Officesdeliberatelyset on fire,says DA

THE Democratic Alliance offices in theprovincial legislature were deliberatelyburnt down, the party said in a statementthis week.
“Preliminary forensic investigation intolast week’s fire, which gutted most of ourPietermaritzburg parliamentary office,suggeststhatthiscouldbeanactofarson,”said the statement.
“At this stage, there are indications thatthe fire was started by a person or persons.
We have also been advised that there wasan attempt to damage our informationstorage units including computers andprinting machines,” it continued.
However, the police, one of the authorities investigating, said they had notdetermined the cause of the fire. The partyleaders refused to divulge the source thatdeclared the preliminary findings.
DA provincial leader Sizwe Mchunu saidthey would not reveal the source.
“There are a number of investigationsthat are currently happening … We will not
be revealing the source of this preliminaryinvestigation.”
He said: “There were clear attempts tomove our information centres … they hadbeen moved from their original positions.”
Another MP George Mari said it is theirbelief that the fire could not have juststarted on its own.
“We find it suspicious that our officeswere burnt down after we opposed thebuilding of a new premises … We believedthere are more pressing matters thatneeded to be attended to.”
He said the R500 million that had beenearmarked for the building of the newparliament precinct could be better usedelsewhere.
The party statement added: “We willalso further engage with KZN’s Community Safety and Liaison MEC to assist us inbringing this matter to its satisfactorycompletion. We are determined to get tothe bottom of this matter.”
Police spokesperson Captain ThulaniZwane said the cause of fire is unknown atthis stage.

ISSUES surrounding safety atUKZN’s PMB campus havetriggered security guards to ask
forcarkeys frommotoristsparkingatthe visitors parking.
This follows a recent car theftincident on campus. Security guardsat the gate said that although theycannot confirm the number ofvehicles that have been stolen thisyear, culprits are connectingwires tostart the cars and they then drive off.
Asaresult,coneshavebeenputupat the exit area so that all motoristscan be screened before driving out.
A security guardwhodidnotwantto be identified said: “We recentlyreceived an instruction to check allmotorists. All we want to see are the
car keys. Motorists park at their ownrisk and it is important that theyensure that their cars are locked andthat there isnothing flashy displayedwhich can make the vehicle an easytarget,” she said.
Vehicle concerns come amidother safety concerns, such as the
recent alleged rape of a femalestudentoncampusand theprotestbystudents over an alleged fee hike fornext year.
Student Representative Council(SRC) president Lungani Nhlenyamasaidthatalthoughhehasnotreceivedreports of the latest incidents, car
theft is rife, particularly in the GolfRoad area.
“Although Risk Managament Ser-vices (RMS) are doing their best toprotect us, there is an issue of safetyaroundcampus.Wehaveboomgatesandturnstileswherestudentshavetoswipeinandoutinordertogainentry.However most of these gates are old,and don’t always work which makesit easier for intruders to gain entry.Following the alleged rape recently,studentshadsignedapetition that allthe boom gates be closed and onlypeople with student cards could gainentry. However it was inconvenient,especially for disabled students.
“Theft is on the rise, particularlywhen it comes to laptops andcellphones. While we feel that theuniversity should beef up its securitysystem, students are partly responsi-
ble for what is happening. We oftenadvise female students to requestRMS to accompany themwhenwalk-ing at night, but then you often findthem walking alone. We have raisedour safety concerns with manage-ment, and they have promised tocome upwith intervention strategiesby the end of next week.”

THE current government arreardebt is sitting at more than R122million, said Municipal PublicAccounts Committee (Mpac)chairperson Mike Tarr.
Tarrsaid that themainobstacleis that there is no clarity on theownership of governmentproperty.
“Currently, the governmentarrear debt is more than that[R122 million]. The big problemwith government debt to this day,20 years after the new SouthAfrica, is that governmentproper-ties, according to the constitution,should be registered against thedepartments that will use them. Ifit is the national department, theyshould be endorsed on the titledeeds. It should not be too hard to
do that. If you are really curious tosee who is in the building, just cutthe lights off and see who comesrunning first,” said Tarr.
Mpac member Naleni Atwarusaid that should Mpac not resolvethe government debt, they will befalling short on their duties.
“Thebiggest challengeasMpacis that I am of the opinion that wewere under reviewwhenwewentunder administration. The firstcommittee that they will comedown onwill beMpac because wewere put in place as a turnaroundstrategy from the administrationperiod,” said Atwaru.
According to Msunduzimunicipal records, the KZNDepartment of Public Works,National Department of PublicWorks, Umgeni and theDepartment of Co-operativeGovernance and Traditional
Affairs (Cogta) owe MsunduziMunicipalityR46065558.74,R36454 763, R7 789 568.40 and R1539 123.12 respectively. The totalschools debt is R12 582 849 andthere is now intervention from thedepartment of education.
“We have raised this issue atthis committee on quite a numberof occasions and I am concerned
that we seem to be slacking. It is abad reflection on the municipalitybecausewecomedownsohardonthe residents,” said Atwaru.
Msunduzi’s process managerfor income, Sifiso Khoza, said thatalready the provincial treasurydepartment is putting pressure ondepartments to pay themunicipality.

THEBaynespruitRehabilitationProject isthe contribution of the MsunduziMunicipality to improve water quality
and quantity within the Umgeni Catchmentarea through community involvement.
The Baynespruit river has previously beenreported as unsafe by environmental justiceorganisation groundWork, as a result of heavypollution from the industries in thesurrounding area.
It is still regarded as one of the most highlypolluted rivers in the region, with watermonitoring results consistently showing thestream has an E. coli level above 5 000 countsper100mlnearly75%ofthetime.Thesafelevelfor swimming is 130 counts per 100ml.
According to the Duzi-Umngeni Conserva-tion Trust (DUCT) guide, any E. colicontamination greater than50 000/100ml is asevere contamination and one in three peoplemay get sick.
The key purpose and objective of the
Baynespruit Rehabilitation Project is toenhance the water quality of the Baynespruitstream by implementing community basedprojects to improve ecological infrastructureand reduce pollution.
This will ensure that surroundingcommunities have access to water that isconsidered safe enough for irrigation ofagricultural crops, for fishing and recreationalpurposes.
The Baynespruit is approximately ninekilometres with its headwaters in Northdaleand joining the Msunduzi River runningthrough Eastwood and Sobantu.
The Umgeni Ecological InfrastructurePartnership (UEIP) seeks to formalise therelationship between authorities and thecommunities living near or using the river andimplement UEIP strategies ensuring adequatesupply of clean water.
Key roleplayersandwardcouncillors in thesurroundingcommunitieshavebeenidentifiedto assist in developing a range of plans,programmes and projects around reducingpollution, managing potential flood eventsincreasing the quantity of water by removingalien plants.
One of the identified projects is already inprogressandinvolvesMiniStreamAssessmentScoring System (MiniSASS) trainingwhich is arapid techniqueused tomonitor thehealthandmeasure the general quality of the water of a
river through theidentified lack ofpresence of certainsmall animals (mac-ro invertebrates) inrivers. MiniSASSdoes not howevermeasure thecontaminationof thewater by bacteriaand viruses and thusdoesnotdetermineifthe river water is fitto drink.
According toThobeka Mafum-batha, MsunduziMunicipalityspokesperson, localschools includingHeather Secondary,RaisethorpeSecondary andNewholmesPrimaryhave been asked toparticipate in themonitoring of theBaynespruit and areinvolved in creatingenvironmentalawareness regard-ing water qualityissues throughenvironmentaleducation.
“Their participa-tion entails eachschool conductingMiniSASS Assess-ments on a 200msection of theBaynespruit streamusing the miniSASStechnique,” shesaid.

trading since there is only onemunicipal official responsiblefor dealingwith this problem.
Msunduzi economicdevelopment’s RichiRamharak told the MunicipalPublic Accounts Committee(Mpac) that the challengesregarding street trading aregreat, and that they areincreasing on a daily basis.
“Peo-

this report are structuralcomponents. In the past,managementhaspromised tocreate a street trading unit,hire enforcement staff, butunfortunately those thingswere mentioned in pastreports and were lost alongthe way,” said Ramharak.
The municipality haspassed informal tradersbylaws but there is noenforcement to monitor theprocess.

THE lack of control of theMsunduzi Municipality’sforestry operations has been
earmarked as one of the reasons forthe theft of timber at the municipal
forest.Themunicipal forest is located on
theoutskirts of Pietermaritzburgandit has been managed by Natal Co-operative Timbers (NCT) since 1988.
The forest is about 1475.2hectaresofplanted landandapproxi-mately 700
feel like.Thebiggest theft is alsodoneby the contractors who take thetimberoutbecausetheyloadthelorryandnooneweighs it. Noone controlswhat trucks come in and out of thereand I suspect there is a hugeproblem,” he said.
Mpacmemberward 24 councillorPhilani Ngidi said that the stolen
timber is used to build illegal shackson municipal land.
“It is a concern, especially withrecent incidents that we havewitnessed in ward 32 and 31. As aresult ofusnotattending to this issue,forestry shacks are starting tomushroom everywhere. People usethe very same timber from our forest
to build their illegal structures. It ishighly important thatactionis indeedtaken in controlling this,” said Ngidi.
Theworrying factors for theMpacmembers were the internal auditfindings for the municipal forestwhich were concluded from 1 July,2012 to 31 October, 2013.
Some of the findings includethe non-functioning of the forestryboard of directors, inadequaterepairs and maintenance ofplantation roads, no measuresare taken toweigh timber stock afterharvesting and upon dispatch tomarket, a lack of a review agreementbetween NCT and the MsunduziMunicipality, losses incurredby the municipal, forestry and theincomplete verification of municipalassets.
Tarr requestedadetailedreport tobe submitted to find out how thesechallenges are being met.

TO encourage pupils to have pride speakingtheir indigenous languages with confidence,Sikhumbuzo Khumalo from BodadoProduction has created and directed adocumentary aimed at doing just that.
The project was launched last month.The purpose is to influence and promote
multilingualism in all organs of society througheffective protection and promotion oflinguistics human rights, said Khumalo.
“With this documentary, we are encouraging the best use of the country’s linguisticresources, in order to enable South Africans tofree themselves from all forms of linguisticdiscrimination, domination and division and toenable them to exercise appropriate linguisticchoices for their own well being, as well as fornational development.
“Every thinking human being coming fromall walks of life, especially South African’s, musthave at least toyed with the idea of learning tospeak an African language. We believe that itis imperative that our young people learn to useeach other’s languages,” said Khumalo.
He said that the material has beenapproved by the Department of Arts andCulture and the Department of Education.
“The project is available in a DVD format andthe public can look out for the trailer online,titled “Speak it and Learn It”,” he said.

A PIETERMARITZBURGtoddler’s life is on the line ifhe doesn’t go for a crucial
but costly stem cell transplant.WayneRowe,fromImbali,was
diagnosedwithneuroblastoma,adangerousraretypeofcancerthatoccurs in infants and youngchildren, last year. Since then, hehas been spending most of histime in and out of hospitals.
ThisyearinJuly,Waynehadanoperation where his tumourswere surgically removed inDurban’s Parklands Hospital.
He is currently undergoing afive-day aggressive chemothera-py treatment that uses chemicalsubstances as part of a standard-ised chemotherapy regimen.
Now, he is set for a stem celltransplant operation betweenSeptember and October inJohannesburg.
His mother, Chantel Rowe,said the situation is traumatic.
“The doctor said if he doesn’tgo for the operation, there’s onlya 30% chance he could survive.We are appealing for urgentassistance,” said an emotionalRowe.
“His immune system is verylow. He gets nauseous and he isnot eating properly and picks up
infections easily. Seeing himgoing through the pain isheartbreaking.”
He has had his port removedandhasavisiblescaronhischest.Rowe, originally from Ixopo, saidsince June she has only been atwork for about two weeks.
“Most of the time I have to skipwork because I have to be withhim in hospital. We are in adifficult and stressful situation.The doctor gaveme sleeping pillsbecause he said I’m under a lot ofpressure.”
Paediatric oncologist, DrMonica Vaithilingum said Waynewill use his own stem cell and thetransplant was the only hope.
“He is in the last stagehe couldget to.Theaimis togethimastemcell transplant which is a seriousprocedure,” said Vaithilingum.
“We make his bone marrowproduce extra stem cells,take them out of his blood thenstore them separately. Then wegive him chemotherapy beforewiping his bone marrow out andputting his stem cells back intohim.”
“He is a strong survivor. Hedoesn’t have friends because he’salways in hospital. He plays byhimself and he enjoys playingwith toys as they make him hap-py,” said Rowe.

The Wykeham Collegiate computer club has made and donated educationalposters for iThemba Projects Asidlale program. Ithemba projects are running anearly education program in 11 crèches in the Sweetwaters area, amongst manyother projects. The girls have given of their time during “Compufun Club”which is run as an extracurricular activity at the school by Jane Dyer. ECHOGLN speaksthrough drama
THEGayandLesbianNetwork(GLN),in collaboration with The RainbowTheatre Group, launched its SchoolProject recently.
GLN, through dramaticperformances, explores issues inPietermaritzburg schools such ashate crimes, homophobia, prejudice,discrimination, stereotypes, bullyingand peer pressure.
The Schools Project is funded by
the Embassy of Finland and targetslife orientation teachers, pupils andmanagement at schools. It aims tocombat hate crimes, homophobiaandbullying and towork closelywithteachers to ensure that they are ableto approach these issues with pupilswho are victims.
Using drama as a means ofexploring these issues, GLN usesstrategies of forum theatre, which
enables the audience watching theperformance to get involved and topresent them with challenges thatthey face and how these challengescan be solved.
The forumtheatrewasadoptedbyGLN in order to create awareness ofLGBTI (lesbian, gay, bisexual,transgender and intersexed) issuesthrough creative strategies.
“The performance by the drama
group was excellent and they wereabletoconveythemessageofbullyingin a creative and safe way thatallowed pupils to participate in theperformance,” said GLN director,Anthony Waldhausen.

This change comes amid Khoza’s book and Extended Play(EP) relaunch on 3 October at the Ilawu Boutique Hotel inMorcom Road in Prestbury from 6pm to 9pm.
“People know me as Brian Khoza and Tha Playmaka.However, with a bit of research I discovered that more peopleare familiar with Brian Khoza, so that is the reason why I havedecided to change from Tha Playmaka to Brian dot Khoza.We live in the information age so why not change with thetimes?” he asked.
Khoza’s autobiography, Born Almost Free... In SouthAfrica, will be independently reissued and has beendescribed in the foreword by his former University ofKwaZuluNatal (UKZN) politics lecturer and academic,Professor Laurence Piper, as “like a World Cup for the soul an affirming celebration of life and humanity in spite of allthe trials and tribulations of our changing times, both grandand intimate”.
The book is a collection of columns published in TheWitness newspaper from 2008 to 2010 and consists ofunpublished essays about South African social issues.
Khoza’s EP, Player Poetry: Learning to Respect Women,is a sevensong album and some of the songs have beentaken from Khoza’s current album called Pmb Poison:Personal Moral Regeneration. The seven songs have beenremastered by Pietermaritzburg musician Luke Wyngaard.
Khoza was recently nominated in the Lyricist of the Yearcategory at the Original Material Awards held recently.
Khoza has promised that attendees at the launch willexperience a poetry and hiphop music concert experienceafter the book reading and discussion sessions.

More soccer grounds needed
THE local district footballgoverning body has pleaded withthe Msunduzi Municipality to
take local football more seriously andbuild more playing grounds.
Last Saturday, Safa uMgungundlovu held its annual awards ceremonyattheGoldenHorseandtwoinfluentialspeakers appealed to the localmunicipality to help with thedevelopment of local football byproviding more sportsfields, for soccerin particular.
Safa provincial executive committee chairman, Velaphi Kubheka,observed that not even one officialfrom local government attended thefunction in order to try to understandthe unhappiness stemming from a lackof facilities among club owners,associations and players.
Kubheka described this asdisappointing and urged SafauMgungundlovu to keep onpressurising the municipality to deliver,saying it is their duty to do so.
“Don’t feel sorry for yourself or bescared to ask the MsunduziMunicipality to build soccer fieldsaround the city. You are not beggingthem, you are telling them to do theirduties. By building grounds, they arefollowing through with service delivery.Let us all get it right and understandit properly. It is not a favour from thembut it’s written in the Freedom Charterand it’s your democratic right. Don’t beapologetic about it, the buck stopswith your local government,” stressedKubheka.
A long serving servant of soccer atlocal structures, provincial and
national level, Safa Mgungundlovupresident Eric “Silver Fox” Mtshatsha,remarked that his organisation’s wingshave been clipped and the chances ofbringing national tournaments to thecity are nil.
“Many years ago, we hostednational events such as the Under 17/19and Vodacom 2nd Division playoffsbecause we had a couple of playinggrounds around Harry Gwala Stadiumand we were able to do it. But all thosegrounds are no longer there and it isimpossible to bring any event to thecity,” said Mtshatsha.
He also said that it washeartbreaking that nobody seems tounderstand that having less groundswas crippling the development of localsoccer.
“At the moment, there is no placefor clubs to train, let alone to playweekend fixtures. This is a big problemin local soccer and we just hope theMsunduzi Municipality will hear ourcry.”
During the function, top awardswere scooped by players, coaches,officials and clubs. Central UnitedBrothers FC owner and coach, Alfred“Skhweqe” Ngcongo, took the coach ofthe year award. The referee of theseason was Mhato Tsiyamu, player ofthe season went to Sibonelo Dlamukaand team of the season was claimedby Richmond Leicester City.
“This team was the best example toall of us. They were not only the bestin the field of play, they were able tostay away from unruly behaviour andstayed disciplined all the way,” saidMtshatsha. Jerry Barnes.

Patronage and access to resourceshas converted many of us into stooges.Fear to be sidelined and deprived ofeconomic benefits is crippling ourbeautiful country.
People are scared of speaking thetruth.
We live in a period of ‘stomach’politics. We need to change if historyis to judge us favourable. During theapartheid period, the majority ofpeoplewereafraidtospeakagainstthesystem.
There are lots of wrong things in ourgame yet because of patronage,respectable men are scared of dealingwith issues. People are afraid that theywill not be invited to the main table. Weseem to be more concerned withmaterial benefits than the progress ofour nation. Individual interests have
become more important than those ofthe masses. Officials’ interests aremore important than those of theplayers.
Black youth in particular havebecome a political ball. Leaders fighteach other using young people for theirown political ends. It is just tragic thatpeople do not see the importance ofworking for common goals. Footballneeds everyone in this country. Thegame was played before the presentgeneration of leaders. It will still bethere long after we are dead.
Safa and PSL leadership must lookat a bigger picture than narrowpersonal interests.
There is no individual that isindispensable in football. The streetsand prisons are teeming with blackyouth in particular. They lack facilitiesand opportunities to belong to sportsclubs. We use words like massparticipation yet nothing is being doneto accommodate young boys and girls.Football is not PSL or national teams.My view is that even most politiciansin this country think football is a matchbetween Kaizer Chiefs and OrlandoPirates.
Lastly, it is important for our youthin this district to have bigger dreams.You have been born in a period whenfootball is not just about Sundowns,Pirates or Kaizer Chiefs. South Africanborders are not a limit. Although, youlack basic facilities, equipment andcoaching, success is still possible.Be selfdriven and improvise wherepossible.

THE annual Ward 34 Community SportsDay/Festival is scheduled for September27 at Eastwood Sports Grounds, behindEastwood Civic Centre from 8am.
The event is also open to otherneighbouring wards.
Organiser and founder of the event,JerryBarnes, toldEcho thisweek that theevent will be dedicated to late ward 34councillor Wally Adams who died on thesame date.
“This is our small way of saying longlive the spirit of Comrade Wally Adams.We are trying to instill the culture ofplaying sports. I personally believe aplaying community is capable of stayingaway from crime,” said Barnes.
Theevent’sproceedingswill startwitha 3,5km fun run/walk which will start infrontofAdamshouseat6HyacinthPlace.
A handful of Adams friends,colleagues, comrades, family, churchleaders, neighbours and communitymembers are expected to take part in therun/walk.
Ward34ANCbranchchairperson,andAdams’widowIvyTerry-Adams,saidshewill walk with other comrades andcommunity members to honour her latehusband.
“I invite everyone to come join us andremember Wally in a great way,” saidTerry-Adams.
The main guest speaker will beMsunduzi Municipality Mayor ChrisNdlela. Other speakers will be MzoNxumalo fromtheSAPSOrganisedCrimeUnit,BusiNkomofromtheDepartmentofSports and Recreation, former KaizerChiefs/African Wanderers goalkeeperArthurBaartmanandWard34CouncillorEunice Majola.
Aside fromthenormal soccermatchesthatareexpected todominate theday, thePMB Bikers Club will also be part of theday.
Also for the first time, senior citizenswill take part in the event and popularindigenous games such as inqathu,umlabalaba and amagenda.
Teams, officials, volunteers, refereesand sporting friendsmembers interestedin taking part in the event are to meet atthe Eastwood War room on Friday,September 19 at 4pm.
