Mount Vernon's 2010 taxdebtors list includes PublicWorks commissioner

MOUNT VERNON — The city's 2010 list of propertyowners facing initial foreclosure proceedings forunpaid taxes includes city Public WorksCommissioner Terrence Horton.

The Mount Vernon Comptroller's Office filed an InRem list with the court in December for 117 properties whose owners are delinquent in theirpayments of city, school or county taxes. In Rem isa legal action municipalities take as a first step inforeclosing on a property for nonpayment of taxes.

Typically, most of the owners whose properties arelisted in an In Rem filing pay up before the city takesits next foreclosure step, which will be in April. First Deputy Comptroller Thomas Rajala estimated thatthe list will shrink to 20 properties or fewer by thattime.

As of Tuesday, Horton owed $11,137.11 for taxes,interest and school tax collection fees for 440Franklin Ave., a 42-unit condominium complex hebuilt in 2007-08. According to the city's 2011adopted budget, Horton's annual salary is$116,500.

Horton did not respond to a request for commentabout his property.

The commissioner's name stands out on the 2010 InRem list because of his position in Mount Vernon,but his debt is small compared with others'.

Katman Realty LLC owes $132,545 on 2 South St.,while Jo-Lin Realty LLC owes a total of $278,860 forthree properties at 214 S. Terrace Ave. and SouthMacQuesten Parkway.

Individuals on the list with big debts include$78,866 owed by Ray Copeland for two propertiesat 25 S. First Ave. and 0 Union Ave. Ernestine Smallsowes $96,796 for two properties at 149 S. TenthAve. and 515 S. Eighth Ave.
