1. GENERAL

Punjab Agricultural Research Board (PARB), an autonomous body of Punjab Government (for

funding Research Projects) seeks Expressions of Interest and Prequalification (EOI-PQ)

proposals as per PPRA rules from experienced Companies/Consultants of International standard

and repute, registered with a Government Agency/Department to conduct the Third Party

Technical Evaluation in peer review manner of Forty Eight (48) PARB CGS Completed

Projects (Related to Agricultural Biotechnology, Livestock, Crops, Soil Science, Entomology,

Fruits value addition etc.). List of Projects is placed at Annexure-II. Method of selection will be

Quality and Cost Based.

2. PURPOSE OF THIS DOCUMENT

The purpose of the Document is to determine the capability of firms for technical evaluation of PARB

funded CGS completed Projects. The applicants are required to provide profiles of their firms comprising

experience, and personnel strength. Structure of the firm with list of all key personnel (Director, Senior

Managers, Managers, Technical Expert etc. including their detailed CV mentioning the qualifications and

relevant experience)

3. TERMS AND CONDITIONS FOR THE EXPRESSION OF INTEREST

Definitions

In this document, unless there is anything repugnant in the subject or context:

i Applicant means the party which submits a proposal in response to this EOI-PQ Document ii "Authorized Representative" means any representative appointed, from time to time, by the

Applicant, Purchaser or Client. iii "Purchaser" means the Punjab Agricultural Research Board (PARB), or any other entity for the time

being or from time to time duly appointed in writing by the Government to act as Purchaser for the purpose.

iv "Client" means the authorized representative of the Punjab Agricultural Research Board (PARB)

/Government department/entity for whom the Services have been rendered or any other person, duly appointed in writing, by the Client, for the time being or from time to time, to act as Client for the purposes of the audit

v. "Day" means calendar day. vi “Employer” means Purchaser and / or Client. vii “EOI-PQ Document” means the Expression of Interest-Pre-qualification Document in consideration. viii "Person" includes an individual, an association of persons, consultant firm, company, corporation,

institution and organization, etc. ix "Prescribed" means prescribed in the EOI-PQ Document.

Disclaimer

This EOI-PQ Document for “Technical Evaluation of Forty Eight (48) PARB CGS Completed

Projects” contains brief information about the technical evaluation services required, for short listing and

pre-qualification of applicants at RFP stage.

While all efforts have been made to ensure the accuracy of information contained in this EOI-PQ

Document, this document may not contain all the information required by the Applicants. The

Applicants should conduct their own independent assessment, investigations and analysis and may

prepare their proposals in the light of relevant experience and international best practices. Punjab

Agricultural Research Board (PARB), or any of its employees or advisors/consultants, shall incur no

liability under any law, statute, rules or regulations as to the accuracy or completeness of the EOI-PQ

Document.

PARB reserves the right to change any or all conditions/ information set in this EOI-PQ Document by

way of revision, deletion, updation or annulment through issuance of appropriate advertisement as the

Client may deem fit in accordance with the PPRA Rules, 2014. Participation in the EOI-PQ proposals

process does not qualify any applicant for the next stage of the procurement process.

PARB will not entertain or be liable for any claim for costs and expenses in relation to the preparation of the EOI-PQ proposal to be submitted in terms of this Document.

4. BRIEF SCOPE OF WORK

The scope of work will be to evaluate technical performance of PARB CGS completed 48 projects in

peer review manner in the province of Punjab and Islamabad. Punjab Agricultural Research Board

(PARB) invites proposals for Expression of Interest from validly registered companies/consultants with

overall relevant experience of 05 years having good repute to render these services

The overall scope and purpose of the technical evaluation will be as follow:

1. The technical performance evaluation will cover PARB CGS completed 48 projects in peer review

manner. 2. To determine the output /achievements/deliverables viz a viz objectives and activities prescribed in

each PCI of 48 completed projects. 3. To assess the overall performance of each project and ranking (A: Excellent, B: Good, C: Satisfactory,

D: Unsatisfactory) for each project. 4. Duration of Technical evaluation is six months of current financial year (July2017 to June 2018)

commencing from the date of contract / agreement.

5. To assess that benefits (economic, social etc) of each project is in accordance with the PARB

agreement with the Project Manager and Team Leader.

6. To ensure compliance with laid down systems, procedures, policies and guidelines of PARB.

7. To suggest measures for improvement in future planning regarding monitoring, evaluation, execution

and management systems.

The selected Consultant firm shall conduct the technical evaluation in accordance with the prescribed Standards to achieve the following objectives:

To assess that output/deliverables as per PCI have been achieved or not for each project

separately.

Note:

The applicants are required to submit their expression of interest (EOI) proposals, based on the

information presented in the preceding paragraphs and their experience and best practices.

Mode of Payment

The final payment (40%) shall be made on successful completion of the assignment and three

installments of payment (20 % each) will be made after successful completion of 1st, 3

rd and 5

th

months. Eight (8) project evaluation reports per month shall be submitted by the firm/consultant

after the contract/agreement failing which Penalty of Rs. 1500/day per project report shall be

imposed and deducted from next payment.

5. INSTRUCTIONS TO APPLICANTS / BIDDERS

5.1 Submission of Proposal

1. Applications for EOI-PQ containing EOI & Pre-Qualification Proposals one original and one (01)

copy should be submitted in separately sealed envelopes to be delivered into the Tender Box,

placed at reception of PARB office, no later than 1100 hours on 26 October, 2017. The proposals

shall be publicly opened in the PARB office at 1130 hours.

2. The proposals are to be prepared in English language. The applicants must provide complete

information along with supporting documents. Any lapses to provide essential information may

result in disqualification of the applicant.

3. All documents submitted by the firms should preferably be delivered in one Packet/parcel for

ease of handling and to avoid loss of documents. Any misleading statement(s) or information by

any applicant will result into disqualification at any stage.

4. Technical Evaluation Report in peer review manner for each project is required separately.

5. The Project evaluation team shall physically visit the project site(s).During project evaluation, the

firm/consultant shall bear all expenses including transport, boarding, lodging etc. No liability will

be on the part of PM or TL except providing the record. Technical Evaluation Reports shall be

kept confidential before and after submission.

6. Each project evaluation team shall include at least one subject expert (Ph.D.) as per project.

7. In case, any team leader is not from Pakistan, the PM of the project will get the evaluation

conducted on his behalf.

8. In case of any dispute, Additional Secretary (Planning), Government of the Punjab, Agriculture

Department is the Sole Arbitrator and his decision shall be final binding to all parties.

9. Any mal-practice, mis-reporting or fake information etc on part of firm/consultant or his

representative, if pointed out at any stage, fine ofRs. 200000/-(Rupees Two lacs only) per project

report shall be imposed and payable to the PARB by the firm/consultant.

Interested Firms should note that during the period from the receipt of the proposal and till further notice

from the PARB office, all queries should be communicated in writing only. Interested firms are also

required to state in their proposals the name, title, fax number and e-mail address of their authorized

representative through whom all communications shall be directed until the process has been completed

or terminated.

The purchaser will not be responsible for any costs or expenses incurred by Interested Firms in

connection with the preparation or delivery of proposals.

5.2 Qualification Criteria

5.2.1 General

EOI-PQ proposals will be based on all the criteria given in succeeding sections regarding the

Applicant’s financial soundness, experience, personnel and proposed solution as indicated by the

Applicant’s responses in the forms given in this document.

5.2.2 Mandatory Basic Requirements

Only those applicants fulfilling the following basic requirements shall be considered for further

evaluation (relevant documents to be attached):-

i. Certificate of Company/Firm Registration/Incorporation under the laws of Pakistan

ii. Valid Income Tax Registration

iii. Valid General Sales Tax Registration (Status should be active with FBR)

iv. Submission of undertaking on legal valid and attested stamp paper that the firm is not

blacklisted by any provincial or federal government department, agency, organization

or autonomous body anywhere in Pakistan.

5.2.3 Weightage / Marks/ Evaluation Criteria

Distribution of Weightage/Marks shall be as under:

Note: Prequalification status shall be determined on the Point scoring criteria. In order to qualify, the

applicant must obtain overall 65 marks and at least 50% marks in each category as mentioned in the

table above. Detailed prequalification criteria is given below:

5.2.3.2 Personnel Capabilities

The applicants must have in their employment suitably qualified personnel with relevant experience

to fill the key management and specialist positions mentioned below. The applicant will supply

information on nominated candidates for each relevant area / domain in accordance with the relevant

form provided in this document. At least three member team as given below is required for

6. Other Factors

6.1 Only firms that have been prequalified under this procedure shall be invited to bid. If a firm

submits more than one EOI-PQ proposals, all proposals involving such firm shall be rejected and

stands disqualified.

6.2 The Procuring agency (PARB) may reject all proposals at any time prior to the acceptance of a

proposal. The Procuring agency (PARB) shall upon request, communicate to any applicant, the

grounds for its rejection of all proposals, but shall not be required to justify those grounds. The

Purchaser shall incur no liability, solely, by virtue of its invoking Rule-35 of Punjab Procurement

Rules, 2014. However, Applicants shall be promptly informed about the rejection of the proposals,

if any (As per Rule 35 of Punjab Procurement Rules, 2014).
