Economic Impact of Franchised Businesses
Policymaker Digest
In March of 2004, the International Franchise Association EducationalFoundation released the results of an unprecedented study of the economicimpact of franchising. The study, conducted by the National Economic
Consulting Practice of PricewaterhouseCoopers, was eye opening: franchisingis an enormous component of the U.S. economy.
This 630-page study, based on 2001 economic data, found that the nation’smore than 760,000 franchised businesses generate jobs for more than 18 millionAmericans (nearly 14 percent of the nation’s private-sector employment) andaccount for $1.53 trillion in economic activity (9.5 percent of the private-sectoreconomic output).
As you can see in this booklet, in every Congressional District and in every state, franchising is amajor source of jobs and a critical engine of economic growth. Much more information, includingfurther breakdowns of the data by state and Congressional District, is found in the complete study, available on our Web site at www.franchise.org.
Over 75 industries are engaged in franchising – from the familiar restaurants and hotels to lawncare, tax preparation, personnel services, movers; the list goes on. Even in difficult economictimes, franchising creates jobs. There are numerous stories of people downsized from their companies who have chosen franchising as a way of becoming their own boss and charting theirown destiny.
The International Franchise Association – with 1,000 franchisor members, 8,000 franchisee members, and 400 supplier members – stands ready to work with policymakers to ensure a business climate that fosters franchising.

sales is from the sale of gasoline. According to the American Petroleum Institute’s Basic Petroleum Data Book there are 172,169 gas
stations in the U.S. (2001), which includes establishments with any significant portion of sales from gasoline.
ABOUT FRANCHISING
The terms “franchising” and “franchise” are often used interchangeably to mean a business, a type of
business, or an industry. Strictly speaking, the “franchise” is the agreement or license between two
parties which gives a person or group of people (the franchisee) the rights to market a product or service
using the trademark and operating methods of another business (the franchisor). The franchisee has the
obligation to pay the franchisor certain fees and royalties in exchange for these rights. In this sense, fran-
chising is not a business or an industry, but it is a way of doing business.
This research study is focused on two types of franchises – product distribution franchises and business
format franchises.
Product distribution franchises sell the franchisor’s products and are supplier-dealer relationships. In gen-
eral, the franchisor licenses the use of its trademark to the franchisee but may not in all cases provide the
franchisee with a system for running its business. Examples of product distribution franchises are soft
drink distributors, automobile dealerships, and gas stations.
Business format franchises not only sell the franchisor’s product or service, with the franchisor’s trademark,
but operate the business according to a system provided by the franchisor. The franchisor provides train-
ing, marketing materials, and an operations manual to the franchisee. There are many examples of busi-
ness format franchises, including – quick service restaurants, automotive services, lodging, real estate
agents, convenience stores, and tax preparation services, to name a few. The International Franchise
Association represents business format franchising.
The typical franchise company (franchisor) will have establishments that are operated by franchisees as
well as establishments that are operated by corporate employees. Over three quarters of franchised
establishments are owned by franchisees. The remainder are owned by the franchisor. In the study, fig-
ures for “franchised businesses” include franchisee-owned and franchisor-owned establishments.

The International Franchise Association
Established in 1960, the mission of the International Franchise Association (IFA) is to safeguardthe business environment for franchising worldwide. IFA is the oldest and largest franchising tradegroup representing some 1,000 franchisor, 8,000 franchisee and 400 supplier members.
IFA is the recognized “Voice of Franchising” in Washington and the state capitals. IFA helped theFederal Trade Commission set guidelines for franchisors to provide vital information to prospective franchisees, established a Code of Ethics to which all members agree to adhere and encourages the resolution of disputes between franchisors and franchisees through the IFA Ombudsman Program orthe IFA-endorsed National Franchise Mediation Program, both less costly alternatives to litigation.
IFA’s Government Relations Team can be reached at (202) 628-8000 or at gr@franchise.org.
