MINUTES
1. COMMITTEE ATTENDANCE:
Crs J F Englert (Acting Chairperson), L G Bonaventura, K J Casey R C Gee, and
Mayor G R Williamson were in attendance at the commencement of the meeting.
2. NON-COMMITTEE ATTENDANCE:
Also present was Crs R Walker, K May, M Bella and A Paton, Mr C Doyle (Chief
Executive Officer), Mrs B Mather (Director Community & Client Services) and Mrs R
Pakowski (Minute Secretary).
The meeting commenced at 1:00pm.

Purpose
Attached is a copy of the Community and Client Services Monthly Review for the
period
1 - 24 November 2017.
Officer's Recommendation
THAT the Community and Client Services Monthly Review covering the period
1 - 24 November 2017 be received.
The Director Community & Client Services spoke to the report and provided a brief
overview of the directorates activities for the November 2017.
Cr Gee requested Sport and Recreation section be added to the Highlights of the
Monthly Review Report, as of February 2018.
Director Community & Client Services (DCCS) agreed to include Sport and Recreation
section into the report, especially with the Sports Expo coming up in February 2018,
and also the North Queensland Games in Mackay in May 2018.
Cr Bonaventura stated in relation to the Pathways of Performance, he attended the
Educators launch. It is a great program and that children attending remote schools, not
only from Mackay Region, but also further afield, are given the opportunity to see a
performance live at the MECC is a great scheme and Congratulate the staff on their
ongoing efforts to keep the program running.
DCCS thanked Cr Bonaventura for the comment that it is a very important program and
added that the community engagement role at the MECC particularly in engaging with
children is as important as the events. A small, but important part of their business is
about engaging with children, who do come from Isaac, Whitsunday and further afield.

Cr Bonaventura raised a past dog complaint regarding Winston the dog, and noted that
part of the owners conditions were that the dog had to be de-sexed by the end of
November. Does Council know if that has occurred?
DCCS confirmed that advice was received that Winston had been desexed on 30
November 2017.
Cr Casey noted that it was good to see the Dalrymple Coal Terminal and other larger
businesses were holding their Christmas parties at the MEC, and feels that it is a very
good sign that times are changing and for the economic outlook in town. Noted that the
planning for the New Year's Party is tracking well. Cr Casey stated that the Corporate
Communications team did a wonderful job publicising the opening of the new Queens
Park Playground, held on Saturday. There was a very large crowd attending and noted
that people had come from far and wide to attend. The Parks team are already making
plans on how to further improve the equipment. Cr Casey Congratulated Ross Willis
and his team on the creation of the playground.
Cr Englert noted that there had been a dog impounded due to an incident biting a child
and possible infection on lyssavirus and asked the Director to give an overview of the
incident and follow up actions.
DCCS stated that the in mid-November two (2) dogs had bitten a young boy and the
dogs were relinquished to Council voluntarily. On the Monday after the weekend, a
member of the public contacted Council to state that the dogs had been playing with
dead bats and were concerned that they had been exposed to the lyssavirus. Officer
immediately contacted the Council's contracted vet, who visited Council pound to
ensure that Council were doing everything correctly in terms of isolating the dogs,
disinfecting the pound, disinfecting the car in which the dog had been in and taking all
appropriate precautions. The vet noted that the likelihood of the dog having contracted
the lyssavirus was possible but no known recorded cases. The dog was destroyed the
following day, which was always the intention given the event that had taken place on
the weekend. Testing for lyssavirus can only be done once the animal is deceased.
Testing was carried out immediately, which showed a negative result and a secondary
test came back negative last week. The advice received from the vet was accurate and
we had taken his advice, but also taking the appropriate precautions.
Cr Casey noted in the SES section they participated in over 103 operational hours contributing to a total of 1,215 volunteer hours for the month. Cr Casey stated that he hopes they have a peaceful Christmas and enjoy the break, as unfortunately, they will be called upon again next year.

8.2 DRAFT MINUTES - VISUAL ARTS ADVISORY COMMITTEE
(VAAC)

Purpose
Attached is a copy of the Visual Arts Advisory Committee (VAAC) minutes of 13
November 2017 for information purposes. The Terms of Reference are in the process
of being updated and will be put to Council for approval when finalised.
Officer's Recommendation
THAT the minutes of the Visual Arts Advisory Committee meeting held on 13
November 2017 be received.
Cr Englert stated that he sits on this Committee and wanted to raise with the Standing
Committee the Komoro Artworks, a large private collection of West Papuan artefacts of
carving and tribal implements, from a resident from Campwin Beach. The collection is
quite extensive, collected over many years and is one of the most significant collections
in Australia, at this time. The collection was offered to the Council, but the issue is that
the collection would require storage facilities. Cr Englert noted that two (2) UQ
Masters students had attended the property and catalogue the entire collection.

Cr Casey noted that Cyclone Saturday is being held this weekend from 8am to 1pm,
Saturday, 9 December 2017. The Emergency Management team will have a stall set up
at Canelands Central and encourages all Councillors to drop in and give a hand to help
inform our community.
