EXECUTIVE SUMMARY
PROJECT UNDERSTANDING
The County, City and University public service agencies each maintain separate facilities. In most cases these seperate facilities are in poor condition, of insufficient size, lack key capabilities, and have limited opportunity for expansion.
Given the common need for new facilities, mission alignment, mutual desire to minimize financial impact, and need for a regional point of coordination, there is interest in exploring the concept of a co-located and shared facility. Recommendations for co-located and shared facilities would include dedicated space for agency-specific operations and shared space for nonspecific functions.
The focus of this study is the facility itself and how it can support shared spaces at a co-located facility on a single site. The key issues explored include programming, building scale, spatial organization, phasing, and related capital costs. Further study and stakeholder engagement is recommended to identify operational efficiencies that may be possible in a co-located facility.

PROJECT PROCESS
1. PROJECT DEFINITION. Tour existing facilities and meet stakeholders from each agency to develop aconceptual space program. Stakeholders will be asked to identify agency-specific needs and potential shared needs. Meet with the Working Group to brainstorm project goals and synergies that need to be explored.
2. PROGRAM REFINEMENT. Develop a draft conceptual program for a collocated facility that shares resources,maximizes efficiency, and enhances operational synergies among the safety services. Review and refine initial program with the working group. Brainstorm site characteristics and locations that support the conceptual program.
3. SITE TEST FIT. Guided by the programmatic and location needs two or three sites will be identified andtested. A conceptual site plan will be developed that accommodates the program needs given the constraints of the site. The test fits will examine new construction versus renovation (if applicable), approximate capital costs, and opportunities for phased development.
4. FINAL DOCUMENTATION. Following the completion of the three work sessions the team will document thefindings of the study.
5. SHARE. Discuss the project with local, state, and federal leaders to elicit feedback to further refine the project.Identify possible funding sources and mechanisms.

COMMUNITY SPACE The relationship between first responders, law enforcement and the communities that they serve is an important and evolving issue. At a core level the new facility should bridge between policy and space. It should foster a collaborative relationship between the agencies, City of Athens community institutions, and the general public. This facility will be strategically located within the community and is therefore well positioned to offer key community benefits. Simple overlays into the facility such as co-locating public gathering space, Ohio University classroom space, and city services can improve public safety and promote partnerships between The City of Athens and Athens County.

Several different frameworks for organizing all agencies into a sin-gle facility were studied. Different configurations allow for more or less sharing between agencies. After evaluating three options, user groups and agency stakeholders recommended a hybrid between option b and option c. This approach will allow each agency to both maintain their identity and create a series of hubs defined by use such as training and headquarters.
The Linear Option organizes the agencies side by side in a row. This option places an emphasis on each agency as an independent entity and therefore maintains programmatic functions pertaining strictly to each department. While a few crossovers between agencies exist, option A represents programmatic organization where the identities and function of each department remain pure. Consequently, the square footage of this option is the largest.
The Wing Option groups similar agencies into several distinct building volumes and anchors them into a central common core. Sharing within each wing can be optimized yet agency identity can be maintained. Program spaces adjacent to the central core are shared and members of all agencies may use them. These efficiencies reduce the building’s area in comparison to option A
While options A and B are defined primarily by individual agen-cies or agency groups, the Network Option is defined by use. Without compromising any agency operations, similar program-matic functions are detached from their individual agencies and brought together to create use “hubs” such as headquarters and training. This option would group all agencies into a single building volume, and therefore the identities of individual agen-cies would be less apparent.

A vision for a co-located facility should result in shared net benefits rather than operational com-promises. A successful strategy for co-location begins with a study of the spatial program of each individual agency.
Throughout this report diagrams are used to illustrate the rela-tive size of spaces and the relationship between them. Color is used to identify the purpose of the space. PEAK HOURS OF OPERATION
EMS + AFD OUPD + APD + SHERIFF911 + EMA The police departments function in similar ways. They are first responders, maintain criminal investigations, and promote community relationships. Their focus is both outward from the facility, and internal within the facility. They work in direct engagement with the community in emergency and non-emergency situations.
They use their facility as both a base of operations and to support work in the community. Officers are on duty around the clock with typical shifts lasting 8-10 hours. They work out on patrol and back at the station. Support staff may work business hours primarily at the station. Location is important, but somewhat flexible since officers often respond to calls while on patrol.
911 and EMA have many similarities. They are the communications focal point in emergency situations. Their work is primarily internal within their facility to support virtual engagement with the community in emergency situations.
They use their facility as a base of operations. 911 operates around the clock. Typical shifts last 8 hours and most of the work occurs within the facility. Since the work is primarily through telecommunications facility location is not critical.
EMS and AFD have many operational similarities. They are first responders. Their focus is outward from the facility to support direct engagement with the community in emergency situations.
They use their facility to support work in the community. Typical shifts last 24 hours. At the facility they maintain their readiness, restock equipment, and write reports. The facility also supports living functions such as sleeping, cooking, eating, and relaxing. Response time is a critical consideration for facility location.

COMMUNITY OVERLAYThe relationship between first responders, law enforcement and the communities that they serve is an important and evolving issue. At a core level the new facility should bridge between policy and space. It should foster a collaborative relationship between the agencies, City of Athens community institutions, and the general public. This facility will be strategically located within the community and is therefore well positioned to offer key community benefits. Simple overlays into the facility such as co-locating public gathering space, Ohio University classroom space, and city services can improve public safety and promote partnerships between The City of Athens and Athens County .

Several different frameworks for organizing all agencies into a sin-gle facility were studied. Different configurations allow for more or less sharing between agencies. After evaluating three options, user groups and agency stakeholders recommended a hybrid between option b and option c. This approach will allow each agency to both maintain their identity and create a series of hubs defined by use such as training and headquarters. See below for a description of each co-location option.
The Linear Option organizes the agencies side by side in a row. This option places an emphasis on each agency as an independent entity and therefore maintains programmatic functions pertaining strictly to each department. While a few crossovers between agencies exist, option A represents programmatic organization where the identities and function of each department remain pure. Consequently, the square footage of this option is the largest.
The Wing Option groups similar agencies into several distinct building volumes and anchors them into a central common core. Sharing within each wing can be optimized yet agency identity can be maintained. Program spaces adjacent to the central core are shared and members of all agencies may use them. These efficiencies reduce the building’s area in comparison to option A
While options A and B are defined primarily by individual agen-cies or agency groups, the Network Option is defined by use. Without compromising any agency operations, similar program-matic functions are detached from their individual agencies and brought together to create use “hubs” such as headquarters and training. This option would group all agencies into a single building volume, and therefore the identities of individual agen-cies would be less apparent.
