Introduction
According to the Economic Update for Côte d’Ivoire, published by the World Bank in July, the short- and medium-
term outlook for the Ivorian economy remains positive. The economy is expected to maintain a steady trajectory,
with GDP growth of 7 to 7.5% in the coming years. Titled “So Tomorrow Never Dies: Côte d’Ivoire and Climate
Change,” the report highlights the urgent need to implement measures to ensure that climate change impacts
do not imperil this economic progress and plunge millions of Ivorians into poverty.
“The solid performance of the Ivorian economy, which registered growth of almost 8% in 2017, is essentially due
to the agricultural sector, which experienced positive climate conditions. The economy also benefited from a
period of calm after the political and social instability of the first half of 2017 and from more favorable conditions
on international markets,” said Jacques Morisset, Program Leader for Côte d’Ivoire and Lead Author of the
report. “The Government also successfully managed its accounts, with a lower-than-expected deficit of 4.2% of
GDP, while continuing its ambitious investment policy, partly financed by a judicious debt policy on financial
markets.”
However, the report notes that private sector activity slowed in 2017 compared with 2016 and especially 2015,
which may curb the pace of growth of the Ivorian economy in the coming years. Against the backdrop of fiscal
adjustment projected for 2018 and 2019, it is critical that the private sector remain dynamic and become the
main driver of growth. This is particularly important in light of the uncertainty associated with the upcoming
elections in 2020, which could prompt investors to adopt a wait-and-see approach.
As economic growth in Côte d’Ivoire relies in part on use of its natural resource base, the authors of the report
devote a chapter to the impact of climate change on the economy. They raise an alarming point: the stock of
natural resources is believed to have diminished by 26% between 1990 and 2014. Several visible phenomena
attest to this degradation, such as deforestation, the depletion of water reserves, and coastal erosion. According
to the Intergovernmental Panel on Climate Change (IPCC), climate change could reduce GDP across Africa by
2% to 4% by 2040 and by 10% to 25% by 2100. For Côte d’Ivoire, this would correspond to a loss of some
CFAF 380 billion to 770 billion in 2040. 1 USD =565.285 XOF (CFA Franc)
“This report sounds an alarm in order to spark a rapid and collective wake-up call,” said Pierre Laporte, World
Bank Country Director for Côte d’Ivoire.“Combating climate change will require prompt decisions and must
become a priority for the country to maintain accelerated and sustainable growth over time.” The report pays
special attention to coastal erosion and to the cocoa sector, which represents one third of the country’s exports
and directly affects over 5 million people. With 566 km of coast, Côte d’Ivoire now boasts a coastal population
of almost 7.5 million people, who produce close to 80% of the national GDP. Two thirds of this coast is affected
by coastal erosion, with severe consequences for the communities and the country’s economy. The Ivorian
Government, which is already aware of this challenge and has prepared a strategy to confront it, must expedite
its implementation. This would have the two-fold effect of developing a “green” economy and creating new jobs.

GDP Annual Growth Rate
The Gross Domestic Product (GDP) in Ivory Coast expanded 7.60 percent in the first quarter of 2018 over the
same quarter of the previous year. GDP Annual Growth Rate in Ivory Coast averaged 5.17 percent from 1961
until 2018, reaching an all time high of 17.61 percent in the fourth quarter of 1964 and a record low of -10.96
percent in the fourth quarter of 1980.
Côte d’Ivoire is the largest economy in the West African Economic and Monetary Union. After years of political
instability and economic decline the country has been steady growing. Agriculture has been the backbone of the
economy. Cote d’Ivoire is the largest cocoa producer in the world (30 percent of the world’s production), big
exporter of coffee and palm oil. The country also has significant offshore oil and natural gas reserves, which
exploration has already boosted government revenues. Moreover, government increasing investment in
education and infrastructure resulted in the development of manufacturing industry.
GDP per capita
The Gross Domestic Product per capita in Ivory Coast was last recorded at 1632.68 US dollars in 2017. The GDP
per Capita in Ivory Coast is equivalent to 13 percent of the world's average. GDP per capita in Ivory Coast
averaged 1548.52 USD from 1960 until 2017, reaching an all time high of 2391.90 USD in 1978 and a record
low of 1138.70 USD in 2011.

Balance of Trade
Ivory Coast recorded a trade surplus of 138.13 CFA Franc Million in January of 2018. Balance of Trade in Ivory
Coast averaged 241.03 CFA Franc Million from 1977 until 2018, reaching an all time high of 2029.43 CFA Franc
Million in December of 1998 and a record low of -1058.14 CFA Franc Million in December of 2000. Cote d’Ivoire’s
trade surplus is result of exports of cocoa and its oil. However, Cote d’Ivoire is a net importer of processed oil
products and capital equipment. The main trading partner is France (14 percent of imports and 12 percent of
exports) followed by Nigeria, Netherlands and United States.

Ease of Doing Business Ivory Coast is ranked 139 among 190 economies in the ease of doing business, according to the latest World
Bank annual ratings. The rank of Ivory Coast improved to 139 in 2017 from 142 in 2016. Ease of Doing Business
in Ivory Coast averaged 154.13 from 2008 until 2017, reaching an all time high of 170 in 2010 and a record low
of 139 in 2015.
Competitiveness Rank
Ivory Coast is the 99 most competitive nation in the world out of 137 countries ranked in the 2017-2018 edition
of the Global Competitiveness Report published by the World Economic Forum. Competitiveness Rank in Ivory
Coast averaged 119.38 from 2009 until 2017, reaching an all time high of 131.00 in 2013 and a record low of
99.00 in 2017.

Dubai Exports Assessment and the Way Ahead
As per Heritage Foundation, Cote D’Ivoire’s Economic Freedom Score is 62.0 with a World Rank of 85,
(regional rank 6) making its economy the 85th. freest in the 2018 Index. Its overall score has decreased
by 1.0 points with declines in property rights, labour freedom and fiscal health. The country is ranked
6th. among 47 countries in the Sub-Saharan Africa region and its overall score is above the regional
and world averages. Euler Hermes lists its strengths as signs that democratic evolution is deepening,

while on its weaknesses, additionally states slow progress on national reconciliation.
As per ITC Data, Dubai and the UAE’s share of exports (2016) to Cote D’Ivoire among the Western
African Economic & Monetary Union countries (WAEMU) was 13.5%, the 3rd. largest after Senegal
and Benin. According to the analysis done on trade, plastics, ceramics, metals, machinery, vehicles and
Electrical items form a major portion of UAE’s non-oil exports to Cote D’Ivoire. However, while the
country imports nearly USD 9 billion worth of goods from the world, UAE share is small at barely 0.8%.
As per the Export Potential map, has much potential in the export of several commodities and goods
(see attached tables and graphs at the end of this report). Sectors and/or products include Plastic
products, Building & Construction material, Food commodities & Processed Food, Metals, Fertilizers
and selected machinery. Cote d'Ivoire's consulate general in Dubai is the Ivorian representation in the
United Arab Emirates. United Arab Emirates does not currently have any other major diplomatic or
consular representation in Cote d'Ivoire. However, Western Africa is a major region of interest for
Dubai Exports and the UAE’s trade organizations, as reflected in an upcoming Business Mission to the
Ivory Coast and Nigeria in late 2018. The UAE has unexplored and/or additional potential for exports
to the Ivory Coast as outlined in the attached graphs from ITC. We believe there is adequate potential
to improve trade and bilateral cooperation between our two countries. Please see the ITC Export
Potential maps at the end of this document that outlines Export potential of various products from
UAE to Cote D’Ivoire.

Economic Overview
The advantage of untapped potential After several lost decades (either for political or commodity prices reasons), Côte d’Ivoire finally enjoys robust growth levels, with about +9% (on average, per year) during the last 5 years. The sudden political change provided an opportunity to pursue a reformsagenda. This, in turn, boosted the ease of doing business as reflected in the World Bank ranking which improved from 167 in 2012 to 142 in 2017 and governance indicators.
The diversification of the economy increased and the investment ratio climbed to acceptable levels (18% of GDP on average during the last 5 years, about +50% from the former 3-decades equilibria), with a sizable effect on growth. The ICOR indicator of investment efficiency stands at 2: Côte d’Ivoire needed only 2% of GDP of investment to deliver 1% of growth, an even better efficiency than China in boom years (ICOR of 3). New sectors are developing amidst a virtuous circle of improved governance and attractiveness for foreign investors.
Still vulnerable to commodity prices slumpbut financing risk is not a big issue Food commodities still make the bulk of exports. As a consequence, foreign currency financing is still a by-product of commodity prices. The current juncture is not favourable for two Côte d’Ivoire’s main exports since global oversupply sent cocoa and coffee prices lower by -33% and -15%, respectively. Given the vulnerability of local producers to price slumps, mechanisms to compensate for lower prices exist but will have a fiscal cost (fiscal deficit will rise to -4.5% of GDP in 2017 and public debt will increase to 51.5% of GDP). This fiscal cost will be limited in size because of some lowering of guaranteed farm gate prices by the regulator.
Yet the likelihood that foreign currency earnings will decrease for a significant period of time will put external liquidity under scrutiny. Per se, current levels of import cover are not alarming (4.8 months), but the country secured a USD660 million IMF facility in December 2016. But short-run disbursements will be quite low. Cote d’Ivoire has already requested more assistance. However, the fulfilment of IMF conditions helped the country to secure market financing, with hard currency bond issuance of USD 2 billion in June 2017 (over-subscribed by a factor of five).
Managing the growth dividend will be key Political risk remains elevated. The divided landscape was evident even before President Ouattara took office. Policymakers face growing demands for salary raises, including by mutinous soldiers. In this context, lower commodity prices and the effort to keep fiscal balances in check will be difficult to manage.
