Economic Depression• There was a money shortage after the

Revolutionary War• Farmers suffered because they couldn’t

afford goods• Farmers couldn’t pay state taxes and state

officials seized their land• January 1787 over 1000 farmers marched

to the federal arsenal to seize weapons and revolt against Massachusetts.

• Event becomes know as Shay’s Rebellion

Shays Rebellion

• Rebellion led by Daniel Shay

• Rebellion forced courts to close so judges could not confiscate farmer’s land.

• Event becomes know as Shay’s Rebellion

• Americans worried whether the government could control unrest and prevent violence

Antislavery Movement

• The Revolutionary War brought into focus the contradictions between liberty and Slavery.

• The Quakers in Pennsylvania organized the first Antislavery movement

• Virginia passed a law that encouraged Manumission---freeing of enslaved people

A Call for Change

• Some see that the Federal Government is to weak---they wanted a stronger Federal Government

• James Madison and Alexander Hamilton were the most active in the movement to reform the Articles of Confederation

The Constitutional Convention

• Begins in May of 1787 in Philadelphia

• George Washington chosen unanimously to be the presiding officer

• Edmund Randolph introduced the Virginia Plan– Virginia Plan was the idea of James Madison– A Two House Legislature, a Chief Executive, and a

court system

• Small States objected since representatives were elected based on population of the States

Compromise Wins Out

• Delegates break the deadlock between small and large states.

• Roger Sherman proposed the idea known as the Great Compromise. – Upper House= each state would have 2

members– Lower House= seats would be based on the

population of the state

Slavery Issues

• Three Fifths Compromise---every 5 slaves would count as 3 people for taxation and representation

• Congress would not interfere with the Slave Trade until 1808

Constitution Approved

• On September 17, 1787 the Constitution of the United States is signed.

• Delegates agreed that the Constitution needed to be approved by 9 states to become the Law of the Land.
