An overview of the FEMA Risk MAP program

Major Goals of Risk MAP

Key Role of Geospatial technologies in RiskMAP

Baker’s History with FEMA

• Baker has worked on FEMA flood studies since the early 1970s.

• Before 2003, Baker was one of three FEMA Mapping Contractors, handling all mapping updates and FEMA support in the western 3rd of the country.

• In 2003, Baker was selected as the National Service Provider (NSP) for FEMA’s 5-year, 1.2 billion dollar Map Modernization Program and effectively managed the project to completion in 2009. Over 500 people in more than 15 Baker offices were involved in Map Mod.

What is Risk MAP?

FEMA’s Risk MAP program is a five-year (2009 to 2014) multi-contractor project focused on Multi-Hazard Risk Assessment, Mapping, Analysis, and Planning.

It is a follow-on contract to the five-year Map Modernization program which focused on modernizing FEMA’s library of Flood Insurance Rate Maps (FIRMs) in GIS format (DFIRMs).

Intended to further enhance the usability and value of flood hazard mapping

Intended to encourage partnerships & innovative uses of flood hazard and risk assessment data in order to maximize flood loss reduction

Geospatial Technologies in RiskMAP

• New Products beyond GIS Flood Insurance Rate Maps– Multi-Frequency Grids, including Depth and Risk of

Flooding Grids– HAZUS Analysis to help quantify risks of flood damages

in dollars– Spatial data which pinpoints contributing sources of

flood risk (Dams, culverts, impervious surface, levees)– New disemination methods including web services,

Google Earth, availability of all backup data online, searchable and downloadable.

Contributing Flood Risk Factors

• Goals:– Help communities

understand their impact on the floodplain

– Identify points of interest that may contribute to flooding, or are evidences of where flood losses are occurring

– Assist communities in identifying possible mitigation opportunities
