John McManus, Secretary 1. John Bednar, API SC17 Chairman, welcomed the group to the meeting at 8:00 AM with
opening remarks, outlining various safety/housekeeping issues.
2. A roll call was completed and confirmed there was a quorum present for this meeting. NOTE: It is the voting member’s responsibility to attend the committee meetings or to notify, via e-mail, the SC17 Leadership and API SC17 Coordinator of your proxy! (Attendee List provided in Attachment A)
3. The 2009 agenda was adopted. Gary Hurta was identified as the acting-secretary to
take notes since John McManus was unable to attend the meeting.
4. The minutes from the SC17 meeting held in Houston, January 16, 2009 were reviewed and a motion was seconded and passed to approve the minutes with exceptions noted by Mike Byrd. A request was made for the minutes from the SC17 / ISO TC67/SC4/WG6 Joint meeting held in Calgary, June 2008 to be revised. A motion was seconded and passed to approve the minutes with exceptions noted by Alf Reidar Johansen [who noted that this request was made in the Houston, January 2009 meeting and the minutes were never amended]. The exceptions were included in revised minutes for both meetings.
5. The updated SC17 Voting Representation Listing (Attachment B), ISO/API Work group Leads Contact List (Attachment C) and Standards Status Matrix (Attachment D) were reviewed.
6. Task Group Chair/Project Group Leader reports.
a. ISO 13628-1/API 17A—Subsea Production Systems i. A joint report (Attachment E) was given by Harold Reeves and André
Maerli. A new work item has been opened in ISO for the next revision of ISO 13628-1 (17A).
ii. Stein Olsen reported that the ballot finalizing the new Clause 6 (April 2009) will be brought into the next revision of ISO13628-1. Annex L, when the ballot is completed will be rationalized with 17P and inserted into 17P when it is issued.

iii. Mike Byrd reported (Attachment F) that his SPE Standardization efforts are focusing on Materials, Welding and Quality Management. His group is now interfacing with the API RP 582 Welding Group. A Motion was made and seconded that a New Work Item (NWI) in ISO and API be created to integrate Mike’s groups work into an API and ISO document for future release in the SC17 and ISO 13628 family of documents. Motion passed. Mike is to submit an SRRR to Ed Baniak (API) and Jens-Henrik to submit a NWI in ISO. Mike, Stein, Harold and André are to review materials status and report at the 2010 Winter Meeting.
iv. Subsea Materials Task Group presentation (Attachment G) was given by Stein Olsen.
NOTE: John Bednar clarified the intent of the various groups within ISO/API addressing materials. Stein Olsen and Mike Byrd will jointly lead a combined team that will stay appraised of the materials work being done by WG8 as well as the actions of the Materials Group established by the ECS. With that background information, they will also address the needs/standards info related to materials for SC17 documents. They have also been charged to work with André Maerli and Harold Reeves (ISO 13628-1/17A), with Alf Reidar Johansen as an advisor, to formulate/propose a 5 year visionary plan for how material issues should best be addressed in ISO 13628 / SC17 documents in the future.
b. ISO 13628-11/API 17B, ISO 13628-2/API 17J & ISO 13628-10/API 17K—Flexible Pipe and ISO 13628-16/API 17L1 & ISO 13628-17/API 17L2—Ancillary Equipment for Flexible Pipe
i. A formal report (Attachment H) was submitted by Krassimir Doynov. Krassimir stated that 17B (ISO 13628-11) and 17K (ISO 13628-10) are published documents with 17K needing reaffirmation next year. 17J (ISO 13628-2) has had an Errata published in 2009. 17L1 (ISO 13628-16) and 17L2 (ISO 13628-17) should be out for DIS balloting this year.
ii. The Flexible Pipe JIP is ongoing and addresses the revisions to 17J and 17B (ISO 13628-2 and ISO 13628-11, respectively). Draft proposals for the two document revisions are expected to be completed by December this year. NWIs for ISO 13628-2 and ISO 13628-11 are to be out by January 2010.
c. ISO 13628-3 (API 17C)—TFL Systems
Harold Reeves reported (Attachment I) that no work has been done on the document since the last meeting and that he was going to recommend that the document be put up for reaffirmation next year.
d. ISO 13628-4 (API 17D)—Subsea Wellheads and Trees
i. Ross Fraser reports (Attachment J) on the status of the second DIS ballot voting and comment resolution efforts stating that his task group would have all comments resolved by the end of the conference (June 09).
ii. Ross stated that the task group had agreed to eliminate the use of pressure differential in the 17 D document. He proposed that an API Technical

Bulletin, being written by Earl Shanks, after approval, be issued to further the understanding and potential use of pressure differential in API Standards.
e. ISO 13628-5 (API 17E)—Production Umbilicals
i. A written report was provided by John McManus (Attachment K) who was not able to attend the meeting.
ii. The group is to issue the document for FDIS by August 2009.
f. ISO 13628-6 (API 17F)—Production Controls i. The formal report was given by Jens-Henrich Neuenkirchen (Attachment L). ii. Jens-Henrik noted a new structure the document was going to take in the
next revision. The joints task groups of ISO and API have begun the work on the revision. Next meeting is scheduled for London in October of 2009. A firm date will be provided later.
g. ISO 13628-7 (API 17G)—Completion/Workover Risers
i. A written report was provided by Brian Keels (Attachment M) who was not able to attend the meeting.
ii. A CD is planned for completion by December 2009. A NWI for ISO passed in April of 2009.
. h. ISO 13628-13 (API 17H)—ROV Interfaces & ROT Intervention Systems
i. The formal report was submitted by Charles White (Attachment N). ii. This effort combines the old 17H (ISO 13624-8) and 17M (ISO 13628-9)
into a new 17H (ISO 13628-13). When this new document is published, the 17M and ISO 13628-8 & 9 will be dropped.
iii. When the new 17H is published, will include the Annex B from ISO 13628-1. Subsequently, Annex B will be removed from ISO 13628-1 at its next revision.
i. ISO 13628-14 Intervention Workover Control Systems (IWOCS)
No oral or written report given.
j. ISO/WD 13628-12 (API 2RD)—Dynamic Risers for Floating Production i. The formal report was submitted by Paul Stanton, see Task Group Chair
report (Attachment O). ii. The ISO 13628-12/API RP 2RD Task Group’s scope of work is to revise
API RP 2RD and to submit the revision to ISO. iii. The group plan to release a DIS of their work by October 2009 and an
FDIS by August 2010.
k. API 17N—Subsea Reliability and Technical Risk Management i. John Allen reported (Attachment P) that the Chairmanship had passed to
Mark Siegmund.

ii. The next effort for 17 N is to determine a way forward with respect to reliability modeling and integrity.
l. API 17O—HIPPS
i. Report presented by Christopher Curran, see Task Group Chair report (Attachment Q)
ii. The current forecast is to have the RP complete by the end of 2009
m. ISO 13628-15 (API 17P)—Templates and Manifolds i. Report (Attachment R) presented by Charles White. ii. It was stated by Charles that he intends to have 17P ready for release with
in a year. With that, it was agreed that the Annex L document would then be released in 17P and ISO 13628-15 (as Clause 7) instead of releasing it in the next revision of ISO 13624-1.
m. API RP 17Q—Recommended Practice for Subsea Qualification
i. Report (Attachment S) was provided by Roger Walls. ii. Roger reported that the initial ballot on 17Q is complete and comments are
presently being resolved.
n. Flowline Connection Group No oral or written report given.
7. Actions Items were reviewed and updated during the course of the meeting. 8. Other Business
a. There were no funding requests identified for 2010. b. PER 15K
i. John Bednar discussed Jim Raney’s presentation that was given at the Roundtable Discussions and noted that Terry Cook (Shell), Brian Skeels (FMC) and Loren Kowalchuk (Master Flow) were to be the SC17 representatives to the PER 15 K committee.
c. Roundtable Discussion i. John Bednar reviewed the Roundtable meeting minutes (See Minutes
under separate cover). d. A motion was made, second and passed that Rick Hill was to begin work on a
document addressing Subsea Insulation.
9. Next Meeting – a. API Winter Meeting (proposed for January 2010 [exact date To Be Determined]
in Houston at the BP offices. b. API Summer Standardization Conference, June 28 thru July 3, 2010 in
Washington DC. 10. The meeting adjourned at 1:00 PM

ISO 13628-1 Design and operation of subsea production systems –
Part 1: General recommendations and requirements
Task Group status report – June 2009
1. Membership of task group Part 1 Project Leader: André Mærli, StatoilHydro, Norway
Convener Subsea Materials Task Group: Stein Olsen, StatoilHydro, Norway
2. Status of work item ISO 13628-1, second edition was published 2005-11-15. It has been adopted as EN ISO
13628-1, November 2005, and as API RP 17A, fourth edition, January 2006 (identical). A
periodical review was concluded 18th
of March 2009, with the recommendation to revise the
standard.
A proposal for a new work item (NWIP), with the purpose to review and revise ISO 13628-1,
was submitted in February 2009. Voting on the NWIP has not been finalised.
The joint API SC17 and ISO TC67/SC4/WG6 meeting agreed to create a Materials task group
to develop the material requirements in the ISO13628 suite of standards. Two documents
have been prepared. The first amendment shall replace Clause 6 in ISO 13628-1, Materials
and corrosion protection” and the second amendment shall be a new Annex L "Materials and
welding of manifold piping and jumpers ".
Due to unfortunate circumstances, the ballot process for the ISO DIS 13628-1 Amendment 1
and 2 has been significantly delayed. The process was finished 1st of April 2009 and both
documents were approved with comments. The task group is currently working with the
documents, and the first draft for answers to the comments and corresponding modifications
in a new draft for FDIS have already been made and issued to the expert group for comments.
The aim is to have the FDIS version ready for balloting within 1st of October 2009.
In parallel, ISO TC67/WG8 is working on a general type “Materials requirements” standard,
ISO 21457, covering both topside and subsea, issued on DIS ballot 4th
of June 2009. As the
expert group for this standard consists of mainly the same people as the Subsea Materials
Task Group, there is a strong focus on issues related to potential overlap and discrepancies. It
is decided that the FDIS of the new clause 6 shall remain as a complete clause covering all
issues related to subsea. In principle, only the detailed parts on corrosion evaluations and
parameters will be taken out of the FDIS and referred to in ISO 21457. This means that there
is some duplication on issues such as CP and fasteners, but the wording is fully harmonised.
3. Updated target dates for deliverables The aim is to have the FDIS version of ISO 13628-1 Amendment 1 and 2 ready for balloting
within 1st of October 2009.

4. Major issues No major issues remain to be solved at this moment.
5. Anticipated new work /new work items The purpose with the proposed new work item is to review and revise ISO 13628-1 (current
revision November 2005) based on the development in the industry and knowledge gained
since last revision.
The following are some key areas identified for the proposed revision:
• Wellhead Integrity: Revise clause 5 with recommendations for riser loads to be
considered in design of wellhead systems and outline methodology for assessing the
wellhead integrity for the design life, including accidental and fatigue conditions.
• System Integration Testing: Revise Clause 7 and Annex C to reflect testing of
subsea processing equipment and systems.
• Subsea Processing: Revise to reflect the recent development in the industry.
• Materials: Incorporate new Amendment 1 Clause 6 and Amendment 2 Annex L.
• System Engineering: Review and revise clause 5 and Annex H.
• Template and Manifold: Align standard with the new ISO 13628-15 Subsea
structures and manifolds.
• Qualification of New Technology: Revise and elaborate to reflect the recent
development in the industry.
• Safety Integrity Level (SIL): Revise standard (typically clause 5 and new annex) to
address implementation of SIL requirements in Subsea Systems. Align with new
revision of ISO 13628-6.
• Description of Subsea Production System: Review and revise Annex A, typically to
reflect the recent development in the industry and to provide an index for this
Annex.
When second edition of ISO 13628-1 was issued November 2005, several issues raised during
the revision process were postponed to next revision. These comments will be reviewed for
possible implementation.
6. Plans for future meetings None. However, a task group should be initiated to discuss the issues mentioned above and
start preparations for developing a new revision. This request should be brought up again at
the joint API/SC17 and ISO TC67/SC4/WG6 meeting at the API Summer Conference 2009.
7. Resource needs (money and/or people) Population of ISO 13628-1 Task Group is necessary to start soon for planned revision work.

The joint API-ISO Flexible Pipe Task Group (FPTG) consists of Subject Matter Experts
(SME) representing the flexible pipe community worldwide. The FPTG assists in

This report describes the status of the ongoing flexible pipe standardization work,
including the status on the Flexible Pipe Technology JIP, whose purpose is the next
revision of the ISO 13628-2/-11 and API 17 J/B standards.
2. CURRENT STATUS

leading to issuing the API 17J Errata, and another request on interpretation FAT testing
acceptance criteria.
Status of ISO 13628-16 / API 17L1, and ISO 13628-17: API 17L2
Formal CD balloting took place between October 9, 2008 and January 9, 2009. The
voting results are:
- 11 ISO member countries voted positively for moving these documents to DIS
stage. One country of these provided a Yes vote with comments.
- 1 country abstained.
The FPTG addressed the comments from the CD stage, and the answers were
submitted to the Secretary of ISO/TC67/SC4 Ed Baniak on June 15, 2009.
The expectation is that the API editors will have the DIS documents of -16 (17L1) and -
17 (17L2) ready in July 2009, and then will be submitted for DIS ballot around August,
2009.

The Flexible Pipe Technology JIP, whose purpose is the next revision of the ISO 13628-
2/-11 and API 17 J/B standards is still ongoing. It has 19 participants – manufacturers,
operators, service companies, country regulators and standardization bodies – a very
broad Industry representation worldwide. The JIP was kicked off in January 2005 and is
about to be completed in 2009. The JIP main task is to work on resolving the most
challenging issues associate mostly with deepwater applications, which cannot be
resolved by simple e-mail correspondence. The final deliverables of the FPT JIP is draft
proposals for the next revision of the API and ISO standards mentioned above – both
expected by the end of 2009.

Task Group (FPTG) activities has been provided in previous reports.

JOINT TASK GROUP STATUS

1. INTRODUCTION
The API 17D task group’s scope is to develop a second edition of the specification, combining ISO 13628-4 and API 17D into a second edition of 13628-4. Once that ISO document is fully balloted & accepted, it is planned that it will be adopted by API as the second edition of 17D. Items considered in the new edition of the specification include:
Revised information on gaskets and flanges
Addressed GLL and HXTs
Revised mudline equipment definitions
Updated pressure testing and qualification criteria
Added annexes on flange bolting, material compatibility testing, lifting devices, and connector qualification testing (omitted from first DIS)
Pressure ranges (limit to 15k equipment)
Updated PSL, material class and temperature class
Clarified wellhead annular monitoring requirements
Consideration of use of differential pressure in design of subsea equipment within the document’s scope.
2. STATUS
The task group developed and released the first DIS of the updated specification on 26 September 2006. Voting closed on this specification on 28 February 2007. The review resulted in 113 pages of comments. The task group completed consideration of those comments in June 2008. The sheer number of remarks prompted the TG to recommend that a second DIS be issued for review. With considerable help from API staff, the TG incorporated those comments into the previous version and issued the second DIS to the secretariat in October 2008.

SUBSEA WELLHEADS AND TREES
STATUS REPORT
The second DIS was fully reviewed and accepted by all of the member groups that voted (ten out of ten). Balloting closed on 06 February 2009 and 35 pages of comments were returned to the TG for consideration. The TG anticipates completing review of those by 30 June 2009. The goal is to incorporate all remarks and return a ballot-ready document to the secretariat by 15 July 2009.
Shortly before receiving the results of the first DIS balloting, the SC 17 leadership requested the task group consider the treatment of differential pressure in the design process for equipment that is in the specification’s scope. Considerable effort has been put into understanding the implications of using differential pressure in the design process and much discussion has taken place. This has occurred not only within the TG itself as broad participation from the subsea community has been encouraged given that the potential influences on subsea equipment design are far reaching. The TG has elected to release a technical bulletin under the API banner which will provide a high-level outline of the considerations that should be made if a user elects to consider differential pressure in their design. That bulletin will be referenced in the forward of API 17D/ISO 13628-4. For the purpose of API 17D/ISO 13628-4, pressure ratings shall be interpreted as rated working pressure (as defined in clause 3.1.41 of the specification).
The TG is also following the ECS task group on the changes to the ASME Section VIII, Division 2 pressure vessel code and what effects it may have on the current document.

1. INTRODUCTION
On June 18, 2003 the NWI was formally sanctioned by SC17 for the API task group to work on a revision to the recently passed joint API/ISO document. The API 17E task group would begin the revision process by correcting or supplementing areas of the document which were deemed weak or incorrect.
In June 2004 a JIP was formed by DNV. The JIP began work on selected items and worked in parallel to the API TG.
In October/November 2004, a NWI was formally submitted by Olav Inderberg to the ISO Committee.
2. STATUS
The API TG dispositioned all comments received and submitted final FDIS version to API/ISO. The DNV JIP, acting on behalf of ISO, reviewed the changes made. The API TG, the ISO Project Lead, and the DNV JIP are conducting Go-To Meetings/Conference Calls to agree on final version for FDIS publication.

1. STATUS
1. The NWI for revision 3 has been approved and both API 17G and ISO 13628-7 task groups continue to work on their respective tasks.
2. The API 17G task group has been meeting every other month making steady progress on the subsea test tree spec and operations checklist. The group has come to a final draft for
nomenclature of parts to be in line with both current and future intervention schemes. The
IWOCS task group has met twice and has prepared its first rough draft of the IWOCS
specification, including umbilicals. Work is still planned for CD completion by the end of 2009.

1. INTRODUCTION
The API 17H and API 17M were adopted in 2004 from ISO 13628-8 and ISO 13628-
9 respectively. A new work item has been identified to combine the two standards
into one new standard titled ISO 13628-13. Comments to the previous release of the
standards will need to be incorporated into the next revision.
The API 17H task group, working with an equivalent ISO team, has the scope of
work to update and combine the existing API-17H / ISO 13628-8 and API-17M / ISO
13628-9 into a single concise specification.

2. PREVIOUS REPORTED STATUS
Statoil has setup a FTP web site to allow universal access to all team members. The
“strawman” document and other supporting documents have been posted to the site.
An ISO work group and an API task group have been assembled, member names and
contacts are listed in section 3.
Several meetings between Erich Luzi and Charles White have been held and a table
of contents have been developed. Using the table of contents a “strawman” document
has been created for use by both teams. Responsibility for chapters of the
“strawman” have been distributed to each team for comment.
The ISO work group has held a few meetings in Europe and the API task group has
held seven meetings in Houston, but with poor attendance.
The ISO team has had good participation at meeting but progress has been reduced
due to the fact that 3 of the members companies have recently merged. The API
meetings have been poorly attended due to competing demands
Updated dual-port hotstab drawings have been obtained and will be incorporated in
the new standard. An additional question has been received regarding a correction to
the units one of the tables. This has been incorporated in the new standard.
3. STATUS
Received the updated document in ISO format from ISO task group. Updated
document was distributed to API task group. Held workshop in late may to review
status of the document and solicit comments to the latest version of the document.
Comments are due by the end of June. We have received one set of comments to
date.
4. MEMBERSHIP
Membership to the task group has had some turnover with several new members
participating. Interest and participation have increased in the past six months. Table
3-1, Table 3-2, and Table 3-3 show the changes in the current volunteer membership
for the API 17H / ISO 13628-8:

I can talk on this subject, but no report.

You have permission to disclose the results of this Phase VIII study to API for the purpose of developing a future Recommended Practice around Subsea Metering.
Note that Management Committee consensus on this was obtained when the CTR was endorsed due to the written intent o disclose the information to API in the CTR. No additional Management Committee permissions are required.
