Date of Occurrence: January 20, 2016
On January 20, 2016, the Elsmere Police Department concluded a drug
investigation. Sgt. Phil Young and Cpl. John Mitchell developed
information that target, Clarence "Boo Boo" Rivera 24 year old from the
1900 Block of Seneca Road in Wilmington, was selling heroin around the
area of his residence. When officers arrived at the residence to execute
the search warrant, Rivera was observed conducting a drug deal in front
of his residence. Rivera was taken into custody after resisting arrest with
officers. Officers located 15 bags of heroin, 13 oxycodone pills, and
$1,173.00 USC on his person. A search of the residence yielded an
additional 75 bags of heroin and 50 rounds of .32 caliber ammunition.
Rivera was charged with Drug Dealing, Felony Possession of Heroin, and
Resisting arrest. Rivera was released on a $10,000.00 unsecured bail.
Date of Occurrence: February 4, 2016
Officers were addressing quality of life issues in the area of Elsmere
Gardens. Officers observed a silver Toyota Camry commit
a traffic violation and conducted a traffic stop. The driver was identified
as Desean Carney 43 year old male from the 100 Block of Ridge Road in
Linwood Pennsylvania. Officers could smell a strong odor of fresh
marijuana coming from the inside of the vehicle. Officers had Carney exit
the vehicle and conducted a pat down. Officers observed a bundle of
heroin (13 bags) fall out of Carney's pant leg. The search of
Carney's vehicle resulted in locating three small bags of packaged
marijuana. Once transported back to headquarters, officers found that
Carney had one sandwich bag tucked in his buttocks area containing 8
bundles of packaged heroin (104 bags) and one sandwich bag containing
2.8 grams of crack cocaine.
Carney was charged with Manufactures, Possesses, Delivers a Controlled
Substance, Possess a Controlled Substance, Possession of a Controlled
Substance, Possession of Marijuana and traffic charges. Carney was
arraigned by Justice of the Peace Court #11and received a total of $7,000
secured bond. Carney was unable to post bail and was committed to the
Howard Young Correctional Facility.
Date of Occurrence: February 18, 2016
Elsmere Police responded to the 2100 block of Seneca Road for a report of
an attempted rape. Investigating officers determined that the victim
recently met the defendant whom was later identified as 30 year old
Dawan Harris of the 200 Block of West Main Street, Elkton, Maryland.
The victim stated that they went to her residence where the defendant
attempted to hold the victim down and sexually assault her. The victim
was able to break free and defend herself from the attack by cutting the
defendant in the groin and face. The defendant fled the scene prior to
police arrival but was apprehended a short time later when he sought
medical treatment at Wilmington Hospital.
During the investigation it was determined that Def. Harris is a Tier 2
Sex Offender and had active warrant for Robbery out of Wilmington
Police Departement.
Defendant Harris was charged with Attempted Rape 2nd degree and his
bail was set at $100,000 cash. He also received $5,000 cash bail on his
robbery charge for a total bail of $105,000 cash.
Defendant Harris was transferred to the Christiana Hospital to recover
from his injuries and is in custody of the Department of Corrections.
Date of Occurrence: March 3, 2016
Cpl. Andrew Davis observed a possible wanted subject driving in the area
of Boulevard Road and Dupont Road. After running a registration check
on a motor vehicle the officer conducted a traffic stop and the driver was
identified as Mark Fahey (24 year old from the 1500 Block of Montgomery
Rd). Officers learned that Fahey did not have a driver’s license. An
inventory search was conducted and officers located 254 bags of heroin
and approximately $1,500.00 USC.
Fahey was charged with Felony Possession of Heroin and Driving
Without a License. Fahey was issued a $20,000.00 Secured Bail.
Date of Occurrence: March 8, 2016
After conducting a drug investigation, Sgt. Phil Young and Ptlm. Ben
Wingate learned that heroin was being sold out of a residence in the unit
block of South Street located in New Castle. Ptlm. Wingate was able to
secure a search warrant for residence and it was executed with the
assistance from the New Castle County Police Department’s SWAT unit.
Officers searched the residence and seized 53 bags of heroin, three
firearms, numerous ammunition rounds, and drug paraphernalia. Devon
Stovall (28 year old male from South Street) and his brother James
Stovall (20 year old male from South Street) were both arrested as a
result of the investigation.
Devon Stovall was charged with three counts of Possession of a Firearm
by a Person Prohibited, Possession of Ammunition by a Person
Prohibited, Possession of Heroin, and Possession of Drug Paraphernalia.
Devon Stovall was issued a secured bail of $4,500.00.
James Stovall was charged with three counts of Possession of a Firearm
by a Person Prohibited, Possession of Heroin, Possession of Prescription
Pills, and Possession of Drug Paraphernalia. James Stovall was issued a
secured bail of $2,200.00.
Date of Occurrence: March 11, 2016
Elsmere Police officers executed a search warrant in the unit block of
Hazel Avenue in reference to a drug investigation. Robert Johnson (51
year old male from the unit block of Hazel Avenue), was taken into
custody without incident. Officers searched the residence and located
approximately two (2) pounds of high grade marijuana, fifty-two (52) vials
of steroids, fifteen (15) grams of cocaine, small amount of
methamphetamines, and two (2) hand guns.
Officers discovered that Johnson had access to a storage locker close to
the residence. A second search warrant was executed at the storage
locker and resulted in the seizure of an additional twenty-five (25) pounds
of high grade marijuana, the manufacturing equipment needed to
produce steroids, one (1) hand gun, and one (1) shotgun. The street the
value of the drugs is approximately $100,000.00.
Robert Johnson was charged with fifteen (15) counts of Firearms and
Drug related charges. Johnson was committed the Howard Young
Correctional Institution after failing to post the $64,000.00 secured bond.
Date of Occurrence: April 20, 2016
At approximately 11:00 p.m. PFC Giles conducted a motor vehicle stop in
the 1200 block of Maple Avenue for a traffic violation. The driver was
identified as Ignacio Reyes-Hernandez, a 27 year old male from the 800
block of W. Champlain Avenue. During the stop a loaded Kel-Tec 9mm
handgun was located under the driver’s seat, and a loaded Hi-Point .45
caliber handgun was found concealed in the trunk. Upon further
examination both firearms had their serial numbers obliterated.
Ignacio Reyes-Hernandez was charged with two counts of Carrying a
Concealed Deadly Weapon/Firearm, two counts of Possession of a Weapon
with an Obliterated Serial Number and several traffic violations. He was
committed to Howard Young Prison after failing to post $10,000.00 cash
bail.
Date of Occurrence: April 27, 2016 On Wednesday, April 27th, PFC Giles was enroute to Elsmere when he
observed a vehicle driving erratically on Route 141. PFC Giles initiated a
traffic stop and contacted the defendant Baukeif Munyan, a 21 year old
male from the 800 block of W. 34th Street in the City of Wilmington.
During the stop PFC Giles detected the odor of marijuana and had the
defendant exit the vehicle. After searching the vehicle a concealed and
loaded Walther .380 caliber handgun was located along with marijuana.
The defendant is a person prohibited from possessing a firearm and had
an active Family Court (PFA) Protection From Abuse Order.
Baukeif Munyan was charged with the following; Possession of a Firearm
by a Person Prohibited, Possession of Ammunition by a Person
Prohibited, Carrying a Concealed Deadly Weapon, Possession of
Marijuana and traffic offenses. Munyan was committed to Howard
Young Correctional Facility on $53,000.00 bail.
Departmental Commendations & Officer of the Year 2016
On May 12, 2016, the Department of Public Safety conducted their
annual Departmental Commendation Ceremony prior to the regularly
scheduled council meeting. This year Ptlm. Ben Wingate was
recognized as the Officer of the Year and received a plaque from Chief
Laura Giles photographed below. Ptlm. Wingate started with the
department back in February 2014. In 2015, Ptlm. Wingate seized 1,838
bags of Heroin, $57,000.00 of Drug Money, two (2) firearms, and two (2)
vehicles. Ptlm. Wingate also conducted 893 vehicle stops issuing 976
citations. Ptlm. Wingate also made 145 criminal arrests and authored
30 search warrants. The Elsmere Police Department congratulates and
thanks Ptlm. Wingate for his dedication to the Town of Elsmere.
Date of Occurrence: May 19, 2016
On Thursday, 05/19/2016 at 8:00 pm, PFC. Giles stopped a subject riding
a bicycle in the roadway while using a cell phone in the area of
Dover Avenue. During the stop 19 year old, Davontay Douglas from the
100 block of N. Connell Street, Wilmington, was found to be in possession
of 140 bags of heroin stamped “POWER”, $255.00 of suspected drug
proceeds and marijuana in his possession.
Douglas was charged with Operating a Bicycle While Using a Cell Phone,
Improper Use of Headphones While Operating a Bicycle, Possession of
Marijuana, Possession of Heroin and Possession with the Intent to
Deliver Heroin. He was released on $9,100.00 unsecured bail an ordered
to have no contact with the Town of Elsmere.
Date of Occurrence: May 26, 2016
On May 26, 2016, Ptlm. Wingate observed the operator of a gray Infiniti
using a cell phone while driving on Kirkwood Hwy. After the vehicle was
pulled over, Ptlm. Wingate observed a glass bong sitting in the cup holder
with marijuana in it. A search of the vehicle yielded 7.9 grams of
marijuana and a concealed 9MM Taurus semi automatic hand gun. The
suspect, Shane Gilliam (24 year old from Maryland), was taken into
custody without incident. Gilliam was charged with carrying a concealed
deadly weapon, possession of a deadly weapon by a person prohibited,
possession of marijuana,
possession of drug paraphernalia, using a cell phone while operating a
m/v, failure to have insurance identification, and failure to have
registration in possession. Gilliam was given $3,300.00 unsecured bail
and was released.
Date of Occurrence: June 22, 2016
On Wednesday, 06/22/2016, at approximately 12:30 a.m., PFC. West and
PFC. Giles responded to the 1000 block of Baltimore Avenue in Elsmere
for the report of a shooting. The initial investigation revealed that an
unknown male and an unknown female suspect had fired multiple shots
from a 9mm handgun into a residence occupied by one adult and two
children. New Castle County Police Patrol and EDU units assisted with
securing and processing the crime scene while officers West and Giles
began their investigation.
In less than 24 hours from the initial incident, the officers were able to
identify all parties involved and obtain a possible location of two suspects.
On that same date the officers obtained and executed a search warrant on
a residence in the 100 block of Filbert Avenue. During the search
officers located a loaded Glock 9mm handgun which is believed to be the
weapon used in the crime and 534 bags of heroin.
With this evidence and through their investigation the officers were able
to arrest Amariah Jackson (from the 200 block of W. 4th St. City of
Wilmington) and Kendra LeGrant (from the 100 block of Filbert Ave.
Elsmere) for their involvement in the incident.
Amariah Jackson (pictured w/hair up) was charged with Reckless
Endangering 1st (3 counts), Possession of a Firearm During the
Commission of a Felony, Possession of a Firearm by a Person Prohibited,
Conspiracy 2nd, and Harassment. Jackson received $24,000.00 secured
bail and was committed to Baylor Correctional.
Kendra LeGrant (pictured w/hair down) was charged with Possession of a
Firearm by a Person Prohibited, Possession of Heroin Tier 5 Quantity,
and Possession w/the Intent to Deliver Heroin. LeGrant received
$33,000.00 secured bail and was committed to Baylor Correctional.
Jarren Taylor (pictured w/dreadlocks) turned himself in several weeks
later and was charged with Reckless Endangering 1st (3 counts),
Possession of a Firearm During the Commission of a Felony, Possession
of a Firearm by a Person Prohibited, Conspiracy 2nd. Taylor received
$80,000 cash bail and was committed to Howard Young Correctional
Institute.
Date of Occurrence: June 30, 2016
On Thursday, June 30, 2016, PFC Giles and Ptlm. MacDowell were
conducting proactive patrol in the Rosemont development in Elsmere.
The officers observed two males; Louis Alvarado (18 year old male from
the 1300 block of Rodman Road) and Franki Lopez (18 year old male from
1200 block of Maple Avenue) who were acting suspiciously behind a
closed business on Old Dupont Road.
The officers attempted to stop both suspects who immediately fled on foot.
PFC Giles apprehended both suspects under the Dupont Road bridge.
PFC MacDowell then conducted a thorough search of the area and located
a loaded Hi-Point .40 caliber handgun that the suspects attempted to
conceal under a rock while fleeing from officers. After further
investigation the officers linked the suspects to a vehicle in the area that
contained a black ski mask and other items related to a firearm. The
firearm’s serial number had been filed off and Franki Lopez was also
found to have marijuana in his possession.
Louis Alvarado was charged with possession of a Firearm by a Prohibited
Person (x3), Possession of a Firearm w/an Obliterated Serial Number,
Criminal Trespassing, and Resisting Arrest. He was committed to
Howard Young Prison for failing to post $29,000.00 cash bail.
Date of Occurrence: July 2, 2016
On July 2, 2016, Ptlm. Kevin MacDowell observed a vehicle speeding on
Kirkwood Hwy. A traffic stop was conducted, and the driver was
identified as Erik Jacome (26 year old male from 200 Block of Ashun
Avenue, Lincoln University, PA). A search of the vehicle yielded a seizure
of 0.5 grams of cocaine and $4,042.00 of suspected drug proceeds. Jacome
was charged with possession of Cocaine and later released after posting
$501.00 unsecured bail.
Date of Occurrence: August 16, 2016
On August 16, 2016, Cpl. Kevin Kerrigan and PFC Steven West were
dispatched to the 1200 block of Sycamore Avenue for a domestic assault.
While responding to the scene officers learned that the suspect, 29 year
old Marshall Childress of the 1200 block of Sycamore Avenue fled the
residence and was walking on foot in the area. Cpl. Kerrigan observed
Marshall, at which point he fled on foot and was observed reaching into
his pocket. When Marshall was apprehended a sock that contained 95
bags of heroin and 1.9 grams of marijuana was found near him. Marshall
was also in possession of $2,110.000 in US Currency that was seized after
a police K9 alerted on the suspected drug proceeds. Marshall was charged
with Possession of Heroin, Possession of Marijuana, Offensive Touching
and Resisting Arrest. Marshall’s bail was set at
$4,100.00 unsecured and he was committed to
the Howard Young Correctional Facility in lieu
of $430.00 cash bail for several outstanding
capiases.
Date of Occurrence: September 18, 2016
Cpl. Kerrigan stopped a vehicle for speeding violation, while making
contact with 18 year old Domere Robinson from the 1700 block of
Barnaby St, Newark DE. Cpl. Kerrigan noticed a strong odor of burnt
marijuana coming from the inside of the vehicle. Domere was removed
from the vehicle and a 9mm pistol was found in his pocket. Upon further
investigation it was discovered the handgun had an obliterated serial
number, and Domere was in possession of a small amount of Marijuana.
Domere was charged with Carrying a Concealed Deadly Weapon,
Possession of Firearm during the Commission of a Felony, Possession of a
Weapon with a Removed, Obliterated
or Altered Serial Number, Possession
of Marijuana, Driving without a Valid
License and Speeding in Excess of
Posted Limits. Domere’s bail was set
at $15,000 secured.
Date of Occurrence: October 7, 2016
On October 7, 2016, the Elsmere Police Department with the assistance
of the Wilmington Police SWAT Team executed a search warrant in the
200 block of Linden Avenue and took 29 year old Jason Godwin into
custody. Jason had an outstanding warrant reference to an earlier
dispute where he brandished a firearm. Jason was charged with
Possession of a firearm by person prohibited due to previously being
convicted of a violent felony, carrying concealed deadly weapon a firearm,
aggravated menacing, possession of a firearm during commission of a
felony, unlawfully dealing with a dangerous weapon and falsely reporting
an incident. Jason was committed to the Howard Young Correctional
Facility for failing to post $54,000 cash bail.
Date of Occurrence: October 29, 2016
On Saturday October 29, 2016, Seasonal Officer’s Vega and Mughirah
stopped three subjects for trespassing on the railroad tracks in the 300
block of New Road. The officers observed that one of the suspects,
Solomon Lee a 20 year old male from the 1600 block of W. 8th St. in the
City of Wilmington, appeared to be carrying a rifle. While attempting to
take Lee in to custody he began to resist causing minor inuires to one
officer. Despite being injured Ofc. Vega was able to deploy his
departmental issued taser. The officers were then able to take all three
suspects into custody without further incident. A search of Lee revealed
that he was in possession of a Mossberg .22 caliber rifle with 10
ammuniton rounds, 16.3 grams of raw heroin, three fixed blade knives,
and an orange mask. The total weight of the raw heroin is equal to over
1,000 bags. A second suspect, Jacarvious Brown, a 19 year old male from
the 1600 block of W. 8th St., was found to be in possession of an illegal
butterfly knife. The third suspect, a juvenile male from Elsmere, who
was already on home confinment, was arrested for trespassing. Juvenile
male (no picture) was arrested for Criminal Tresspass 3rd Degree. He
was committed to the New Castle County Detention Center after
receiving secured bond.
Jacarvious Brown (pictured w/blue background) was arressted for
Criminal Trespass 3rd Degree and Carrying a Concealed Deadly Weapon.
He was issued a No Contact Order with the Town of Elsmere and
released on unsecured bond.
Solomon Lee (pictured w/gray background) was arrested for Criminal
Trespass 3rd Degree, Resisting Arrest with Force that Causes Injury,
Possession of Heroin in a Tier 5 Quantity, Possession with the Intent to
Deliver Heroin (2 counts), Carrying a Concealed
Deadly Weapon (three counts), and Possession of a Firearm by a Person
Prohibited. He was issued a No Contact Order with the Town of Elsmere
and committed to Howard Young Prison for failing to post $32,000.00
bond.
Date of Occurrence: November 17, 2016
On Thursday, November 17, 2016, Elsmere Police Officers were
approached by a town resident who asked to be escorted to his residence
located in the 2700 block of Eastwood Drive in Elsmere, because of recent
threats made against him as a result of a relationship he was currently
having with a mutual person. Upon arriving at the residence the
Elsmere Police located 44 year old Brian Glass from the 800 Block of
Parkside Blvd Claymont DE in the rear of the residence . Mr. Glass was
dressed in all black and armed with a 9MM handgun, an ASP baton, two
(2) pairs of brass knuckles, five (5) knives, tactical gloves, tactical
flashlights, and binoculars. Mr. Glass was taken into custody without
incident and his vehicle was located nearby. Inside the vehicle, officers
were able to observe an open book bag, which contained rope and what,
appeared to be a black handgun. A search warrant was executed on the
vehicle and located inside was a stun gun, a samurai sword, two (2)
pellet/air soft guns, duct tape, rope, several more flashlights and knives
along with binoculars and more rounds of ammunition.
Mr. Glass was charged with Stalking while in Possession of a Deadly
Weapon, Terroristic Threatening, Loitering (Night Prowling), Criminal
Trespass 3rd, Degree, Possession of a Weapon During the Commission of a
Felony x 6, Possession of a Firearm During the Commission of a Felony,
Carrying a Concealed Deadly Weapon x 6. Mr. Glass was arraigned on his
charges and his bail was set at $79,002 secured. Mr. Glass was turned
over to the Department of Corrections in lieu of bail.
