2. The historical zoning will require new businesses to design the façade of their buildings
with a historical theme that blends fluently into the visual charm established by the
historic landmark homes throughout the Township. It will also require existing
businesses wishing to upgrade their exterior to comply with the historical zoning codes.
3. Ultimately, I envision this new found charm spreading throughout the Township and
across Mentor Avenue into surrounding communities.
4. Regarding Recycling, I want to bring it up for discussion and pursue possible options to the current
policy of not recycling for Painesville Township. If it can be brought back without burdening the
financial situation of the township, I will move for action, while if it is not feasible I will communicate
the specifics including the reasons as to why not.
WHETHER FOR PAST ACCOMPLISHMENTS OR FUTURE GOALS, WHY SHOULD VOTERS ELECT YOU?
I believe I’m the most qualified candidate, as I currently serve as Chairman of the Painesville Township
Zoning Commission with a combined 15 years of elected and government board appointed experience.
In my service I have cast votes on everything from budgetary to personnel matters and even property
rights issues so I surely value the role of government providing services to the community while at the
same time respecting those rights that property owners are entitled to by governance of law.
As a member of the Zoning Commission, I took an active role in implementing zoning changes that
strengthened the restrictions on adult-oriented businesses by placing greater limitations on where new
businesses can open in our community.
I’ve helped draft $12 Million Government Revenue budgets, proposed and voted approval of balanced
budgets, have voted on zoning variances; have earned the respect of the voters and government
employee union labor leaders for being honest, fair and always serving with integrity. I’ve also worked
hand-in-hand with other community leaders in achieving joint resolutions to issues affecting both.
Coupling my local government experience with my 30 years of service in the U.S. Navy (Retired
Command Master Chief Petty Officer [E9] in 2009); I know how to lead, how to get things done and
how to work with others for the betterment of all.
