Wedoresearchinordertogeneratenewideas,uncovernewdiscoveries,andenhanceourcollecCveunderstandingoftheworldandourinteracCons

Thiscanonlyhappenifwecanfreelyaccessandfullyusethese

outputs.

Workingtheoryisthatpoliciesthatencourageopenaccesstoalloftheresultsofthisresearchwill

accelerateandsignificantlyimprovetheseoutcomes.

Shouldbesimple,right?Well–notsomuch.
