Tanzania NICTBB Development

The NICTBB project is being implemented under the National ICT Backbone Infrastructure Development Program. The Program focuses on building a Broadband ICT Infrastructure that will meet current and future backbone needs in Tanzania and shall have service points at all regional and district headquarters. With this program, two flag-ship national initiatives have been identified:

(a)National ICT Broadband Backbone Infrastructure: Focuses on

the roll-out of a high capacity National ICT Infrastructure Backbone In

all regions of the Country as well as providing cross-border backhaul

connectivity to neighboring (land-locked) countries.

(b)Broadband Access Connectivity: Focuses on establishing regional

and district area networks and Community Information/Knowledge

Centres (CICs) or (Kiosks and Telecenters) by utilizing the existing

infrastructure such as Postal and TTCL Networks.

The program will be carried out in Five Phases, of which Phases I & II

have been already completed.

Project Background:

• Phase I was delivered in June, 2010

• Phase II was delivered in June, 2012

• The Phases together, delivered 7,560 Km of Optic Fibre

• Reduced bandwidth transport charges by 99.2%

• Connection with Sea Cables (EASSy & SEACOM)

• Cross border connectivity for Rwanda, Burundi, Malawi, Kenya, Uganda and Zambia

Three Data Centers will be constructed in Dar esSalaam, Dodoma and Zanzibar

They are designed to be TIER 3 data centers- Tier 3 provide (99.982%) availability equivalent to

down time of 94.608 minutes per year

Dar es salaam and Dodoma Data centers will have 184 service racks, Zanzibar (100 racks)

All with capability of providing the basic services such as hosting, virtual host, and value-added services such as network security, data storage and backup.

One Data center in Dar es salaam: to be ready by August 2015

Optical Fiber expansion and connecting Unguja and Pemba to the NICTBB: to be ready by April, 2015

Implementation of IP-MPLS network (including capacity exapansion): to be ready by April, 2015

The ministry is now in the final stage of developing cyber laws. The laws are divided in to 3 bills namely;

(1) The Computer and Cybercrime Draft Bill, 2014

(2) The E-Transaction Bill, 2014

(3) The Personal Data Protection Bill, 2014

Submitted to the Cabinet Secretariat in July, 2014

Expected to be enacted during Nov. 2014 Parliament

MCST is in the process of developing a National Public Key Infrastructure (PKI) as a way to secure and privatise internet and mobile communications in the country.

While many private oversess organisation do provide PKI services (certificates and signatures, it is recomended that a country to have his own PKI

The government will continue to invest in ICT infrastructures whenever it find it necessary and when no private sector is ready to do that

The government will continue to work very closely with private sector to stir investment in ICT infrastructure under the public private partnership (PPP)

The government will continue to support TTCL as a manager of the NICTBB network in order to make surethey provide state of the art services to customers
